Members of the public were in attendance, the majority leaving after the discussion with Barry Truelove on the Church Farm development leaving just two present for the remainder of the meeting.
The Minutes of the Meeting of 9 November were read and signed by the Chairman as a true record.
Clerks Report
An email had been sent to County Councillor Turner regarding the state of Thornton Road South Kelsey and Station Road Moortown. It is understood the roads are regularly being checked; however Station Road will be the subject to work from Anglian Water in the New Year for the sewerage pipes.
The details for Environment had been received from DC Strange, however the number was unobtainable. An email had been sent regarding the overgrown sides on the bridge on Brigg Road South Kelsey. A response came that whoever owns the land at the sides of the drain is responsible for its update. An email had been sent to CC Turner to request Highways carry out the work.
Holton le Moor had been loaned the 30mph speed signs for a period of six weeks. The agreement form had been signed to cover the Parish Council insurance.
The successful applicant to cut the wildlife area in the playing field had been advised and the work being carried out.
TCV had been written to requesting them to look at the wildlife area. A response was awaited.
CC Turner advised that Robin Gill was now in place at Willing Hall for Highways. It was confirmed the tree on Station Road Moortown had eventually been cut back. The curb stone on Brigg Road South Kelsey and also been repaired.
There were several yellow lines on the road in South Kelsey and Moortown and the Parish Council wanted to know what they were for. An email to be sent to CC Turner asking this.
It is understood that Steve Wiles from LCC Highways had visited the residents of Washcroft House at Moortown about a month ago. It is believed this was to discuss the slate that is on the verge at the front of the house and felt to be dangerous to pedestrians.
The Parish Council had not been advised of the outcome of the meeting so an email to be sent via CC Turner to Steve Wiles what is happening. This slate has been in place for well over 12 months. The residents were given 12 months from February 2017 to remove it and replace with grass that was originally there. The Parish Council felt this situation had gone for long enough and it appeared anyone could get away with doing what they wished on the Highway.
Vacancy
As there were vacancies on the Parish Council WLDC had been advised and the Parish Council would wait for the instructions to come forward with the relevant documents to advise of this.

Carl Burnett – Invoice £240 mowing and clearing away the grass on the wildlife section in the playing field
The Parish Council felt that insufficient grass had been removed from the area and payment should not be made until it had been. An email to be sent the Mr Burnett advising of this.

Some costs had come in from Lloyds Bank due to insufficient funds in the account but these had been removed due to the way in which the account was normally kept in good order. Any costs from suppliers would be paid by the Clerk.
A completed Precept estimate along with ye 2017 accounts had been sent to WLDC. The form for the actual account will be sent after the final figures from WLDC have been received.
Grant Thornton – Auditors, as part of their duty, were requesting the full names of all Parish Councillors. These had been forwarded to the email address provided.
Planning
Rose Cottage Thornton Road South Kelsey – application to erect 2 cottages on the land at the rear of Rose Cottage
The Parish Council had no objections to the application
Church Farm Planning
The latest planning application for Church Farm had been turned down by WLDC. The development was previously for 9 houses plus 3 affordable with one already built on the site. Truelove Properties, owners of the land had been in contact with Parish Council to try and reach an agreement on a plan.
Mr Truelove explained that the previous application had been refused by WLDC at the last minute due to
the boundary development had been moved due to the new plan and was now a brown field site.
The Parish Council is to check the situation of the refusal with WLDC.
Barry Truelove attended the meeting and the residents present had their chance to put their views forward. A copy of the proposed plan was shown – 8 detached properties, with an approximate value of £300k each. A question was asked if there should be more houses in an affordable bracket that these large ones. Mr Truelove explained that there had to be some profit in the development and this plan was how they wished to take it forward.
It was agreed that Plots 2 and 3 were overlooking properties on Brigg Road, blocking out light and not giving any privacy. The residents stated that there was a great deal of water behind their properties and it was understood the dyke was filled in. Mr Truelove agreed to look into this when the development was progressed. The resident from Applegarth stated the weeds from the site were pulling her hedge down, and this was to be investigated by Truelove Properties.
The houses were 4 bedrooms due to the majority of buyers preferring these than a 3 bedroom house.
The resident whose has the only house built in the development stated the sewerage would not be adopted by Anglian water until there were 2 houses on the site and in the meantime had up to now in 3 years had cleared the sewerage 3 times.
The road would be adopted by LCC Highways, however it was felt the entrance to the development was rather narrow for the number of cars there could possibly be using it.
Mr Truelove believed the open spaces on the site would be looked after by LCC, however the Parish Council stated they did not and it did not want the responsibility of them.
It was felt the site was rather untidy and needed clearing up. Once given Planning Permission, building would commence after this in about 2 years.
In agreement if the Plots 2 and 3 were turned around there may not be any and opposition to the development. Mr Truelove would have a new plan with the houses turned around and send it to the Parish Council for it to distribute.
Notice board
All effort was being made to find an LCC Highways authorised company to install the notice board. LCC had been approached, however would not give out any names.

Matters Arising
The Parish Council had previously donated to Citizens Advice even though it was a few years ago. The figure to be checked and discussed at the next meeting as to decide should a donation be given.
Grow How Forum to be held in Lincoln
A letter from CallConnect had been received explaining about the new services that were on offer and suggesting a visit to talk to the Parish Council. As details had been gained at a WLDC forum, and information leaflets received it was felt that a meeting was not necessary. Leaflets had been put in the village hall for people to take.
The Scrutiny Review on street lighting times had been sent to the Parish Councillors.
As the Parish Council believed the cost of a radar gun for resident use in speed monitoring a letter had been sent stating this. A response had come that should one that meets the requirement be found elsewhere at a better price, that would be fine. Training would be given free.
A copy of the 161 bus timetable is to be put on the notice boards.
The Osgodby Neighbourhood Plan had been sent to all Parish Councillors for comment

The new Code of Conduct must be discussed at the February meeting to ensure compliance. When the one from NALC is received this will be forwarded. The Parish Council will discuss both and agree which to adopt. The WLDC one had been adopted previously.
Defibrillator
Documentation and a cheque for £300 gad been sent to WLDC for the defib at Moortown, which is now set up. A letter of thanks had been sent to the Skip for their donation of £300 raised from a charity event. The training for the use of the defib will follow shortly. Both defibs were now covered on the Parish Council insurance with Skip insuring also.
Playing field
The Parish Council had received the playground inspection report from Wicksteed Leisure which had shown the areas play equipment required attention. As the swings were the worse it was proposed, seconded and carried that prices for two sizes of swings be obtained. The prices to include safety matting beneath and installation.
As there were several items that needed progressing the Parish Councillors decided to carry out one at a time, the first being the children’s play area.
The Parish Plan and Neighbourhood Plan would follow after this had been completed.
Website/Face book
Councillor Pearce, who had resigned from the Parish Council, had been contacted for the password for the face book page. She had kindly removed the page.
The person whom Councillor Johnston had previously spoken to regarding the webpage had not spoken to him since. It is thought she may not wish to take on the work so the Clerk and Councillor Stimson are uploading documents required.
Moortown Millennium sign
Having asked 2 building companies for quotes to repair the sign, no one had responded. The Clerk to contact other builders for quotes to carry out the work.
Anglian Water
As Anglian Water were to carry out sewerage works in Moortown in the New Year it was discussed as to how the probable outcome of how the waste would be disposed of. It was understood there could probably be tanks in a field at Moortown which would be emptied on a regular basis.
There being no further business the Chairman closed the meeting at 9.35pm; the next meeting is to be held on 8 February 2018 at 7.30pm in South Kelsey Village Hall.
