Call to Order: Meeting was called to order at 6:31 pm by President LaSure.
Roll Call: TrusteesH. Cuff, R. Myers and D. Pfile were present. Trustee K. D’Asto was absent.Clerk L. Myers was present. There were 4 people in the audience.
Approval of Minutes: A MOTION was made by R. Myers, seconded by D. Pfile and carried to approve the minutes from the regular Board meeting on January 12, 2016 with no changes.
Financials and Contracts: L. Myers stated all bills were normal for the month of January 2016 with the exception of check 7562 for $42,707.56 to Marquette Cty. Treasurer, check 7579 for $4,954.86 to MATC, check 7580 for $53,346.63 to Portage School District which were all for the January Settlement of property taxes. Also check 7587 for $1,000.00 to Marquette County Sherriff’s Office for the Police Department Spillman Usage which was budgeted for. A MOTION was made by H. Cuff, seconded by R. Myers and carried to approve the monthly financial report.
Village Hall Items: L. LaSure mentioned that he would like to budget next year for a cleaner to clean the Village Hall and bathrooms once again. He doesn’t believe that it should be the clerk’s sole responsibility. The board members agreed to take a look at this at budget time and budget to hire someone to clean for $8.00/hr. H. Cuff stated that when she has stopped in to sign checks on two separate occasions that the doors to the Community room were unlocked. The Clerk locks these doors when she leaves, but others have access to these doors to use kitchen. She just wanted to put a reminder out that the doors must be locked any time someone leaves. Rebecca Pfile stated the Library also checks these doors when they leave for the night. It was also brought up that the community center has been used by groups and individuals lately that have not been cleaning up after their usage. The board asked clerk Myers to print up a sign to hang up in the community center stating the rules including reserving the room with the clerk before usage, vacuuming/sweeping after usage, remove garbage after usage, wash glass doors if there are prints on them, etc.
Tax Overpayment: L. Myers stated three properties had been overpaid on their taxes and the Village must refund these amounts. Diana Gottschalk over paid by $14.59, Michael & Elizabeth Parks over paid by $8.64 and Rebecca Timme over paid by $1.12. H. Cuff asked L. Myers to look into an ordinance pertaining to the refund of over payments with stipulations regarding over payments of $5.00 or less. A MOTION was made by R. Myers, seconded by D. Pfile and carried to approve the overpayment to these property owners.
Damon & Rebecca Pfile New Business: R. Pfile stated that they are planning on opening a daycare business in the Village at their home. They are only able to have 4 children without being certified. They are unable to be certified through the County because their property is zoned commercial, so they must be certified through the state. The state requires them to notify the Village Board of their plans for the daycare business before they are able to move forward, so they are just making the Board aware of their plans.
Public Safety:
Police Dept:Chief Beckett reported to the board the number of hours worked, citations issued, etc. to the Board. She also let the board know that she is following up on some sidewalks not being shoveled and is handling that issue.
Fire Dept: L. LaSurestated the Fire Dept. Chili supper is Sat. Feb. 20, 2016 from 4-8pm.
Public Works: Last month the board agreed to charge Meister’s for the occasional salting of their parking lot. Since then, the board had been notified of many things that Meister’s has done for the Village at no charge. It was stated that Meister’s only calls the Village at most three times a year to salt their parking lot due to the ice. L. LaSure and R. Myers spoke to Mark Meister and he stated that they do many other things for the Village such as plowing when our plow truck has broken down, they helped with clean up in the village when we had a terrible wind storm two years ago, they give the village free wood chips, they have mixed the salt & sand for the plow before, and other miscellaneous items. They would like to keep helping the Village out. The board discussed the trade off of such services and how it benefits the village. A MOTION was made by R. Myers, seconded by H. Cuff and carried to approve to retract the agreement of charging Meister’s for the occasional salting of their parking lot. Discussion also ensued about plowing/salting of the Church parking lot. H. Cuff believes we should charge to plow/salt their parking lot if we continue to do it. The board discussed who they needed to talk to at the Church. Larry Radtke stated Russ Hinze would be the one to talk to.
Sewer Pumps at Park: L. Myers stated there is a leak or break in the sewer pump line down by the park and the alarm has been going off for a couple of weeks. Country Plumber and L.W. Allen have both been out to look at it, and decided that there is a leak or break in the pipe or fitting. This is about 11 foot down in the ground, and the ground will need to be dewatered before we are able to get the pipe fixed. L. Myers has called around to three different places and has only received one quote back. This quote is from Allen Steele company and is quoted for $13,250.00. Larry Radtke suggested a couple other companies to call. If we do not get this situation fixed as soon as possible, one or both pumps could burn out because they are constantly running right now. A new pump could cost up to $7,000.00 and then we would still need to fix the other issue as well. A MOTION was made by R. Myers, seconded by H. Cuff and carried to approve to accept the lowest bid received as long as it is comparable service. Clerk Myers will be calling additional places to try to receive bids.
