The Headlines,

  • UN Secretary General urges progress on formation of a transitional government.
  • Hepatitis E reported in Mingkaman IDP camp in Lakes State

United Nations Secretary General, Ban Ki-Moon has called on President Salva Kiir and opposition leader Riek Machar to rapidly agree on the composition of the transitional government.

The Secretary General urged President Kiir to resume IGAD mediated negotiations with Machar, and ensure the full implementation of the agreement they signed last month in Addis Ababa, Ethiopia.

Secretary General Ban further called on the President to continue to fight impunity and ensure full accountability for human rights violations.

The Secretary-General conveyed the message in a meeting with President Salva Kiir on the sidelines of an African Union summit in Equatorial Guinea.

He informed the President that the UN Mission UNMISS is taking steps to increase its capacity.

Political parties are appealing to IGAD mediators to resume multi-stakeholders peace talks in Addis Ababa, Ethiopia.

Representatives from twenty one parties met in Juba and said negotiations should resume as soon as possible,to find a non-military solution to the ongoing conflict.

The chairperson of the SPLM-DC party, Lam Akol says he is hopeful the talks will be successful.

Lam Akol is calling on the public not to lose hope in the peace process.

“The south Sudanese people should not lose hope in the peace process and the reason is that all the stake holder are involved in searching for peace and that is why we as political parties are active and this is why we are meeting to see how best we can influence the process it should not be left to the two parties alone we should pressure the two parties to stop bickering over procedures because every day that passes people die and since we are with the people and we want to move with the people to tell them that you should exert pressure on the two parties to go to talks without pre-conditions”.

The Council of States of the National legislature has passed the Agreement that was signed between the government and the South Sudan Democratic Movement / Army Cobra Faction of David Yau Yau.

The agreement signed in May, allows for the creation of the Pibor administrative area and for the integration of David Yau Yau’s Cobra Faction into the SPLA police and other regular forces.

“The document was passed by a two thirds majority of the house. In the extra ordinary sitting, the legislators agreed on a number of resolutions among others, a broad based reconciliation process and peaceful coexistence among the people of Greater Pibor and the entire Jonglei State. The Council members also resolved that there should be sensitization of the Pibor communities on the content and implications of the agreement. They also urged an expeditious implementation process including demarcation of border areas. Other resolutions include consultation with people of the Jie ethnic group who originate from Kapoeta Easter Equatoria State but are currently settled in Pibor – to find out whether they want to remain as part of Greater Pibor or relocate back to their areas of origin. The Chairperson of the Political and Foreign Relations Committee in the national assembly Hon. Canon Clement Janda was the head of the delegation that represented the government during the negotiation process. Janda describes the passing of the document as a milestone to achieving development in the Greater Pibor area.

“I want assure you that with the formation of Greater Pibor you should think that there is going to be problem, not at all, because Pibor has disintegrated from Jonglei all the tribes from Eastern Equatoria State we shall be together all the time”

The document is expected to be delivered to the President for his assent before implementation can begin. I am Agole Alex for Radio Miraya news.

The South Sudan Relief and Rehabilitation Commission in Lakes State says it is concerned about the increasing numbers of Hepatitis E cases in Mingkaman camp, Awerial county.

The County’s Relief and Rehabilitation Coordinator, John Panrech says 4 deaths have been reported and 40 cases are under treatment.

Panrech is calling on the government and humanitarian organizations to intervene.

“I am appealing for the government of the state and the government of Juba to come verified the problem we have here in Mingkaman especially the case of Hepatitis E, is a worry case because we have already lost four patients in Mingkaman due to Hepatitis E, when it was started, it was with two patients but from now it has gone up to forty patients, so it seem like being an outbreak, so it need the government attention”.

The Deputy Minister of Education has officially launched the 2014 Senior Secondary School examinations.

Bol Makweng rang the bell this morning at the Supiri Secondary School in Juba.

More than thirteen thousand students are sitting the papers across the country, a marked fall from eighteen thousand students last year.

The Secretary for the Department of National Examinations, Lul Ruei Dhol, says more than 100 centers have been set up across the country, except in Bor and Bentiu on account of the insecurity.

“We have about 101 centers in all the republic of South Sudan. we have no any center in Bor now at the moment except in here in Juba all of them are here and they locate for them centers for their children and are sitting here in Juba. For Unity state we have places which are secure like Parianp and Abiemnom, there is a place call Turalie all these centers are now functioning for examinations except only the center of Unity that that is why we do not have exams in it. And the exams distributed to every state before a week except Malakal and Unity they have receive their exams before two days ago.”

The exams will go on till the 14th of next month.

More than 900 students are sitting their exams in Northern Bahr el-Ghazal State.

While launching the exercise at the Akol Kuol Secondary School in Aweil town, the Caretaker Governor, Kuel Aguer Kuel advised the students not to panic.

“This examination is very simple, it is not difficult. Nobody should worry and you should not be shivering that the examination is difficult. The examination is not difficult unless you have not read your books. So I know that the first in South Sudan will come from this school”.

In Western Bahr el Ghazal, the Director of Secondary Education Ardeib Kipi Mbaya says this is the last time students in the State will sit exams under the Sudan curriculum.

Mbaya says more than two thousand students will be sitting the papers, up from one thousand last year.

“Those sitting are two thousand five hundred sixty five, students, the number of male students is one thousand six hundred sixty nine and female students are eight hundred ninety six, this is the last year that our schools are sitting for Sudan syllabus, the academic year was very long the syllabus were all covered, students will sit with confidence”.

Authorities in Ezo County, Western Equatoria State say the county is facing an influx of Congolese refugees.

The Congolese have been crossing the border over the past two weeks, fleeing attacks from suspected rebels of the Lord’s Resistance Army or LRA.

Ezo County commissioner, Albert Moiidie says the refugees have not received assistance and are putting a strain on local communities.

“Last week when I went there their population was five hundred and sixteen but yesterday we went there with the joint team from Rwandan Contingency in Tambura and UNMISS in Ezo then when we reached we found that the number has increased to one thousand some fraction and then the majority of these people were women and children then since these people came they have not got any help whether from the NGOs or the UNHCR up to date. It is now becoming burden on the citizens who are living in Nyassi because they are working for them to chase their cassava, some of them are going deep to the forest to dig yams and then coupled with rains their situation is worse”.

Ezo County is already hosting more than two thousand refugees who came earlier from Congo and the Central African Republic.

In foreign news, the World Health Organsiation is warning that drastic action is needed to stop a deadly Ebola outbreak in West Africa.

The WHO says the outbreak, that was first reported in Guinea has so far killed nearly 400 people in Guinea, Liberia and Sierra Leone.

Doctors without borders, MSF, have already warned that the outbreak is out of control.

The World Health Organisation has called an 11-nation meeting to address what it is calling the deadliest Ebola outbreak on record.

And in sports, Algeria, Germany, USA and Belgium are the final teams through to the next round of the football world cup.

Algeria secured a place on point difference after a 1 all draw with Russia.

Germany beat USA 1-nil, but both teams go through on point basis, while Belgium secured a place after beating South Korea 1-nil.

Portugal and Ghana ended their game in a 2-1 win to Portugal, but was not enough to see either side through.

There will be no matches today as teams prepare for the next round.

Games resume tomorrow with hosts Brazil up against Chile at 7pm and Columbia play Uruguay at midnight.

In other news, Uruguay striker Luis Suarez has been suspended from all football-related activity for four months for biting another player.

Suarez has also been banned for nine international matches, ruling him out of the rest of the World Cup.

FIFA’s independent disciplinary committee imposed the ban after finding the 27-year-old guilty of misconduct.

Suarez bit Italy defender Giorgio Chiellini in the shoulder during Tuesday's game which Uruguay won to qualify for the last 16.
