COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY REQUIREMENTS CHECKLIST

This checklist is based on the "Comprehensive Economic Development Strategies (CEDS) Requirements" published by the Economic Development Administration (EDA). The requirements for CEDS are contained in EDA's regulations at 13 CFR part 303.7

The purpose of this checklist is to aid planning organizations in the preparation and evaluation of their CEDS documents, and to serve as the basis for EDA's review and approval.

Geographic Area/Political Jurisdictions Covered by the CEDS:

Southeast Alaska is made up of 23 incorporated and approximately 21 unincorporated communities & villages with an estimated population of 69,338. Covering a 500-mile long stretch of mainland and islands, the archipelago is 120 miles at its widest point. Out of the 44 communities only 4 are accessible from the rest of the state by road; Haines, Klukwan, Skagway, and Hyder. Juneau, the largest community in the region, does not have road access to other communities. Most communities have scheduled commercial air service, and many also have public ferry service. All are accessible by boat or plane, either commercial or private. Much of the region’s freight is transported on the water via commercial barge or public ferry, but a small amount travels by air or by highway.

Physical Geography within the approximate 29,000 square miles of land there are over 11,000 miles of coastline. All but a handful of the communities are located on various size islands that make up 40% of the region’s total land area.§ 303.6 EDA-funded CEDS process. If EDA awards Investment Assistance to a Planning Organization to develop, revise or replace a CEDS, the Planning Organization’s CEDS must contain the following:

1) Planning Organization Requirements

Appointed a strategy committee that represents the main economic interests of the Region and must include Private Sector Representatives as a majority of its membership;

The Strategy Committee includes: public officials, community leaders, representatives of

Workforce development boards, institutions of higher education minority and labor groups, and private individuals; the Strategy Committee representing Indian Tribes or State may vary;

The Planning Organization must develop and submit to EDA for review and approval a CEDS that meets the requirements outlined in 13 CFR 303.6 and 303.7;

Has made the new or revised CEDS available for review and comment by the public for a period of at least 30 days prior to submission of the CEDS to EDA.

Understands, after obtaining approval of the CEDS, it is required to submit to EDA an updated CEDS performance report annually.

Understands is required to submit a new CEDS to EDA at least every five (5) years, unless EDA or the planning organization determines a new CEDS is required earlier due to changed circumstances.

Any updated CEDS performance report that results in a change of the requirements set forth in

§ 303.7(b)(3) of the EDA-accepted CEDS or any new or revised CEDS, must be available for review and comment by the public in accordance with paragraph (b)(2) of this section.

If EDA determines that implementation of the CEDS is inadequate, it will notify the Planning Organization in writing and the Planning Organization shall submit to EDA a new or revised CEDS.

If any part of the Region is covered by one or more of the Regional Commissions as set forth in the section 404 of PWEDA, the Planning Organization shall ensure that a copy of the CEDS is provided to the Commission.

Comments:

The Business & Economic Development Department is charged with developing and maintaining efforts and programs that promote business and economic development for the tribal constituents and constituent communities that will ultimately result in their self-sufficiency.

CCTHITA Business of Economic Development understands that through the EDA Grant funded by the Federal Government, the following EDA reports are due yearly:

  1. CEDS Checklist
  2. EDA Midpoint Report
  3. EDA Final Report
  4. GPRA

B) TECHNICAL REQUIREMENTS

1) Background

The CEDS contains a background of the economic development situation of the region with discussions on the:

Economy

Population

Geography

Workforce Development &Use

Transportation Access

Resources

Environment

Other Pertinent Information (e.g. housing, health care, changing environmental conditions, etc.

2) Analysis of Economic Development Problems and Opportunities

The CEDS includes an in-depth analysis of the economic and community development problems and opportunities, including:

Incorporation of relevant material from other government-sponsored or supported plans and consistency with applicable State and local workforce investment strategies; and

The identification of past, present and projected future economic development

investments in the region;

BEDD partner with Tribal leaders in each southeast community to update southeast CEDS document, with community profiles, including training information, funding sources and job readiness programs.

3) CEDS Goals and Objectives

The CEDS contains a section setting forth goals and objectives necessary to solve the economic problems of the region.

Comments: CCTHITA BEDD continue to partner with financial institutions, SCORE and Native PTAC Business Training, supporting our Tribal members in accomplishing their goals and objectives in business.

4) Community and Private Sector Involvement

The CEDS includes a discussion of community and private sector participation in the CEDS effort.

Comments: Through our business partnerships BEDD is able to work with clients to increase private investment which creates jobs and puts money into the economy of our region.Projects,

Programs and Activities

5) Suggested Projects

The CEDS contains a listing all suggested Projects and the projected number of jobs to be created as a result thereof;

6) Vital Projects

A section in the CEDS identifies and prioritizes vital Projects, programs, and activities which address the Region's greatest needs or will best enhance the Region's competitiveness, include sources of funding for past and potential future investments;

CCTHITA BEDD is working with multiple agency partners, including Southeast Conference, Juneau Economic Development Corporation, Sealaska, Tlingit and Haida Regional Housing Authority and Inside Passage Electric Corporation (IPEC). Our partner agencies work with CCTHITA through private investment to create economic development opportunities in our region. Additionally, we have begun an extensive working relationship with BIA Loan Guaranty Program, SCORE and Wells Fargo to provide training to new tribal business owners, so they have the tools to succeed.

7) Economic Clusters

A section in the identifies the economic clusters in the Region, focusing on those which are growing or in decline;

8) CCTHITA CEDS Plan of Action

A section in the CEDS contains a plan of Action that implements the goals and objectives of the CEDS, including:

Promoting economic development and opportunity;

Fostering effective transportation access;

Enhances and protects the environment;

Maximizes effective development and use of the workforce consistent with any applicable State or local workforce investment strategy;

Promotes the use of technology in economic development, including access to high-speed telecommunications;

Balances resources through sound management of physical development; and

Obtains and utilizes adequate funds and other resources.

Important: The CEDS plan of action should be tied directly to the vital (i.e. highest priority) projects, programs and activities identified in number 6 above. The detailed plan of action includes, but is not limited to the following elements:

Description: What is the nature of the proposed project, program, or activity?

Purpose: Why is the proposed project, program, or activity important, and what is the expected outcome?

Major Steps: What key activities must be carried out to ensure the successful execution of the item?

Participants: Who (individuals and/or organizations) will participate in the execution of the action plan item?

Responsibility: Who (individual or organization) will be responsible for overseeing the execution of the item?

Resources: How much will the effort cost? What are the anticipated sources of the required funds and/or contributions?

Timeframe: When will the effort start, when are the major steps to be completed, and when will the action plan item be completed.

Note: A detailed action plan is vital to the relevance of the CEDS and its effective implementation.

SCOPE OF WORK 2014

CCTHITA will undertake, but not limited to the following Business and Economic Development activities:

  1. Community and Regional Development Planning
  2. Work jointly with Southeast Conference to update and implement the comprehensive economic development strategy for southeast region.
  3. Pursue funding opportunities for the development of regional economic development initiatives.
  4. Community visits for southeast tribes under the CCTHITA compact agreement concentrating on economic development initiatives.

2.Economic Development Partnerships

  1. Contribute in economic development planning sessions with southeast Alaska communities and development organizations, including:

i.Juneau Economic Development Council (JEDC).

ii.State of Alaska Department of Commerce, Community and Economic Development.

iii.Southeast City and Boroughs who have an Economic Development Council.

b.Collaborate with Washington state economic development organizations.

i. Puget Sound Economic Development Council.

9) Performance Measures

The CEDS contains a list the performance measures to be used to evaluate the Planning

Organization's successful development and implementation of the CEDS, including but not limited

to the following:

Number of jobs created after implementation of the CEDS;

Number and types of investments undertaken in the region;

Number of jobs retained in the region;

Amount of private sector investment in the region after implementation of the CEDS; and

Changes in the economic environment of the region.

CEDS submitted as a prerequisite for:

Continuation of EDA Funding for a Designated Economic Development District (CEDS submitted as revision/update according to the standards outlined in EDA Regulations, Section (303.2)

Proposed Designation of an Economic Development District (CEDS submitted for designation purposes are required to closely adhere to the CEDS Guidelines, and should comply with the standards outlined in EDA Regulations, Sections 303.2 and 303.3)

Qualification for EDA assistance under public works, economic adjustment, or technical assistance programs (CEDS submitted for qualification purposes are subject to the standards outlined in EDA Regulations, Section 301.3)
