BOARD OF HEALTH MEETING
July 26, 2016
6:00PM
Present: Dr. Wes Bieritz,Dr. Karen Broaders, Carla DeAngelis, Brad Gross, Bob Jones,Dr. Holly Maes, Molly Nicholson, Connie Ostrander and Bill Wright.
Absent:Jason Asaad and Dr. Jane Cooney.
Meeting was called to order PresidentCarla DeAngelis at 6:02 PM.

There were a couple of minor adjustments to the Board Minutes for May 17, 2016. On an approval for the fiscal report the second was listed as Molly Ostrander. This was corrected to say Molly Nicholson. On the third page the third paragraph down stated “in the past and the call us” and it was changed to reflect “in the past and they call us. The phrase “Discussion ensured regarding the Solid Waste Ordinance” was in the minutes twice. The second reference was deleted.
There were a couple of minor corrections to the Informational Board minutes for the meeting that was held on June 28, 2016. On the first page the “s” was left off of Wes. At the bottom of the page there was an “s” on service and it should not have been there.
A motion was made to approve the minutes of the May 17, 2016 regular meeting and the June 28, 2016 Informational meeting as amended.

Fiscal Status
Donna Dunham presented the final fiscal reports forMay and June 2016.
Molly Nicholson asked why the fluctuation in the payroll month to month. Donna explained that the County does not record the payroll transfer until the check is written and sometimes if a payroll is at the end of the month, the transfer will not be made until the following month.
A motion was made to approve the Budget and Expenditure Report and Cash Flow statement for May and June 2016 as presented.

Old Business:
Doug Toole reported that both parking lots have been resurfaced and restriped. It has been told to him that the roof will be replaced next.
The renovation in Environmental Health should be the next project for Building and Grounds. However, if the County is notified that they Federal Building will be given to them shortly, the EH renovation may be postponed.
Doug reminded that 2016 is the Health Department’s 50th anniversary. We will be planning a celebration but would like to wait until the Environmental Health renovations are complete. Doug will get back with a date later on for the Board of Health.
We have received all monies owed to us by the State for the 2016 fiscal year except for the $45,000 EPA grant. The indication from the State is that the money will be forthcoming.
New Business:
There was no need for an executive session.
The Board of Health received their Budget packets either by mail or email. Doug told the Board that our budget has been reduced from last year. This makes sense because as grant revenue is decreased, expenditures decrease.
With the approximate $40,000 decrease in the WIC grant, we are not refilling an open clerk position. Also, two of our CHP’s (Certified Health Professionals) are being asked to decrease their work week to 4 days per week instead of 5. Hopefully this will be a one year reduction.
Mr. Marron asked us to not increase non-personnel lines, with in the budget, more than 1.5% for FY 2016-2017. In our budget, we have reduced most expense categories and only increased the equipment budget by about a 1/3. With the age of many electronics, we have budgeted more for equipment this year in order to keep ahead of the computers and printers becoming obsolete and then not having the means to purchase new equipment.

Bill Wright reported that the Governor has asked for travel expenses to be scrutinized state-wide.
Doug reported that with the State of Illinois StopGap, it has been indicated that there should be no funding problem for the Health Protection grant for the 2016-2017 fiscal year.
Mr. Toole informed the Board that our flu vaccine is set to arrive on August 23rd. As soon as we receive the shipment, we will begin to schedule flu clinics.
Dr. Maes reported that if we have ordered the Intra-nasal vaccine that we should try to cancel the order. It has been reported that the nasal vaccine is not effective.
Doug reported that we have not ordered the nasal vaccine. We have ordered 1,300 doses of multi-dose vials.
Doug updated the Board on the Electronics Collection Event. He said that we are partnering with the City of Danville so that there can be two pickup sites on the same day. The City residents will be directed to go to Ellsworth Park and the County residents will be directed to go to DACC. This collection is for residents not companies.
The Health Department has hired 4 semis and 4 box trucks (this is equivalent to 5 semis). We will accept the electronics only such as TVs, printers, etc. but NO boxes.
Doug has checked with DACC. The collection cannot be held before August 13th. Mr. Toole will check with the City and set a date for the collection. At that time, he will inform the Board, the County and the media. There will be a flyer letting people know what will and will not be allowed for collection.
Doug said that people have been asking for a tire collection. This could possibly be the next project the Health Department organizes.
The WIC program has been following through with some new Outreach ideas. A couple of employees have talked to the Public Aid employees and also have had an informational class for their clients. A laptop is on site to set the clients up with an appointment. These classes are to be scheduled monthly.
Items of Information:
Bill Wright asked how the inmate video visitation has been affecting the Health Department. We have had some inquiries but the public is told that they have to call the Sheriff’s office for guidance on scheduling appointments.
Bill reported that Regional Office of Education has been bothered frequently. If the video visitation is not opened, the inmate’s family will complain to the ROE staff. Some have gotten irate.
Since Doug Toole has moved to the Public Health Administrator’s role, Dan Balgeman has been hired as the Environmental Health Director.
Carla DeAngelis asked about the status of the FOIA request regarding restaurant inspections. Doug said that had been put on hold because the paper has had the reporter covering other stories.
The next meeting will be on September 20, 2016 at 6:00 PM at the Health Department.
