Open Board Meeting Minutes - July 14, 2009

Board members present at the July 14, 2009, Open Meeting held at Mark’s on Route 59 are: Donna Mitchell - Assistant Secretary; Darlene Zollner - President; Shari Swain – Secretary; Donna Mitchell - Assistant Secretary.

Meeting was called to order at 7:34 p.m.

Donna Mitchell read the minutes from the open board meeting May 12, 2009. Darlene moved the minutes be approved as read. Shari seconded the motion and the motion passed.

Darlene reported that we are continuing to receive proposals regarding increased liability insurance for the retention pond.

Letters were sent out to homeowners with past due assessments which resulted in receipt of $1,874.12in dues and $ 720.00 in late fees. A total of $2,594.12 was collected.

The seal coating of driveways was finished on June 30, 2009. It took a little longer than anticipated due to rain and some mechanical problems. All driveways should be completed now.

The June garage sale went well. Paula Earls volunteered to plan another garage sale for August or September.

Darlene announced a special meeting is scheduled for Wednesday, August 19, 2009, at 7:30 p.m. at the City Council Chambers in Joliet. A special assessment will be voted on at that meeting. Notice will be going out to all homeowners announcing that meeting.

In response to questions regarding that meeting, Darlene read the statement prepared by the PLHA attorney. “The board is calling a special meeting and notice will go out shortly. More discussion of that topic will be held at that time.”

The Treasurer, Kathy Spiller, has resigned.

There are still thirty-one homeowners and one commercial property owing assessments for 2008. The assessments owed for 2008 come to $2,501.69, with late fees of $1,600.00, totaling $4,101.69 outstanding. Our attorney suggests we place liens on these properties.

Twenty-nine homeowners have not paid their 2007 assessments. The assessments owed for 2007 come to $1,392.00, with late fees of $1,730.00, totaling $3,132.00 outstanding. Our attorney suggests we place liens on these properties as well.

The total of all unpaid assessment comes to $7,233.69. Thirteen of these properties have previously been delinquent on their dues. Some of the properties are in foreclosure.

The city is doing their best to cut the lawns at vacant properties. If members are aware of any vacant properties, notify the board. Although the city will cut the lawns, it gets charged back to the homeowner.

Homeowners who are placing trash out before 7:00 p.m. will receive a violation.

Boats and RV’s may not be parked on the street or in driveways. If you need to clean or pack your boat or RV, please contact the association and notify us that you will be temporarily parking your boat or RV at your residence so we can note that in your file. You may contact the board through the PLHA phone number or send an email to the website.

Many people were displaying fireworks in the subdivision again this year. Although we did not receive and complaints regarding damage, we did receive complaints about the debris left behind. Some residents complained that the police response to calls regarding fireworks took too long. Mr. Earls noted that on the fourth of July the police receive 3,500 calls per hour between 9 and 11 pm.

Matt Macha spoke for the Neighborhood Watch Committee. They have met twice. He has spoken with Sgt. Hanke who heads NOPS (Neighborhood Organized Police Strategy). He requested that homeowner’s who would like to receive the Neighborhood Watch Newsletter and the weekly Police Call Report, give him their email address after the meeting. He envisions the committee setting up some citizen patrol groups as more members of the community become involved with the Neighborhood Watch.

Homeowners open forum ensued.

Matt Macha of 4513 Mallard asked if the it is typical to have thirty-one delinquent assessments this late in the year? In 2008 we had twenty-nine delinquent assessments.

There was an incident of vandalism to a mail box on Mallard and Pheasant Landing over the 4th of July weekend.

Since homeowners are responsible for residents and their guests to follow our rules, Matt Macha requested the board to pass a rule regarding homeowners and guest of homeowners to receive a violation for vehicles with blasting stereos.

Alma Orlow resident at 4512 Oriole reported the street light in front of her house is cycling.

Tom Earls of 4509 Mallard noted that a little eight year old boy was hit by a car on the side street off of Bronk over by Riverview. Yesterday, they did not think the boy was going to make it. He reminded residents to drive to be carefully and be alert for children out playing in our neighborhoods.

Matt Macha confessed to having loud music emanating from his back yard last week and apologized to anyone who was disturbed by it.

David Dachtera of 1206 Quail noted the above ground pool behind his house (on Sandpiper Court) is in disrepair, and the yard needs mowing.

Darlene moved the meeting be adjourned. Shari seconded the motion. The motion passed at 8:16 p.m.
