INFORMATIONAL REPORT

DECISION ONPERFORMANCE CONTRACTING

Background Information:

On behalf of the Department of Facilities Management, the Purchasing Department is requesting approval to enter into a contract with Johnson Controls Inc., to perform a Performance Contract Investment Grade Audit (IGA).

This audit would include 27 schools. (see list below)

Discussion:

In January of 2011 a committee was formed to investigate a third phase of Performance Contracting. The committee was comprised of representatives of the Facilities, Budget and Purchasing departments. In April of 2011, following guidelines established in the State of Maryland Solicitation #DGSS0264203 for Performance Contracting, Purchasing solicited initial proposals from seven pre-qualified firms. Six of the seven firms responded. The responses were evaluated by the committee and narrowed to three finalists firms. The three finalists firms were asked for a sample proposal based on two specific school evaluations. Of those three finalists, one firm withdrew from consideration and the committee evaluated the remaining two proposals, eventually selecting one, Johnson Controls Inc.

In an effort to reduce energy consumption, reduce utility costs, improve indoor air quality and realize Capital Improvements, the Facilities Management Department has formulated a plan to reduce energy consumption and also improve the learning and teaching environment in the 27 schools. The IGA allows for engineering assessments, detailed energy savings plan and identifies energy saving options for the schools listed above. There is a commitment to pay for each school audit. The cost for schools not selected for improvements will be included in the final total project cost.

In all 27 schools, the following possible improvements could be realized:

  • Lighting retrofit and upgrades
  • HVAC & ATC restorations
  • Facility Management System upgrades
  • Water conservation measures
  • Systemic air balancing
  • Equipment replacements

The above improvements have a paybackguarantee in energy savings within the next fifteen years.

Superintendent’s Recommendation:

The Superintendent of Schools recommends that the Board of Education approve the Performance Contract Investment Grade Audit with Johnson Controls Inc. for the following list of schools:
