IIntroduction
The Board of County Commissioners is the Owner of the portions of the work located within unincorporated ArapahoeCounty and The City of Centennial is the Owner of the portions of the work located within the City.
The Owner’s authorized agent for the project is the Arapahoe County Board of CountyCommissioners (“County”), which shall be responsible for the entire management of the project on behalf of the Owners.

IIIGENERAL COMMENTS
Bid Opening
- Bids will be accepted until 2:00 P.M. on Tuesday, April 24, 2007. Bid Proposals shall be submitted to the County's Purchasing Department (located on the 4th floor of the County's AdministrationBuilding). Bid Proposals submitted after 2:00 P.M. will not be accepted. Bids will be opened and read aloud publicly at 2:05 P.M. in the Administrative Conference Room 4E, on the 4th floor of the County Administration Building, 5334 S. Prince St., Littleton, CO.
- Please provide bid security in separate sealed envelopes for the City of Centennial and for ArapahoeCounty.
- Please acknowledge the minutes from this Pre-Bid Meeting as Addendum #1, and any other addenda, if issued.
Schedule
Concrete replacements must be completed prior to paving work in most locations. It is anticipated that City concrete replacements will begin later this month and that County concrete replacements should begin some time in May. Paving work can begin soon after initial curing period. The contractor shall take precautions to avoid damaging new concrete.
Key target dates for this project are as follows (dates subject to change).

Time of Completion
The Engineer will maintain a time count for this project. The Contractor shall provide written notice of disagreement with the Engineer’s time count within 10 calendar days.
The engineer’s intent is to have all work completed during favorable weather conditions. The start date for both bid schedules will be negotiated with the Contractor such that all work is completed no later than November 2, 2007.
Contract time for Bid Schedule A (ArapahoeCounty) is 65 Working Days and Contract time for Bid Schedule C (City of Centennial) is 110 Working Days.
Each day of the week, Monday through Friday, will be considered a working day. Weekend work is not allowed, unless authorized in writing by the Engineer.
Sequence of Work
Concrete replacements were completed in 2006 (Havana/Orchard, ArapahoeCounty overlay area), (Easter/University, Centennial reconstruct area), A preliminary sequence of work will be established for balance of concrete replacements. Paving work generally follows the concrete replacement sequence. We anticipate working with the successful bidder to develop a schedule that will accommodate concrete replacements and allow initial curing time for new concrete features.
The Engineer will attempt to facilitate coordination between contractors, but it shall be the responsibility of the roadway contractor to schedule the work so as to maximize curing of new concrete features while avoiding unnecessary delays in paving work.
IV.CLARIFICATIONS BY COUNTY
General
The Project Manuals consist of a “Special Conditions Manual” and a “General Conditions Manual.”
MGPEC specifications apply for this project and revisions are listed in the Special Conditions Manual.
Description of Work
The work is generally located within 3 Sections of unincorporated ArapahoeCounty and 8 Sections of Centennial. Intended work has been plotted on the urban area map provided.

The amount of work planned for these projects is based on plan quantities and is unit price dependent. The engineer’s intent is to have the maximum work completed as possible within the available budget. The Contractor shall be prepared to perform additional work on local streets within the general project areas, if quantity under runs or low unit prices allow work to be added, without additional charges for mobilization or traffic control.
The Special Conditions Manual describes the proposed work in detail.
Overlay (p.29 and following)
Residential
Working hours: 7:00 A.M. to 6:00 P.M. Roadways must remain open to local traffic at all times except during paving operations.
In most cases local streets overlays will consist of edge milling and patching prior to a 2” overlay. In general, one pass will be required by the mill at a depth of 1.5” below curbs and pans. The extent of milling area may be increased to transition to pans or other features and full width milling is generally required at median curbs.
Several local roadways scheduled for overlay this year are severely cracked. Due to the extent of cracking, it may not be feasible to crackseal or patch all cracks prior to overlay. It is intended that the most cost-effective combination of bid items including; large asphalt patch, small asphalt patch, partial depth detail mill crack patching and/or large mill patching can be utilized to mitigate the effects of severely cracked areas prior to overlay. Alternative crack repair methods may be considered if in the Owner’s interest.
Patch depth on local roadways will generally be 5” in depth and may be followed by leveling prior to overlay, if necessary.
Range points on overlay streets will be adjusted with rings and paid for as a water valve ring adjust.
Overlay
Collector
Working hours on local collector roadways are typically from 7:00 A.M. to 6:00 P.M. local time, unless specified otherwise by the Engineer. Working times may be restricted on commercial collectors. One lane, in each direction, must remain open to traffic at all times. Businesses and/or schools may require special access or coordination at no additional cost to the Owner.
This work generally consists of a minimum 12’ edge milling. Programmed collector overlay depth is 2.5”, but may be increased to 3” in depth depending on individual roadway requirements. Roadways will be milled full-width at median curbs and may required full width milling to meet smoothness requirements or to remove surface irregularities. Milling will generally be minimized, where pavement thickness is found to be minimal. Roadways are generally patched at 7 inches in depth, as necessary. Roadways may be crack sealed, depending on extent of cracking. Collector overlay thickness is 2.5 or 3” in thickness.
Overlay
Arterial; Picadilly St., Potomac St., Havana/Dry Creek
Working hours: 8:30 A.M. to 3:30 P.M.
Variable message signs has been planned for use on arterial roadways prior to and during the work. If work is scheduled in the immediate vicinity of schools, it will require Contractor coordination with the school and may require working during specific days or times (Picadilly St. is school route).
In general, arterial roadways will be milled full-width at 2.5” depth and patched prior to 3” overlay. Milling next to spill median curbs will match overlay depth. Milling plans may vary depending on field conditions and pavement thickness encountered on individual roadways.
Note restricted working hours (8:30-3:30) on arterial and commercial roadways listed on p.31 in the Special Conditions Manual.

Vehicular traffic must be protected from protruding utilities until overlay can be placed (10 days max. from beginning of milling operation). Excessively protruding manholes, range boxes and water valves exposed by milling must be lowered or temporarily ramped at no additional cost to the Owner. The contractor shall maintain safe conditions on the worksite at all times for pedestrian and vehicular traffic. This may include installation and maintenance of suitable ramping at other locations, as necessary, to maintain safe driving conditions. Temporary ramping of protruding manholes, water valves, traffic boxes, etc., will be required where milling utilities protrude 2.5” or more in depth.
(p. 32)Temporary ramping may be needed after milling operations in other locations, including local roadways, where milling depths vary.
Hot mix ramping will only be required on higher volume arterial roadways including,Picadilly, Potomac, Havana/Dry Creek (p.32). All temporary ramps must be removed prior to paving.

Alternative crack repair methods may be considered if in the best interest of the Owners.
The engineer will mark patching locations in Contractor’s lane closure after milling and cleanup has occurred.
Leveling may be required at some locations prior to overlay.
Private Property
Construction materials or materials that are to be reused, including manhole and water valve parts, shall not be stored on private property or where they block sidewalks or interfere with vehicular traffic. The CONTRACTOR is required to clean up their work area and adjacent roadways every day prior to leaving the site for the night.
Waste Sites
Arapahoe County is to retain uncontaminated asphalt millings (generally edge millings from overlay streets) obtained by the Contractor while working on this project. The Contractor is to deliver clean millings, at no additional cost to the Owners, to the Arapahoe County Road and Bridge facility at 7600 South Peoria Street. The Contractor shall notify Monty Sedlak at (720-874-6500), at least 24 hours prior to hauling any millings to County facilities so that millings can be placed in the proper area.
NOTE: Arapahoe County will also accept milled asphalt pavement generated from pavement reconstruction on this project. Pavement may be mixed some underlying soils or gravel. Arapahoe County does not desire to retain soils, gravel or unmilled, larger chunks of pavement resulting from patch work, or any other materials generated by construction. It will be the contractor’s responsibility to dispose of all other waste materials that are generated by this work.
Specific Notes for 2007 Project
Contingent Bid Items
Emergency Patching
This bid item enables patching associated with concrete replacements to be completed under this contract, if necessary. If this Item is utilized the Engineer will withhold the cost of the asphalt patch from payments to the concrete contractor.
Leveling
The Contractor shall submit HMA mix designs to engineer for approval prior to use. Leveling areas to be as designated by engineer.
Inlet protection
See top left inlet protection detail labeled “INTERIM CONFIGURATION (BEFORE PAVING) STREET INLET PLAN” shown on top left of diagram is intended for street reconstruction locations. Measurement of payment for inlet protection shall be the measured width of the inlet throat. Example, 3.5’ width for single type 13 inlet.
Crack Patching – Small Mill (p.33)
This line item is for repair of wide cracks (1-6”) in various locations throughout the project. Crack repair patching shall be as designated by the Engineer.
The Contractor’s crack patching method is subject to approval by the Engineer. In general, patching is to be accomplished by use of small skid loader detail-type mill to remove a minimum depth of 3” along cracks. All patching areas are to be cleaned and tacked prior to patching with an HMA approved for patching.
Mill Patching – Large Mill
This line item is primarily for repair of wide transverse cracks and to remove large areas of deteriorated pavement prior to hot mix patching. The intent is to have multiple capabilities to patch a variety of transverse cracks at variable depths and to remove large areas of deteriorated pavement for patching in a rapid and cost effective manner.
All crack patching locations shall be as determined and designated by the Engineer. All mill patching locations shall be patched by the end of each workday.
Storm Water Management
This line item is intended to provide lump sum payment for all costs, other than inlet protection, associated with various storm water and water quality permits, including the Colorado Stormwater Construction Permit and the Grading, Erosion and Sediment Control (GESC) Permit.
Uniformed Traffic Control
Uniformed traffic control shall be according to CDOT Revision of Section 630, dated 8-01-05, UNIFORMED TRAFFIC CONTROL. The Standard Specifications are hereby revised for this project as follows:
This work includes furnishing a uniformed police agency officer from Arapahoe County or the City of Centennial to perform uniformed traffic control. Uniformed Traffic Control Coordination and Traffic Control Vehicle will not be measured or paid for separately, but shall be included in the Uniformed Traffic Control Bid Item.
303.9Utility Adjustment (p.39)
Storm sewer facilities within the project areas are owner by the newly-formed Southeast Metro Storm Water Authority (SEMSWA). Water and sanitary sewer facilities are generally Special Districts throughout unincorporated Arapahoe County and the City of Centennial and are not owned or operated by the Owners.
The CONTRACTOR and utility districts shall attend mandatory walk-through meetings to establish existing conditions and to agree on the extent of adjustment necessary for the work. Ring adjustments are generally adequate for overlay, however in some instances full adjustments will be needed to pave correctly or to attain smoothness requirements.
The Contractor shall visually inspect facilities during construction to ensure the facilities remain clear. The Contractor is responsible for any costs associated with debris removal, cleanup, or emergency repairs resulting from contamination of sanitary or storm facilities.
307Materials Testing (p.43)
The CONTRACTOR shall be responsible for quality control (QC) activities necessary to ensure materials and workmanship meet project specifications. The Owners shall schedule their geotechnical consultant, Ground Engineering Consultants, to perform Quality Assurance testing for this project.
QC testing shall be according to MGPEC Table 9.15, or as approved by the Engineer. Payment for QC testing shall not be paid for separately, but shall be considered incidental to the work. Preliminary written field reports of all tests taken and observation results shall be given to the Contractor and the Engineer immediately after they are performed. Deficiencies shall be reported to the Contractor and the Engineer immediately.
MGPEC Form 9’s have been included in the Special Conditions Manual for the mixes anticipated for use this year. Note the CDOT Air Void Shift Modification has been selected on the forms. Asphalt bid prices are to include all asphalt cement and any additional costs that may be associated with this modification.
The contractor shall submit asphalt mixes proposed for leveling and crack patching for engineer approval at least five (5) days prior to use.
308Construction Traffic Control (p.44)
6.Construction on high volume roadways exposes motorists to significant user costs in terms of lost time and increased energy use. Significant fines can be imposed for working outside of established working hours.
308.9Pavement Marking (p.47)
In general, Preformed Thermoplastic striping is intended for turn arrows, crosswalks and stopbars on arterial roadways, as designated by the Engineer. Liquid thermoplastic is generally intended for stop bars and crosswalks on local roadways.
Permits, Licenses
The Contractor shall be required to obtain all applicable permits to perform construction activities associated with the project. Permits from the Owners will be issued on a nofee basis. Potential permits needed for the projects includes, but may not be limited to:

(2)CDOT (re: Arapahoe Rd. ROW, Havana, Lima, Dry Creek near I25)
(3)State of Colorado Storm Water Construction Permit (reconstruction)
(4)SEMSWA Grading, Erosion and Sediment Control (GESC)
(5)City of Centennial Contractor license
Other permits may be required, as necessary.
City contractor license can be obtained at City offices: 12,503 E. Euclid Drive, Centennial, CO, 80112. Arapahoe County does not require contractor licensing.

ITEM 1Removal of existing pavement
1.2Pavement may be saw cut or removed by other method that provides straight true line with vertical face.
ITEM 5Stabilized subgrade
5.5Mix design
Plan quantities are based on an assumed percentage of Class C Fly Ash stabilization agent.
ITEM 9Hot mix asphalt pavement
9.13.1Surface Tolerances (p.48)
Roadway profile testing shall be according to CDOT Hot Mix Asphalt Pavement Roadway Smoothness (High Speed Profiler) Dated October 19, 2006. Incentive/disincentive shall be according to Table 105-9, HMA Pavement Smoothness Urban Construction, Percent Improvement (%I).
The contractor shall perform all profile testing for this project. All test results shall be provided to the Engineer. All costs associated with profile testing, including traffic control, flaggers, etc., shall not be measured or paid for separately but shall be included in the work. An incentive/disincentive line item has been added to the proposal for pavement smoothness.
Profile testing will be required for the following overlay locations, which are eligible for percent improvement incentive/disincentive:
1)S. Picadilly St., Berry Drive to Riviera Way (posted 35 mph),
2)S. Potomac St., Briarwood Ave., to Arapaho County line (posted 40 mph),
3)S. Havana St./Dry Creek Rd., from Arapahoe Rd. to I25 (posted 45 mph),
4)E. Dry Creek Rd., Chester St. to I25, East Bound only (posted 40 mph).
The incentive amount in the proposal is based on plan quantity. The actual incentive shall be based on the smoothness of the actual SY of through lanes on each roadway, excluding accel/decel and turn lanes.
