Minutes of the October 29, 2014 Special Council Meeting

President Adams called the meeting to order at 7:00 PM. Members of the Council present: Diane Lippert, Linda Mesler, Jesse Carlson, Erine Adams, Bev Luther, Marc McKee and Mark Larsen. Also present: Nicole Crespo, David Linderman, Shelly Linderman, Krista Tacey-Cater, William Bohlen, Eric Dodson and Clerk Dawn Dodge.

EMPLOYEE BENEFITS

Mark Larsen explained the changes to the benefit plan.

Moved by Mesler, seconded by Lippert, to accept the proposed insurance proposal from Blue Cross Blue Shield for 2015. Ayes: Luther, Carlson, Lippert, Adams, Mesler, McKee and Larsen. Nays: None. The motion carried.

DPW EQUIPMENT PURCHASE

Mark Larsen explained the DPW’s need for a convection oven in the lab.

Moved by Larsen, seconded by Luther, that the DPW be allowed to pursue the purchase of a mechanical convection oven and calibrated thermometer for the lab in an amount not to exceed $1,700. Ayes: Lippert, Mesler, Carlson, Adams, Luther, McKee and Larsen. Nays: None. The motion carried.

DISCUSSION OF MANAGER CANDIDATES

Eric Dodson and William Bohlen exited Village Hall.

The score sheets from the interviews were tallied and averaged.

Moved by Lippert, seconded by Carlson, to have Eric Dodson and Bill Bohlen return for a second interview. Ayes: Luther and Carlson. Nays: Lippert, Adams, Mesler, McKee and Larsen. The motion failed.

William Bohlen was brought into Village Hall for further questions.

Moved by Lippert, seconded by Mesler, to open negotiations with William Bohlen pending a background check. Ayes: Lippert, Mesler, Adams, McKee and Larsen. Nays: Carlson and Luther. The motion carried.

William Bohlen exited the council room.

Moved by Larsen, seconded by Lippert, to have President Adams and President Pro-Tem Carlson meet with William Bohlen November 1 to negotiate a salary with a range of $57,500-$62,000, which includes the DDA contribution. Ayes: Luther, Carlson, Lippert, Adams, Mesler, McKee and Larsen. Nays: None. The motion carried.

Moved by Carlson, seconded by Mesler, to adjourn the meeting at 9:03 PM. All in favor. Hearing no objections, the motion carried.
