Regular Business Meeting
Monday, January 2, 2017
The regular meeting of the Board of Supervisors of Waterford Township was held on January 2, 2017 at 8:10 p.m. at the Waterford Township Municipal Building. The meeting was opened with the Pledge of Allegiance.
Chairman Coffin presided, with supervisors Stull and Malinowski in attendance. Also present were Roadmaster Kevin Cromwell, Secretary Wendy Burbules, Leeann Ormsbee and Ronald Eliason.

MOTION TO APPROVE THE MINUTES FROM THE DECEMBER 21, 2016 MEETING AND THE DECEMBER 28, 2016 SPECIAL MEETING
Motion by Tim to approve the minutes of the December 21, 2016 meeting and the December 28, 2016 Special Meeting. Seconded by Jack. Motion carried 3/0.
ROADMASTER’S REPORT
The new shop heaters were installed this week and are working well.
Kevin delivered Leon’s Thank You card. Everyone received their Christmas hams.
The DSA projects over the summer came to $112,000. Jack wondered if we applied for Seroka hill. Kevin stated we did but the landowners do not want the water to drain on their property. He said we did get approval for the Haugh Road hill.
They used about 1100 tons of antiskid since the beginning of December. The major complaint we’ve had is with the hill on Clute Road.
Miller Overhead Door was out to fix the opener and put a new latch on the man door.
Plowing across the road – Kevin stated that they continue to have a problem with people plowing across the roads. We need to enforce this; we have an ordinance for it. It can be punishable by up to a $300 fine/per offense and up to 90 days in jail. Last year we passed out letters but it is happening again. Bruce suggested we send a letter and enforce it with an officer and possible fine.
Chains – The V Bars are coming off the Napa chains. They sent a rep out to look into it. We may need to go back to Peereless.

OLD BUSINESS
Holding Tanks – Bruce suggests we get registered letters out to holding tank owners to get them in compliance. Jack agrees we need to contact them. He feels we should send them a copy of the
Ordinance and remind them that they need to be inspected and the Township needs a copy of that inspection.
Motion by Jack to send letters to the Township residents that are on record through the Erie County Health Department for having permitted Holding Tanks and inform them that we will be enforcing our ordinance in 2017. Seconded by Tim. Motion carried 3/0.
Kevin’s Vacation Time – Kevin requested his five vacation days be carried over to 2017. Prior notice was given. A busy schedule and losing two employees made it difficult to schedule any vacation time.
Motion by Bruce to allow Kevin to move his five vacation days to 2017, due to special circumstances and prior notice being given. Seconded by Tim. Motion carried 2/1. Jack is opposed. He is afraid it sets precedence and is concerned that it will be an issued down the road.
NEW BUSINESS
Summit Township Water Authority - Greenman-Pedersen, Inc. sent the Township a letter informing us that Summit will be submitting a permit application for a Public Drinking Water Permit from the PA DEP for construction of a Backwash Water Recycle System at its Moore Road Water Treatment Facilities. The Township is to sign the letter to indicate they received it.
Motion by Jack to sign the letter from Greenman- Pedersen Inc. stating that we did receive it, seconded by Tim. Motion carried 3/0.
Redevelopment Assistance Capital Program (RACP) Grant – Jack thinks we should try to use this money to improve historical sites in Waterford. He suggested a handicap accessible walk way to the Sentinel Pine. He talked to Judy Nelson about the program and she is going to look into it.
