INFORMATION EVALUATION GUIDANCE NOTES

Police intelligence is assessed on the 5x5x5 scale.

Evaluation of Intelligence

The evaluation is the evaluation of the provenance of the information (provenance is how and in what circumstances the sourceobtained the information)

QN: How accurate do you believe the information to be?

1 = Known to be true without reservation - this code is used on occasions when the intelligence is a matter of fact and no doubt exists in respect of its accuracy.

2 = Known personally to source but not to officer - this code indicates the information is first-hand knowledge of the source.

3 = Not personally known to source but corroborated - this code indicates that the information came to the notice of the source second hand, but other information or events support the intelligence provided.

4 = Cannot be judged - this code indicates that the information came to the notice of the source second hand and there is no other information or events to support the intelligence provided.

5 = Suspected to be false - this code is used to indicate that the intelligence provided is believed to be false. Caution should be exercised in any decision making. The reasons for the belief should be included in the provenance.

Source Evaluation

The source is defined as the person who was the originator of the information.

QN: If the information was obtained from another person, please state how reliable you think they are

1 = Always reliable - this is used to indicate the source has provided intelligence in the past which has always been reliable.

2 = Mostly reliable - this is used to indicate the source has provided intelligence which is normally reliable but has been wrong in the past. A good chance the intelligence is accurate.

3 = Sometimes reliable - this is used to indicate the source has provided reliable intelligence in the past but has also provided intelligence which has not been accurate. Source accuracy is a bit of a lottery.

4 = Unreliable - this is used to indicate the source should not be trusted. The source as being unreliable and caution should be taken before making any decisions based on their intelligence.

5 = Untested source - this indicates that the source has not provided intelligence in the past and therefore their reliability cannot be judged.
