INTRODUCTION

1. Introduction

This document describes SDC’s quality management system. The purpose of the management system, through its implementation, is to enable SDC to achieve the quality goals and objectives specified in the quality policy.

The management system has been developed and structured in accordance with BS 9001:2008 Quality System. The system contains the essential elements as shown in figure 1.

3. Objectives

The Key Objectives in respect of the Quality Management process are:

3.1 To deliver project completion to a specified or agreed quality standard.

3.2 To achieve the “lowest risk” solution for SDC in respect of Design, Delivery and Liability beyond project completion.

3.3 To minimise the potential for defects.

4. Strategy

The proposals for managing Product Quality throughout any project are based upon the following criteria:

4.1 Break the project down into elements for purposes of quality control.

(e.g. into trade / risk packages).

4.2 Identify key risks associated with each element (e.g. common defects, past experience, interfaces etc.).

4.3 Establish the most important risks for each element within the project as a whole.

4.4 Develop and put in place a clear plan for the Quality Management / control of each element throughout the following processes;

- Design

- Buying

- On site (delivery)

4.5 Clearly brief all those involved in implementing/delivering strategy for each element.

4.6 Regularly review, record actions and update progress against each element.

4.7 Audit above process.

4.8 Provide feedback for future projects.

5. Delivery

5.1 Establish QA Site Files on site for the Chosen Work Packages.

5.2 Appoint and brief a member of staff with responsibility of ownership for the individual work

packages.

5.3 Appoint and brief a member of staff with responsibility for carrying out the inspections.

5.4 Obtain samples early.

5.4 Plan sample rooms or areas and mock-ups. Agree dates, arrange and undertake

inspections.

5.5 Establish the standards or benchmarks for the remainder of the project.

5.6 Use the Test & Inspection Plans to document when and how the checks will be made for

each trade.

5.7 Establish a format for checking, inspecting and recording the results of inspections.

5.8 Arrange to sign off one subcontractor’s work, on a ‘trade by trade’ or ‘room by room’

basis, prior to subcontractors who operate follow-on trades.

5.9 Supply information to the QS, on failures in Quality Management, to justify financial

penalties being imposed, until corrective actions have been taken.

5.10 Establish clear process for ‘final project’ handover inspection, snagging and signing-off for

the whole team.

- Part of ‘planning’ meeting / process.

- Identify timing on programme.

- Areas / sectional / final completion / sign off. (not “whole project”).

6. Audit

6.1 Establish an auditing system to check that the processes outlined above are being adequately addressed.

7. Feedback

7.1 Problems, defects and experiences are to be captured in SDC systems and processes

for future use, by reviews of:

- Audits by Contracts Managers

- Review of audits carried out by the contracts managers by QA department

- Inspection Sheets by the person carrying out the inspections

- Verbal Note Sheets

- Non-Conformances Raised

- Weekly meetings with Sub-Contractors

8. Reviews

8.1 The Contracts / Construction Manager will keep the Construction Phase Quality Plan

under review, as a part of the Internal Review, incorporating amendments and additions

when identified as being required.

8.2 Amendments to the Plan are to be recorded in the Minutes of the Internal Review

Meetings

FM-BS-005, this form can be found in section 6 of this file.

9. Special Procedures and Work Instructions

9.1 The Company’s Business Management System, which enjoys independent third party accredited certification to ISO 9001:2000, will be observed on this project, with the exceptions noted in paragraph 9.4 below.

9.2 Modifications or additions to the System Procedures will be issued as Project Procedures to suit the project and to deal with special processes, to which the Standard Procedures cannot be applied.

9.3 Additional Work Instructions will be issued, when appropriate, to amplify particular requirements.

2.1 Construction Phase Quality Plan & QA Site File Audits

2.1.1  A member of the Quality Team will carry out a review of Contracts Managers audits when

they are on a site visit. FM-QM-025

2.1.2  Results of the reviews are to be copied to the Contracts Manager and Site Manager with the master being retained by the Quality Department.

2.1.3 The SHEQ Manager will review the review results on a monthly basis and report any significant trends to the QA Director for presentation at the board meetings.

4. Quality Walkovers

4.1 Contracts Managers Responsibilities

4.1.1  To book QA Advisors time using “Diary – Site Quality Visits” located in “Public Folders”

in Microsoft Outlook.

4.1.2  Invite the QS and the site manager to attend the arranged Quality Walkover

4.2  Quality Departments Responsibilities

4.2.2  To allocate QA advisor to attend agreed Quality Walkover

4.2.3  QA advisor to raise NCR’s on defective works found.

4.2.4  QA advisor to review QA Site Files on trades where defective works are found

4.2.5  QA advisor to arrange and chair a meeting with the sub-contractor responsible for the defective works and agree improvement plan.

4.2.6  QA advisor to write a Site Report on the Quality Walkover and circulate the report to those attending the Quality Walkover, the Project Director and the SHEQ Manager.

4.2.7  QA advisor to enter a review (quality section only) on the data base, copy of the review to be circulated to the Project Director and the SHEQ Manager.

4.2.8  If the result of the sub-contractor review shows that the sub-contractor is “Temporary Suspended” the QA advisor to notify

a)  All Contracts Managers, the Contracts Managers should check if the sub-contractor is working on their sites and arrange meeting to agree improvement plan

b)  Commercial Managers, the Commercial Managers to ensure that all buyers check the status of the sub-contractors prior to placing an order.

1.1 Project QA Strategy Meeting Requirements

1.1.1 The QA Strategy Meeting to take place at the earliest opportunity after the Project

has been approved.

1.1.2 The QA Strategy Meeting requirements to be informed by are :-

a) List of contract / schedule of works + report from estimator Risk & Opportunity

b) Build Drawings

c) M&E Drawings

d) List of contractual quality requirements (i.e. samples)

e) QA Site File selection documentation

1.2 Actions / Issues

1.2.1 Formal minutes must be produced by the Project Director / Contracts Manager. An

electronic copy must be distributed to the SHEQ co-ordinator. All attendees must also

receive a copy of the report.
