SPECIFICATIONS
FOR
PULL TYPE 10 AND 15 FOOT ROTARY MOWERS
The following specifications and dimensions shall apply to purchases of PULL TYPE 10 AND 15 FOOT ROTARY MOWERS for the Kansas Department of Transportation. The KDOT reserves the right to waive minor technicalities under this specification. Federal and State laws supersede any conflicting part of this specification.
The unit shall be a current model, new and unused, under standard production by the manufacturer. All parts utilized on the unit shall be new and unused. Any and all replacement parts ordered through the dealer and/or the manufacturer must be delivered to KDOT within 5 working days of the date of order. Failure to provide prompt repair parts delivery will be considered grounds for disqualification of manufacturers for future business. References shall be available upon request to evaluate service history and parts availability. Service history and parts availability will be considered when determining the award.
The bidder agrees, if his proposal is accepted, to guarantee the design, material and workmanship of the unit bid according to the standard factory warranty, or for one year from date of acceptance, whichever is greater. A copy of the warranty shall accompany the bid. Warranty coverage shall include costs of transporting the unit to and from dealer's shop, when outside a 150 mile radius of the delivery point.
Complete specifications and literature on the unit bid shall accompany the bid. Any exceptions to these specifications shall be indicated on the bid or on a separate attachment to the bid, labeled as such.
Any “or equal” or “equivalent” items for brand specified components shall be listed with the bid package. Complete description and literature on the “or equal” components shall be supplied for consideration by the KDOT. The burden of proof regarding “or equal” items will be upon the vendor.
PRE-DELIVERY SERVICE: The unit shall be delivered complete and fully operational. It shall be properly serviced, free of leaks, and all mechanical adjustments made prior to delivery. A minimum of three days notice prior to delivery shall be given to the person to which the unit is to be shipped.

PRINTED MANUALS: One operator manual shall be supplied with each unit. Sets of manuals shall be delivered to each delivery point in quantities shown on the Purchase Order Voucher and shall bid as a cost per unit option. Sets shall consist of the following: shop manual, parts manual, and operator manual. The manuals shall fully and clearly cover all components of the unit, drive systems, and attachments. Electronic versions of the shop and parts manual are acceptable. Operator manual must be a paper manual. Failure to provide manuals may result in retention of 5 percent of total bid.

PAINT:
______All painted surfaces to be properly primed and painted with standard factory paint. Orange being preferred color.
GENERAL ASSEMBLY:
______The unit shall consist of a pull-type, 10 or 15 foot rotary mower and all necessary equipment to satisfactorily perform mowing operations. The design of the unit shall comply with SAE J232 standards.
______The mower shall have dual floating lift rods for even lifting but allowing the front to ride over an obstacle without forcing the back of the cutter up or bending the rods.
______The component parts of the unit shall be of proper size and design to safely withstand maximum stresses imposed in anticipated usage.
______Two heavy tow rings shall be welded or bolted to the rear of the mower. Placement shall be such as to minimize damage when pulling a stuck unit from the rear.

EXCEPTIONS TO

MOWER:
______Power for the mower shall be supplied by the PTO of the tractor at 1,000 rpm.
______Shall be a heavy-duty pull-type rotary mower featuring tubular frame construction and 100% continuous welding on the top side of the deck. All welds on the top of the deck shall be 100% continuous. Filling in between skip welds will not be acceptable.
______The mower shall be capable of cutting a 15 foot swath, ±6 inch tolerance, using a minimum of three spindles, or a 10 foot swath, ±6 inch tolerance, using a minimum of two spindles.
______On the 10 foot mower, (unless stated otherwise on the request for bid) the wing shall be on the right side with counterweights on the side of the deck as necessary for raising wing on 20° slopes.
______Concrete counterweights will not be accepted.
______The deck top shall be “Domed style deck construction” so that there are no areas to dam up water or debris. No boxed-in areas will be allowed, in order to facilitate easy cleaning of the deck.
______The mower shall be of self-leveling, floating design and shall have a maximum transporting width of 96 inches and minimum transporting clearance height of 15 inches.
______The frame deck shall be 7 gauge steel, minimum, with outer frame (skirt) of no less than 1/4" steel and contain side skids.
______Replaceable full length wing skid shoes and center skid shoes shall be provided.
______Center skid shoes shall be placed so that they do not ride in the wheel path of the tractor rear wheels.
MOWER (continued):
______The deck and the gearbox mount shall be properly stiffened and reinforced to withstand all maximum stresses imposed in anticipated usage. All structural tubing joints shall be configured in such a manner as to provide the maximum possible strength at the joint.
______A support shall be installed to protect hoses between tractor and mower.
______The unit shall have a maximum tongue weight of no more than 1,975 pounds for a 15 foot mower and 1,850 pounds for a 10 foot mower.
______The following units have been pre-approved for this bid: Schulte XH 1500 and 1000 series 3, Landpride RCB6615 and RCB6610, and Degelman REV 1500 and REV 1000. Units must be a demonstrated and approved equal.
TONGUE:
______Shall be of heavy-duty construction to withstand back-and-forth and side-to-side loading.
______The major components of the tongue hitch shall be constructed of tubular steel.
______A screw-type parking jack shall be mounted on tongue to support the weight of the unhooked mower.
PRECISION HITCH:
______The unit shall be delivered with a Schulte Precision hitch or approved equal. Clevis hitches will not be accepted.
______All hitch pivot points shall have hardened bushings with replaceable pins or bolts. No threaded part of any bolt can be located in a wear or pivot point.
GEARBOXES:
______All gearboxes, splitter and spindle, shall be covered under a 5 year warranty minimum from date of acceptance to guarantee the design, material and workmanship. A copy of warranty shall be included with bid.
______Gearbox ratios shall be such that the blade tip speed in all spindle locations be within a range from 14,700 fpm to 18,000 fpm.
______Shall be of heavy-duty construction with heat-treated, forged alloy steel gears running on lubricated tapered roller bearings.
______Primary driveline shall be a 80° angle constant velocity Cat. V type minimum. Telescoping star profile.
______Unit shall be a four gearbox design (three gearbox design for 10 foot) with the fourth gearbox diverting power to the other three.
______The splitter gearbox shall be rated at approximately 250 peak hp.
______Spindle gearboxes shall be rated at approximately 200 peak hp.
______Gearbox(es) shall have slip clutch protection.
______Gearbox output shafts shall have seal protectors to protect against wire and twine from wrapping into seals.
______All U-joints shall contain neoprene seals and needle bearings and shall be a minimum of 35 R size and type.
______Gearboxes shall be readily accessible for checking lubrication levels.
GEARBOXES: (Continued)
______Gearbox rotation shall be designed for mowing with the direction of traffic unless specified in the Request for Quotation as mowing against traffic. When specified as mowing against the direction of traffic, a 10 foot mower shall be set up with a left wing in lieu of a right side wing. If pricing is different for a unit setup to mow against traffic, then list the price, added or deduct here: +/-______.
PROTECTIVE DECK RING:
______A 3/8” x 3", minimum, round rolled flat bar ring shall be 100% welded on edge to the underside of the deck around each spindle.
______The ring shall be several inches smaller in diameter than the circle the blade tips make when rotating and protect the deck from being cut or dented by a bent blade.
BLADE:
______Shall be made of hardened alloy steel and of suction type construction.
______Blades shall be a minimum of 4 inches wide by ½ inch thick, minimum.
______There shall be a six inch cutting overlap, minimum, between blades.
______There shall be two blades per spindle, minimum, and they shall be of free-swinging design.
______Two extra sets per spindle of blades shall be supplied with each unit at the time of delivery.
______Each of the spindles shall have a heavily reinforced circular (stump-jumper) blade carrier. The carrier shall be a minimum 7 gauge steel with a minimum of 22 inch diameter. The carrier shall be dynamically balanced to minimize vibration.
WALKING AXLES
______The main deck shall have a set of walking axles.
______The tires and wheels shall meet the specifications in the TIRES section except that the overall diameter of the tire may be as small as 22 inches.
______All major pivot points of the deck and suspension shall incorporate greaseable, replaceable hardened steel bushings. Greasable points shall include tounge/deck pivot point, precision hitch, and tie rod/axle attachment point.
______A spring shock absorbing system is not required with a walking axle suspension.
______Each wing shall include a single wheel with, spring or cushion shock absorbing system.
TIRES:
______Unit shall have dual wheels (2 sets) on center section, with single wheel on wing(s), to be located to the rear of and shall not be extended past side of mower.
______Rims shall be two piece, bolt together type capable of using 15 inch, minimum, tires. Tires shall be a minimum of 18 ply airplane tires. Recaps are acceptable.
______All tires shall be filled with a polyurethane product, Carpenter or Synair or equal.
HYDRAULICS:
______The hydraulic system shall have operating temperature and pressure ratings in excess of maximum operating temperatures and pressures of fluids being transferred.
HYDRAULICS Continued:
______Adequate hydraulic hose size and lengths shall be provided to reach the remote hydraulic control valve mounted on the tractor.
______The hoses shall include pioneer 1/2” NPTF poppet style couplers or equivalent.
______The mower shall be hydraulically controlled with both center and wing unit(s) raised and lowered simultaneously with one spool using a minimum of one phasing hydraulic cylinder on the center deck and one phasing hydraulic cylinder on each wing.
______Each wing shall be folded and slowly lowered with a separate spool.
______Cutting height shall be infinitely variable from 5 to 12 inches with adjustable stops present on hydraulic cylinder to control the lower setting.
SAFETY:
______Universal drive from tractor's PTO to mower gear box and between gear boxes and all universal joints shall be safety shielded.
______Double-chain shielding shall be securely fastened to mower around the perimeter of the deck.
______Chains shall extend at least one link below the level of the blades.
______Chains shall not contact blades in any operating mode.
______Belting that is 1/4” thick and wide enough to cover top half of chains of front chain guards may be used in lieu of cable.
______Shielding shall meet all applicable ANSI standards.
SAFETY Continued:
______A taper spade mounted slow moving vehicle sign shall be installed at the rear of the mower.
______All equipment and accessories shall conform to Occupational Safety and Health Administration Standards and all pulleys, belts and potentially dangerous revolving equipment shall be guarded.
TOOL BOX:
______A pedestal mounted tool box. The tool box shall be a JOBOX model #659990 or approved equal. The pedestal should allow for the tool box to sit approximately 1 foot off the top of the center deck.
OPTIONAL AR 400 IRON SKID SHOES:
______Provide optional pricing for wing skid shoes to be made with AR 400 iron.
