Promotion and Relegation Policies

This document defines the East Regional Soccer League Promotion and Relegation Policies to be followed for the Regional League and Multi-Jurisdictional District League following the 2005 season and for all subsequent seasons.
1General Policies
•Each Club shall be limited to a maximum of two Regional teams, regardless of OYSL relegations, Regional performance and possible Premier promotion
•At the completion of the 2005 season, teams eligible for Promotion will be identified and offered promotion. If promotion is refused, the next team within 6 points will be offered the promotion. Promotion will continue to be offered until teams do not meet the 6 point criteria. When all possible promotions have been taken into account, relegation will take place as necessary to maintain the Division sizes identified in the referenced document.
•Divisional Groups at Premier will be balanced with an equal number of teams regardless of East/West/South. All teams within a Division will play an equal number of games. This is essential for fair Promotion & Relegation.
•It shall be the exception that there are 5 or 7 team Divisional Groups.
2Under 10
There shall be no promotion or relegation at Under 10.
3Under 11
There shall be no promotion or relegation at Under 11.
4Under 12 MJDL Premier to Under 13 Regional
- The first through eighth place teams in the MJDL Premier Division are promoted up into the Regional Division
a.if there is a vacancy in the Regional Division:
i.the ninth place team will be promoted;
ii.the tenth place team will be promoted;
iii.the eleventh place team will be promoted; or
- the twelfth place team will be promoted.
- In 2-division setup, the first three teams will be promoted. The next 2 teams with the best record are also promoted.
5Under 12 MJDL Division 1 to Under 13 Premier (three MJDL Division 1 Divisions)
- Eight teams move from U12 Premier to U13 Premier
- the first and second place teams in each of the MJDL Division 1 Divisions are promoted up into the MJDL Premier Division. This provides 6 more teams, a total of 14.
- at the conclusion of the outdoor season a playoff shall be held between the third place teams resulting in the ranking of teams seventh through ninth and a playoff shall be held between the fourth place teams resulting in the ranking of teams tenth through twelfth
- the seventh and eighth place teams are promoted up into the MJDL Premier Division. This provides 2 more teams, a total of 16.
a.if there is a vacancy in the MJDL Premier Division:
i.the ninth place team will be promoted;
ii.the tenth place team will be promoted;
iii.the eleventh place team will be promoted; or
iv.the twelfth place team will be promoted.
6Under 12 MJDL Division 1 to Under 13 Premier (two MJDL Division 1 Divisions)
- Eight teams move from U12 Premier to U13 Premier.
- the first through fourth place teams in each of the MJDL Division 1 Divisions are promoted up into the MJDL Premier Division [8 teams promoted, for a total of 16]
- a playoff shall be held between the fifth place teams resulting in the ranking of teams ninth through tenth and a playoff shall be held between the sixth place teams resulting in the ranking of teams eleventh through twelfth
a.if there is a vacancy in the MJDL Premier Division:
i.the ninth place team will be promoted;
ii.the tenth place team will be promoted;
iii.the eleventh place team will be promoted; or
iv.the twelfth place team will be promoted.
7Under 13 MJDL Premier to Under 14 Regional
- the top team(s) from U13 Regional may be promoted to OYSL
- the first place teams from the MJDL Premier Divisions are promoted up into the Regional Division
- a playoff shall be held between the MJDL Premier Division second place teams resulting in the ranking of teams third through fourth
a.if there is a vacancy in the Regional Division:
i.the third place team will be promoted; or
ii.the fourth place team will be promoted.
- if after 2 and 3 above, there are more than eight teams in the Regional Division, the Regional eighth place team shall be relegated
- if after 1, 2 and 3 above, there are more than eight teams in the Regional Division, the Regional seventh place team shall be relegated
8Under 13 MJDL Division 1 to Under 14 Premier (two MJDL Division 1 Divisions)
- the first place teams from the MJDL Division 1 Divisions are promoted up into the MJDL Premier Division
- a playoff shall be held between the MJDL Division 1 Divisions second place teams resulting in the ranking of teams third through fourth
a.if there is a vacancy in the MJDL Premier Division:
i.the third place team will be promoted; or
ii.the fourth place team will be promoted.
- if after 1 and 2 above, there are more than sixteen teams in the Premier Division, the Premier sixteenth place team shall be relegated. Note 1
- if after 1, 2 and 3 above, there are more than sixteen teams in the Premier Division, the Premier fifteenth place team shall be relegated. Note 1
9Under 14 MJDL Premier to Under 15 Regional
- the first place teams from the MJDL Premier Divisions are promoted up into the Regional Division
- a playoff shall be held between the MJDL Premier Division second place teams resulting in the ranking of teams third through fourth
a.if there is a vacancy in the Regional Division:
i.the third place team will be promoted; or
ii.the fourth place team will be promoted.
- if after 1 and 2 above, there are more than eight teams in the Regional Division, the Regional eighth place team shall be relegated
- if after 1, 2 and 3 above, there are more than eight teams in the Regional Division, the Regional seventh place team shall be relegated
10Under 14 MJDL Division 1 to Under 15 Premier
- the first place team(s) from the MJDL Division 1 Division(s) are promoted up into the MJDL Premier Division
- if there is more than one Division 1 Division, a playoff shall be held between the MJDL Division 1 Divisions second place teams resulting in the ranking of teams third and fourth
a.if there is a vacancy in the MJDL Premier Division:
i.the third place team will be promoted; or
ii.the fourth place team will be promoted.
- if after 1 and 2 above, there are more than sixteen teams in the Premier Division, the Premier sixteenth place team shall be relegated. Note 1
- if after 1, 2 and 3 above, there are more than sixteen teams in the Premier Division, the Premier fifteenth place team shall be relegated. Note 1
11Under 15 MJDL Premier to Under 16 Regional
- the first place team from the MJDL Premier Division is promoted up into the Regional Division
- if after 1 above, there are more than eight teams in the Regional Division, the Regional eighth place team shall be relegated
- if after 1 and 2 above, there are more than eight teams in the Regional Division, the Regional seventh place team shall be relegated
12Under 15 MJDL Division 1 to Under 16 Premier
- if there is more than one Division 1 Division, a playoff shall be held between the MJDL Division 1 Divisions first place teams resulting in the ranking of teams first and second
- the first place team from the MJDL Division 1 Division is promoted up into the MJDL Premier Division
a.if there is a vacancy in the MJDL Premier Division:
i.the second place team will be promoted
- if after 1 and 2 above, there are more than eight teams in the Premier Division, the Premier eighth place team shall be relegated. Note 1
- if after 1, 2 and 3 above, there are more than eight teams in the Premier Division, the Premier seventh place team shall be relegated. Note 1
13Under 16 MJDL Premier to Under 17 Regional
- the first place team from the MJDL Premier Division is promoted up into the Regional Division
- if after 1 above, there are more than eight teams in the Regional Division, the Regional eighth place team shall be relegated
- if after 1 and 2 above, there are more than eight teams in the Regional Division, the Regional seventh place team shall be relegated
14Under 16 MJDL Division 1 to Under 17 Premier
the first place team from the MJDL Division 1 Division is promoted up into the MJDL Premier Division
a.if there is a vacancy in the MJDL Premier Division:
i.the second place team will be promoted
- if after 1 and 2 above, there are more than eight teams in the Premier Division, the Premier eighth place team shall be relegated. Note 1
- if after 1, 2 and 3 above, there are more than eight teams in the Premier Division, the Premier seventh place team shall be relegated. Note 1
15Under 17 MJDL Premier to Under 18 Regional
- the first place team from the MJDL Premier Division is promoted up into the Regional Division
- if after 1 above, there are more than eight teams in the Regional Division, the Regional eighth place team shall be relegated
- if after 1 and 2 above, there are more than eight teams in the Regional Division, the Regional seventh place team shall be relegated
16Under 17 MJDL Division 1 to Under 18 Premier
- the first place team from the MJDL Division 1 Division is promoted up into the MJDL Premier Division
a.if there is a vacancy in the MJDL Premier Division:
i.the second place team will be promoted
- if after 1 and 2 above, there are more than eight teams in the Premier Division, the Premier eighth place team shall be relegated. Note 1
- if after 1, 2 and 3 above, there are more than eight teams in the Premier Division, the Premier seventh place team shall be relegated. Note 1
17Entry Level of New Competitive Teams
- New Teams should enter into Premier or Divison 1 only. New teams should never enter into Regional.
- new competitive teams in the Under-15 and younger age classifications must apply to the Multi-Jurisdictional District League serving as the District League for its District Association
- the Multi-Jurisdictional District League will date stamp each application with the date that it was received;
18Re-Entry of Teams which were “Playing Up”
- A team "playing up" into a higher age division shall not be ranked with the teams of its age classification and if in a subsequent year, it returns to an age division of the correct age classification, it shall be ranked behind all the teams in the correct age classification.
19Post-Season Playoff
- At the end of each season, the second place teams in each Multi-Jurisdictional District League will participate in a post-season playoff (e.g., round-robin tournament) to rank these teams as 4, 5 and 6. If there are only two Multi-Jurisdictional District Leagues operating a specific age and gender division, the playoff will involve the top three teams from each league.
- this will include the Under-11, Under-12, Under-13, Under-14 and Under-15 divisions of the Multi-Jurisdictional District Leagues;
- in special situations (caused by a need to promote extra teams from the Multi-Jurisdictional District Leagues, the third place teams in each Multi-Jurisdictional District League will participate in a post-season playoff (e.g., round-robin tournament) to rank these teams as 7, 8 and 9.
NOTES:
- If a playoff is not held to determine ranking, the percentage of points earned, followed by goals for, and goal differential shall be used to determine ranking.
- If there is a vacancy in a Regional League, a Team Position Status which existed in the previous season will take precedence over a new Team Position Status (Reference: OSA's League Policy 25.2.1.1).
