Subject: The assignment of sites to facilities
Date: September 8, 2011
BE will use the following method developed by OVRC when site opportunities become available for assignment to a facility(s).
Any time a new or existing site, facility, or parts of a facility are determined not to be suitable to stand alone and should be attached to existing facilities, the following procedure should be used by the selection committee to determine to which facilities the attachments should be made:
--Only operators who do not have past due program fees are eligible.
--Operators should be asked to submit a proposal for attachment of sites to their current facility describing how the sites will be integrated with their facility.
--The selection committee should determine by majority vote which proposals would result in a viable facility. The selection committee may use the following to determine viability:
--Geography,-Transportation,-Employees,-Opening cash,-Security clearance,-Type of facility, and-Maximization of service charge.
--From the proposals which would result in a viable facility the selection committee should attach the site to the facility with the lowest net proceeds.
--In cases where there are more than one site to be attached, the selection committee should ensure that as many facilities as possible have a site attached to them to maximize the number of operators who will receive benefit.
Below is an example of the letter of interest BE will send seeking proposals.
