Proposal Summary:

MSI is seeking to build a roster of Chief of Party (COP) candidates for upcoming multi-year education assessment and monitoring & evaluation projects that will be field-based.

Position Summary:

The COP will be responsible for overall management and progress of the anticipated education assessment and M&E project. The COP will serve as the primary point of contact with the donor Education Team and will ensure timely delivery of quality data and reports. The assignment will be long-term and would be based in the field.

Responsibilities:

·  Responsible for daily oversight and direction of all project activities.

·  Develop project workplan and ensure timely delivery of high-quality reports.

·  Interface with donor point of contact to provide regular updates and progress.

·  Interface with home office to provide regular updates and coordinate on technical, financial and administrative management issues.

·  Develop overall progress reports for submission to donor.

·  Ensure smooth hiring and management of project personnel.

·  Coordinate with Ministry of Education and assessment authorities to develop joint work plan and ensure timely delivery of training and institutional capacity-building support.

·  Coordinate with other education support implementation projects.

Qualifications:

·  Minimum of a Master’s degree in education, PhD/EdD preferred.

·  Minimum eight years’ experience working in the field of education evaluation.

·  Minimum six years’ experience providing financial, administrative and technical guidance to project team staff.

·  Experience working on standardized educational testing required, experience directing Early Grade Reading Assessment (EGRA) activities preferred.

·  Experience working directly with USAID and other international donors in the reporting and management of education projects.

·  At least four years’ experience based in Africa, Middle East and/or Asia.

·  Ability to effectively manage a diverse project team.

·  Excellent writing and communication skills in English.
