Professional Experience
Deputy Executive Officer 12/05 - Present
Building Industry Association of Southern California Irvine, CA
Responsibilities include acting as the lead advocate for the land development and home building industry in Orange County. I monitor regulatory and legislative policy that affects the development industry in 34 cities, the County of Orange, and numerous school and special districts. I am also responsible for the development and implementation of political strategy, including the distribution of political action committee funds. Internally, I am responsible for managing personnel and several individual section budgets within the External Affairs Department including communications, education, and governmental affairs. During my employment with BIA I have accomplished a great deal on behalf of our membership. Some of my most recent achievements include:
· Developing and lobbying two major economic stimulus bills that were ultimately signed in to law by the Governor of California.
· Advocating for the deferment of development impact fee collection in more than 10 jurisdictions throughout Orange County, saving millions of dollars for member companies.
· Successfully lobbying local governments to lower development fees in over seven different jurisdictions, saving homebuilders millions of dollars.
· Defeating negative housing regulations, known as inclusionary zoning, in three individual cities.
· Surpassing departmental revenue goals three years in a row.
Director of Government Affairs 2/05 – 12/05
Associated Builders and Contractors of Southern California Anaheim, CA
Responsibilities included development, management, and implementation of ABC’s over all advocacy plans throughout the Southern California region. Additionally, I was responsible for acting as ABC’s representative to several external legislative and industry related committees. As liaison between our membership and elected officials, I was responsible for maintaining a high level of visibility, while building positive working relationships throughout the regional legislative and regulatory community. Internally, I administered ABC So-Cal’s Legislative Affairs Committee, as well as the ABC So-Cal Political Action Committee. During my employment with ABC Southern California I successfully:
· Designed and implemented a strategic advocacy plan focused on defeating a Blanket Project Labor Agreement in the City of Long Beach. This strategy was successful in turning what was expected to be a 9-0 council vote into a 5-4 vote in favor of ABC’s position.
· Successfully created a local political action committee for the Southern California Chapter.
· Successfully planned administered two ABC Federal PAC fundraisers, doubling fundraising goals, and making ABC So-Cal the number one PAC fundraiser out of five CA chapters.
· Significantly increased ABC’s visibility among elected officials throughout Southern California.

STA Campaigns Newport Beach, CA
Responsibilities included developing strategic advocacy campaigns directed at state and municipal elected and appointed officials on behalf of private vendors in the areas of real estate development, waste management, and ambulance services. Development of positive relationships with elected officials and municipal staff, maintenance and expansion of existing networks, development of effective public relations strategies through grassroots advocacy, development and implementation of regulatory policy, extensive policy research, and creating contribution strategies to maximize political gift budgets of various private clients. Notable accomplishments during my employment with STA included:
· Managing a local government advocacy strategy designed to aid in the passage of a controversial redevelopment/urban in-fill project in the City of Orange on behalf of a large residential developer.
· Lobbying members of the California Integrated Waste Management Board to grant a series of coveted state waste permits to my client. These permits enable my client to operate their new state of the art processing facility.
· My team gained an enormous victory for our waste industry client by securing an exclusive construction and demolition recycling processing agreement with the City of Mission Viejo. This agreement is the first of its kind in the California, and was passed on a 5-0 council vote.
· My team successfully advocated on behalf of a small ambulance company, receiving a 5-0 vote from a city council granting an exclusive franchise agreement.

Rosario Marin for United States Senate California
Responsibilities included developing and managing a statewide political field operation, implementing political strategy, creating and mobilizing a grassroots volunteer structure and coordination of candidate advance for political and media related events statewide, including management of a statewide bus tour and a CRP convention operation. I was also directly engaged with garnering endorsements from elected officials and major national coalition groups. I was responsible for the supervision and direction of a field team that reached into every major regional voting block statewide.
