CONVERSION PART DWELLINGHOUSE AND ATTACHED HOLIDAY COTTAGE INTO 1 NO. DWELLINGHOUSE – NETHERBY FARM, LADGATE LANE, MIDDLESBROUGH.

1.0.PURPOSE OF REPORT

1.1.To advise Members of the receipt of amended plans relating to the above development.

1.2.The amended scheme is for a dormer window to the frontage of Netherby Farm.

2.0.RECOMMENDATION

2.1.It is recommended that Members:

(i)Note the content of this report and

(ii)Approve this amended scheme.

3.0.FINANCIAL IMPLICATIONS

3.1.There are none arising from this report.

4.0.BACKGROUND

4.1.Netherby Farm is part of the enclave of residential units on the north side of Ladgate Lane. With the exception of the Ladgate Lane frontage it is encircled by the Municipal Golf Course. Latterly all of the development has been conversions for residential purpose.

4.2.Consistent with the above conversions planning consent was granted for the conversion of part of a dwellinghouse and attached holiday cottage into 1 no. dwellinghouse at Netherby Farm on 12 November 2003.

4.3.Development has commenced and in so doing the applicant has revised the proposals to include a proposed dormer extension. The amended plan was received by the Council in December 2004 and it shows the introduction of a dormer extension facing onto the site service road. The dormer would sit centrally within the roof to the converted unit and be of conventional appearance, flat roofed with 3 no. double windows and 1 no. single window.

4.4.In view of the proximity of the neighbouring residential units, letters were sent to Netherby Cottages and the dwellinghouse opposite. No response was forthcoming. However, it is clear that the impact (if any) from the dormer will be on the adjacent dwellinghouse. Individual visits by the case officer (and calling cards left) have resulted in no response ( 4 no. visits in January and February).

4.5.The applicant is anxious to proceed with the development and officers cannot wait for a response from the neighbour for an undetermined period. The Development Control analysis of the situation is this:-

(i)The dormer will be approximately 9 metres in distance from the front elevation of the dwellinghouse opposite.

(ii)The dormer windows are for bedrooms and face onto the west elevation of the house, which contains kitchen area windows and front entrance doors to ground floor and bedroom windows to first floor.

(iii)Having regard to points (i) and (ii) above the loss of privacy and overlooking will not be significant

In overall terms the proposed amendment is satisfactory.
