Title of the assignment: / Prepare a GIS based detailed Community Settlement Map of Takerbari Slum including development of database and orientation to 10 HFHB Staffs.

This exercise is part of Habitat for Humanity Bangladesh – HFHB’s Building Resilience in Urban Slum Settlements Project. Development of the community settlement map will help to understand the context of the slum and accelerate the implementation of proposed activities under the aforesaid project. The community settlement map will be used as instrumental tools for the community dwellers, CDC (Community Development Committee), CWC (Community WaSH Committee), HFHB, Partners and other stakeholders for smooth operation of the project. This community settlement map also will be used for showing the developments/achievements/accomplishments of the project in near future and will be presented in an international forum.

  1. INTRODUCTION OF HABITAT FOR HUMANITY – BANGLADESH

Habitat for Humanity International is a nonprofit Housing organization dedicated to ending substandard housing and homelessness worldwide established in 1976, has been active in more than 100 countries and territories. HFHI’s vision ‘a world where everyone has a decent place to live’ and mission is to promote sustainable development and adequate housing for all, by working in partnership with local people and organizations regardless of caste, race, ethnicity or religion. HFHI’s program gives low-income people a unique opportunity to improve their lives. Globally, Habitat for Humanity has built, repaired and renovated 800,000 homes since 1976, providing more than 4 million people with safe, decent, and affordable shelter

Habitat for Humanity International - Bangladesh (HFHB) was established in 1999 with the goal of eliminating impoverished housing in Bangladesh and now operates 6 HRCs (Habitat Resource Center). To date Habitat Bangladesh servedmore than 7,500 families in our Regular housing, WaSH& DRR Program by building, renovating, retrofitting and technical assistance.

  1. GENERAL BACKGROUND AND UNDERSTANDING THE CONCEPT

The urban slum context is always an extremely challenging environment, where poor inhabitants have limited or no legal rights to the land upon which they have settled. Homes tend to be poorly constructed and public utility infrastructure is often inadequate or nonexistent. The population density in Bangladesh’s slum communities is extreme, with pathways between homes as narrow as just a couple of feet, and families occupying every available covered space.

Habitat for Humanity – Bangladesh (HFHB) closely monitored the situations of slums in and around Dhaka city for the past couple of years including Takerbari Slum. Recently HFHB has conducted a vulnerability assessment in Takerbari under a project called DFAT Innovation Fund (2nd Phase)partnership with World Vision Bangladesh. Problems in this community include access to water & sanitation facilities and flooding/water logging as land in low laying and drainage system is inadequate, absence of land tenure, inadequate housing, absence of utility service, improver waste management, lack of adult education, lack of access of health services and social issues.

  1. SCOPE OF WORK, RESPONSIBILITIESAND DESCRIPTION OF THE PROPOSED WORK

Habitat for Humanity – Bangladesh intends to develop a community settlement map of Takerbari Slum. The developed community settlement map will guide the users to understand the context of the slum. As an instrument tools, the map will be used by every stakeholder of the project. The project team will determine the project achievements/accomplishments in near future and present them in an international forum.

Habitat for Humanity –Bangladesh intends to develop a GIS based community settlement map and Database for Tekerbari Slum.The developed community settlement map will guide the users to understand the context of the slum. As a planning and instrumental tool, the map will be used by every stakeholders of the project. The project achievements/ accomplishments in near future and present them in an international forum. The database will contain physical (spatial data) and Demographic information in limited scale (attribute data) for fruitful use of the project achievements/accomplishments in near future and present them in an international forum

Users:

The user of the community settlement will be:

Content of the map

All topographic features inside Tekerhat Slum area in different layers

Details of the communication network such as main roads and internal walkways inside the

Slum area.

Exact demarcation of adjacent external and government drainage & sewerage channel withfocusing on the internal existing drainage system

The map needs to include the water lines on ground, underground and inside drainage.

All the structure by type i.e., houses, community toilets, water collection points using individual identification mark

All exists should be clearly indicated on the map.

Specific low, high, flooding and water logging area need to be pointed out in the map

Note: The community settlement map will be uploaded onHabitat for Humanity-Bangladesh’s

webpage and Face book for wider viewing at the global level, thus the format of the production needs to be user friendly.

Methodology to be adopted:

All topographical data should be collected through chain survey or eye estimation method

An imaginary structure number may be plotted as unique ID against each structure to link spatial and attribute data to make GIS database.

Road network information should be collected by Hand GPS instrument and for x, y co-ordinates value.

Demographic and other socio-economic data may be collected through questionnaire survey.

Annotation of the map should be in Bengali and English language

All the information required by the project authority must be placed in different layer to produce land use based map or community map as whole.

Draft map of all the items should be submitted to the Habitat office for approval before 7 days of final submission.

Deliverables:

The selected consultant/agency will provide the following deliverables:

A final PDF copy of Community Settlement Map for Tekerbari Slum showing i) housing structure ii) communication network iii) ground and underground drainage & sewerage channel as per ToR printed in A-1 size paper.

A final PDF copy of the Structure Numbers Distribution Map (imaginary number) of the Tekerhari Slum in A-3 size paper.

A final PDF copy of Road, Drainage & Sewerage Network Map with water collection points of the Tekerhari Slum in A-3 size paper.

A Contour map following the spot height from sea level may be delivered if DGPS survey through Total Station survey is conducted.

A final PDF copy of the Water Collection Point, Community Toilet and Retail Shop Structure Map of the Tekerbari Slum in A-3 size paper.

Family Information details in excel sheet, soft and hard copy

CD of the submitted above mentioned works.

Final Report of the project work

Final submission of the map within 30 days after work order issued.

Note: The legend of final copy of the map would be in both Bengali and English.

Habitat for Human International-Bangladesh is producing the GIS Map in several years. It is observed that the entire GIS map developed by the different agencies or consultant for different project but HFHB cannot update, add or deduct the GIS map for due to train/skill staff. In this circumstances Habitat for Humanity Bangladesh intends to arrange a basicorientationfor concern staff through the same consultant. This orientation helps to increase the capacity of GIS map handling.

Objective:

The main objective of this program to develop skill man-power to handle GIS map and to enable related staffs to add, deduct or correct any feature of GIS map and database. 10 persons will be selected for training.

Duration of the training:

The training program will be 5 days at 10:00 AM to 04:00 PM.

Food and Venue of Training Program:

Food and Venue will be arranged by Habitat for Humanity International –Bangladesh.

Responsibilities of the Consulting Firm:

Installation of ArcGIS software in each computer or Laptop

Ensure hand GPS for training to enable the trainee for capturing the real data.

Provide hard copy of the training materials.

Certificate shall have to be provided from the organization for each participant.

Any other co-operation may be negotiated with consulting firm seems necessary as per proposal of the consulting firm during implementation

PROCESSING FOR INVITING PROPOSAL:

Individual/agency will submit both Technical and Financial Proposal on the basis of ToR to Habitat for Humanity Bangladesh office.

Expected profile of consultant/Agency

The Consultant/Agency is expected to have: Demonstrated experience in developing community settlement map and specialized in orientation

Engaging subject matter expertise/architects/engineers/GIA specialist will be treated as an advance.

Ability to develop visual materials in English and Bangla that can give impact.

Ability to work in a team

Additional responsibilities

The consultant/agency will be responsible for following the Terms of Reference and Habitat for Humanity Bangladesh guidance

D. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS

The bidder shall bear all costs associated with preparation and submission of the proposal. The bidder shall submit one (1) copy of technical proposal and one (1) copy of financial proposal in a single envelope or share the soft copy the documents by e-mail. The technical and financial proposals should be marked properly and should include the name and detailed contact address of the bidder.

Validation of the Proposal

All costs should be quoted in BDT and will remain valid up to sixty (60) days from the day of proposal submission.

Withdrawal/Termination

This agreement shall be effective between dates mentioned in agreement. Habitat Bangladesh may terminate this agreement with immediate effect on occurrence of any irregularities, anomalies relating to project implementation and non-compliance of any terms and conditions as agreed upon in this agreement.

In the event of a major natural disaster, or major civil or political unrest, this agreement may be renegotiated and jointly revised between the two parties recognizing any consequent change in the environment for implementation.

Technical Proposal

The proposal should not contain any publicity documents/brochure of the bidder. It is mandatory that the proposal should maintain the following format:

I.Understanding of the Task, Technical aspect of the proposal and outline of the proposed task;

II. Proposed team of the development group with names and designation

The detailed CV of team leader/Company Profile should be included as an annex to the technical proposal. It is desirable that the proposal should contain the above mentioned sections only.

Financial Proposal

The financial proposal shall be structured around the specific tasks and key deliverables described in the Terms of Reference. Interested individual consultants must specify a total lump sum amount for each task and deliverable, which are to be completed by the deadlines specified in the ToR. Payments shall be made based on delivery of the services specified in the ToR. In order to assist Habitat Bangladesh in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days, as required).

Confidentiality

All the outputs e.g. drawings, documents, information etc. product by this exercise will be treated as Habitat for Humanity Bangladesh’s property and consequently confidential. So, all the outputs or part of outputs of it can’t be sold, used or reproduced in any manner by the assigned organization/individual without prior permission from Habitat for Humanity- Bangladesh.

Miscellaneous

a)It is assume that this assignment does not go against the rules and regulations of the Government of Bangladesh.

b)An agreement will be signed with the successful consultant/agency/bidder for executing the assignment.
