We are currently recruiting for aScheduling Officer to work within the Adjudication Team in ourFitness to Practise department.This is a replacement positionand will carry out workassociated with the 16 professions that the HCPC currently regulates.

The ideal candidate will have excellent organisation skills and the ability to think on their feet. They will have high level of written and verbal communication, show initiative and act with integrity at all times. They will have experience in problem solving and time management with the ability to gather and assess information from a wide range of sources.

Main Tasks
  • To manage and coordinate the timely and efficient scheduling of Fitness to Practise events in accordance with HCPC processes and legislative requirements.
  • To ensure that a high quality of customer service is provided to all HCPC stakeholders, both internal and external, including providing witness guidance and support.
  • Responsible for managing complex logistical issues and facilitating the fair and efficient progress of all events for the Fitness to Practise Department as required by the Health and Social Work Professions Order 2001.

Main Skills required
  • Ability to plan and prioritise conflicting requirements under pressure and meet tight deadlines with minimal supervision
  • Demonstrated ability in handling high level administrative tasks, including diary management
  • Ability to manage the scheduling of meetings in a tribunal style setting or similar
  • Ability to deal with people from all levels and from a diverse range of backgrounds including people who may be vulnerable and deal with issues sensitively and tactfully

Job Description – Scheduling Officer

Department:Fitness to Practise - Adjudication

Reports To:Scheduling Manager

Salary Band:Band E

Main Purpose of Job

  • To manage and coordinate the timely and efficient scheduling of Fitness to Practise events in accordance with HCPC processes and legislative requirements.
  • To ensure that a high quality of customer service is provided to all HCPC stakeholders, both internal and external, including providing witness guidance and support.
  • Responsible for managing complex logistical issues and facilitating the fair and efficient progress of all events for the Fitness to Practise Department as required by the Health and Social Work Professions Order 2001.

Position in Organisation

  • Provides an established point of contact for HCPC Partners, service providers and interested parties in relation to services required at hearings.
  • Liaises with external lawyers, legal assessors, panel members, registrants, suppliers, union representatives and other relevant external bodies.
  • Liaises with all employees internally, in particular, the Case Management Team, Partners, Facilities and the Communications Department.

Scope of Job

  • Responsible for scheduling of all fitness to Practise events as required by the Health and Social Work Professions Order 2001.
  • Responsible for updating the HCPC website accurately with information relating to scheduled hearings.
  • Responsible for the monitoring and scheduling of review cases to ensure hearings are scheduled in advance of review dates as set out in HCPC legislative requirements.
  • Responsible for the co-ordination of special measures that may be required for hearings.
  • Maintaining accurate records on the department’s databases.
  • Responsible for booking external venues and authorising contracts for agreed services.

Dimensions and Limits of Authority

  • Able to provide support and guidance to witnesses and others attending hearings who may be distressed, vulnerable or disruptive.
  • Delegated authority to allocate members of the HCPC Practice committees to Fitness to Practise proceedings
  • Serving statutory notices to the registrant and other parties as dictated in legislation.
  • Drafting and publishing hearing information on the HCPC website.
  • To work within limitations of Part V and VI of the Health and Social Work Professions Order in Hearings and advise the Scheduling Manager if any problems arise.

Skills, Knowledge and Abilities

Essential

  • Ability to manage the scheduling and organisation of complex multi-party events.
  • Ability to plan and prioritise conflicting requirements under pressure and to meet tight deadlines.
  • Experience of complex problem solving with the ability to make relevant decisions autonomously.
  • Excellent oral and written communication skills with the ability to deal with people from all levels and from a diverse range of backgrounds, dealing with issues sensitively and tactfully.
  • The ability to communicate with and manage relationships effectively with all internal and external stakeholders.
  • Ability to monitor and manage own workload in line with the department’s key performance indicators.
  • Sound working knowledge of Windows and bespoke software packages, with the ability to report on and manipulate data.
  • Knowledge and understanding of working within a procedural framework.

Desirable

  • An understanding of professional regulation and the key stakeholders involved in the process.
  • An awareness of budget limitations when booking external services.

Duties and Key Responsibilities

Your principal duties and key responsibilities will be those set out below. In addition to those duties, HPC reserves the right to require you to undertake additional or other duties within your capacity as may from time to time be reasonably required and necessary to meet the needs of the HPC.

  • Act as first point of contact for all parties during the scheduling of Fitness to Practise events.
  • The management of fitness to practise events and scheduling including liaison with partners, lawyers, registrants and witnesses.
  • Maintain and update systems and databases to record hearings making sure information is kept up to date, accurate and accessible in accordance with relevant policies.
  • Undertaking a risk assessment of all events, highlighting any issues to the Scheduling Manager or Lead Scheduling Officer.
  • Assist in the progression of older, complex cases, identifying any underlying issues and escalating as appropriate.
  • Monitor HCPC partner attendance to ensure provision of services and raise any issues with the Scheduling Manager.
  • Maintain an awareness of budget implications on the scheduling process and the importance of minimising costs where possible.
  • Providing cover or administrative help for other roles within the department.
  • Assist in the induction and training of new colleagues within the team.
  • Contributing and assisting in projects relating to the Fitness to Practise Department.
