ELA Criteria for RtI Instruction

As we continue to strive for consistency across our elementary buildings in the identification and service of students in our Response to Intervention programs, elementary classroom teachers and service providers have offered input into the guidelines on the following pages. In addition, building-level and district office administrators have approved these guidelines.

While these recommendations point to specific data points, not all of our learners fit neatly into these narrow ranges. Teacher input, including anecdotal records and additional data points are essential when determining student placement and need. The data points on the following pages are ordered according to importance, with the initial data point carrying the most weight and the final data point, the least.

The definition of each Tier is below:

Tier 3 / Tier 2 / Tier 1 / Exceeding Expectations
Placement Considerations / Student is well below grade level (1+ years) and should be considered strongly for tier 3 interventions, pending further data collection and review by provider and classroom teacher. / Student is moderately below grade level and may need tier 2 intervention services, pending further data collection and review by provider and classroom teacher. / Student is meeting grade level expectations. / Student is exceeding grade-level expectations.
Service Considerations / Student may need RtI services 5/6 days focusing on area(s) of need. In addition, student will benefit from additional/modified support services. / Student may need RtI services 3-5/6 days. Support will focus on student need(s). / Continue Tier 1 instruction. / Differentiate for needs within the classroom setting and possibly consult with enrichment provider for support.

ELA Criteria for *September Tier Definitions

*The data points below are from the previous year’s May/June assessments.

Per NYSED, districts must consider students for support who score below the median scale score between a level 2 and a level 3 on the ELA exam. This data point should not be used solely to identify students for RtI services. Teacher input, including anecdotal records and additional data points are essential when determining student placement and need.
