Rick has worked with WTA since 1979 as general Legal Counsel and Legislative Representative for the Association and in 1987 became the full time Executive Director. The WTA Office is located in Shawano County. Rick and his wife are residents in Shawano County.

“Real Safety – Real Leadership – for the Real World”

Don’s education, training and personal experience highly qualifies him as a safety expert. He has been involved in social work, counseling, administration, law enforcement and martial arts instruction.He has been held hostage at gunpoint and has successfully contained numerous violent confrontations. He successfully provides emergency crisis intervention to high risk individuals.Don has received commendations from the Taylor County Board of Directors, Human Services, Medford Public Schools and the local sheriff'sdepartment for a variety of services including exceptional diligence and professionalism, life saving interventions and training. His trainings bring real life experiences and provide real safety leadership for the real world.

3. MOVE Act / Absentee Functionality within SVRS

A verbal discussion ensued regarding:

§  June 3, 2010, memorandum from Nat Robinson, “Important Information for Municipal and County Clerks the Military and Overseas Voter Empowerment (MOVE) Act (white)

§  Military and Overseas Voter Empowerment (MOVE) Act Compliance

WCCA Response

§  The WCCA will provide service for just reliers and only for tracking military and overseas ballots. The WCCA is not willing to track other types of absentee, or to track anything for self-providers.

§  The G.A.B. should help develop business process suggestions for how the communication between providers and reliers. G.A.B. should be willing to help providers get compliance from reliers who are not communicating.

§  The G.A.B. should create a template for two separate blank absentee ballot logs for reliers, one for military and one for overseas.

4. September Primary / November Election

Unissued ballots and other unused materials, as well as the contents of the paper ballot discard box may be disposed of after the period for a recount has passed without incident.

10. G.A.B. SVRS Enhancements

WCCA Response

§  G.A.B.’s Online Canvass Reporting System was very well received by the WCCA. The comments received were very positive.

§  G.A.B. will develop a training plan for the canvass, based upon the positive feedback from the WCCA. Training should not be required before clerks are given access to the system. They should be able to become familiar even in if they have not taken the training yet.

§  Training for the new Online Canvass Reporting System should be via some online virtual environment rather than through the traditional in-person training class. The training will be scheduled for sometime in August. Additional information will be shared with County Clerks as soon as it is available.

Summary

On behalf of Kevin Kennedy and the G.A.B. staff, Nat Robinson thanked WCCA’s outgoing President Nan Kottke for her excellent leadership during her tenure as the WCCA President, for her contributions to improving election administration throughout the State, and for her valued public service to Wisconsin’s residents.

TIGER Modernization program hoping to be a great improvement allowing lines accurate within 25 feet. Presentation will be emailed out to all clerks. Executive Board - Discussion and possible action on treasury balance and designation of funds. Motion by Marcelle (Brown County), and seconded to leave registration fees as is and directed the executive committee to establish the registration fees in coordination with the development of the program for each conference. Motion carried.

Motion by Deno (Jackson County), second by Marcelle (Brown County) to reimburse the WCCA President or designee to be reimbursed mileage at the current IRS rate for business attended on behalf of the WCCA. Motion carried.

Marriage License Committee Chair Geisler (Crawford County): Discussion followed regarding Officiants 16 years of age performing marriages. Motion by Hoff (Vernon County), second by Benz (Waushara County) to direct Marriage License Committee to make recommendation to legislation to resolve the issue of 16 year old officiants being able to perform marriages. Motion carried.

Motion by Nickolaus (Waukesha County) , second by Wetzel (Rusk County.) to change Marriage License committee to Vital Records Committee. Motion carried.

Mentoring Committee Chair, Kim Bushey (Walworth County) no report.

Legislation Committee, Ann Mihalko (Forest County) updated that AB638 & SB 4435 passed.

Resolutions Committee, Beth Hauser, Chair read a resolution thanking all those involved with the 105th County Clerk Symposium held in Shawano County. Motion by Wetzel (Rusk County), second by Bushey (Walworth County) to adopt the resolution. Motion carried.

Unfinished Business – Announcements/Requests:

John Benz, Waushara County, is retiring at end of year; Nancy Christensen, Outagamie County, (Program Chair) is retiring; Kathy Bernier (Chippewa County) will hopefully be holding 2 positions.

Newly Elected WCCA President, Janet Geisler, Crawford County will be sending out appointments.

Motion made by Kunkel(Lincoln County), second by Benz (Waushara County) to deposit hospitality room funds into WCCA treasury account . Motion carried.

A hand count was taken on whether to continue with our current door prize practice of each county bringing a door prize if they so choose to do. Practice will continue.

Motion by Paul Syverson (Trempealeau County) to adjourn to September 26 – 28, 2010 WCCA/WCA Conference in Milwaukee, Wisconsin.
