Role Title: Non-Executive Director, YourMK

Purpose of job
As a Board member, to grow and develop YourMK in its role as the Council’s main regeneration and housing asset management vehicle
Key Objectives
- To oversee the RegenerationMK programme ensuring it meets the objectives of the RegnerationMK 2030 strategy.
- In concert with fellow Board Directors, to grow and develop the YourMK partnership to that it fulfils the ambitions set out in the Council’s Regeneration Strategy.
- In conjunction with other Board Directors, to contribute to the development of the RegenerationMK programme, ensuring that it remains relevant to meet the changing legislative and community environment.
- To be accountable to the Council’s Regeneration Committee for the progress and performance of the company.
- To hold to account the programme director in meeting the programme’s performance measures and indicators
- To act as a champion for the communities affected by the RegenerationMK programme, ensuring that their aspirations and views are taken into account in the design of the programme.
Person Specification
- Able to operate at Board level and have proven experience of doing so.
- Have an deep understanding of, and ideally experience in delivery of, major regeneration or construction programmes/ projects.
- Able to understand and challenge financial information and contribute towardsthe financial performance of YourMK.
- Able to engage with elected Councillors, the public and other stakeholders.
- Understand the political impact and implications of regeneration programmes.
- Able to understand and identify with the aspirations of communities, recognising the priorities and conflicts that may exist at local level.
- Able to empathise with residents in their concerns for their homes and neighbourhoods, to act on this information and represent such views in the strategic forum
- Have experience of community engagement and an understanding of social exclusion issues.
- Able to communicate clearly in order to put complex issues into readily understandable terms.
- Have an understanding of the private sector and how it operates preferably in the field of housing construction or development.
- Have an understanding of public sector governance in a complex environment.
Scope
People – internal
- Proactively works with fellow directors to develop the YourMK board and company.
- Liaises, coordinates and engages with fellow board directors, elected Councillors and corporate directors of the Council as appropriate.
People and Networks – external
- Engages with commercial organisations to monitor and improve services and value for money.
- Networks at a senior level with advisory and policy making organisations to ensure awareness of housing national issues so that they are taken into account by the programme’s strategy, policy and delivery.
- Engages with local communities and enables tenants and residentsin decision-making and scrutiny.
Financial
- Ensure fiduciary duties are discharged.
- Scrutinises and challenges the financial performance and management of the company.
- Works with fellow board members & secure external investment and funding.
Non-Financial
- Able to scrutinise and monitor the operation of commercial contracts in appropriate fields, to ensure adherence to cost, quality and time considerations.
Data
- Able to understand the use of data to drive major programmes.
Systems
- Able to understand and challenge the risk management and business continuityplans of major programmes/ projects.
