ANTI-BULLYING POLICY

Aims of the Policy

We aim to create an environment where pupils can grow and flourish without fear. Each pupil has the right to be safe in and out of school and to be protected when he/she feeling vulnerable.

We aim:

  • To ensure that children learn in supportive, caring and safe environment, without fear of being bullied.
  • To demonstrate that the school takes bullying seriously and that it will not be tolerated.
  • To take measures to prevent all forms of bullying in the school and during off-site activities.
  • To support everyone in actions to identify and protect those who might be bullied.
  • To clarify for all pupils and teachers that bulling is wholly and always unacceptable.
  • To demonstrate to all that the safety and happiness of pupils is vital.
  • To promote an environment where children feel they can trust and tell adults if they are being bullied or know about any bullying.
  • To promote positive attitudes in pupils (including conflict management training).
  • To ensure that all teachers and parents are aware of their duty of care over those in their charge and the need to be alert to signs of bullying.

At LibunganTorreta Elementary School, we recognize that all forms of bullying should be taken equally, seriously, and dealt with appropriately. We understand that bullying can take place between pupils, between pupils and teachers, or between teachers; by individuals or groups, face-to-face, indirectly or using a range of cyber bullying methods. We understand that all children have disagreements with each other and friends fall out for a time. This is not usually bullying.

PROCEDURES IN HANDLING BULLYING INCIDENTS IN SCHOOL

  • It shall be acted upon by the school head who shall inform the parents or guardians of the victim and offending child
  • The incident will be referred to the Child Protection Committee for counseling and other intervention.
  • If warranted, penalties may be imposed by the School Head.

PENALTIES:

  • 1st and 2ndOffense Reprimand
  • 3rd Offense and subsequent timeSuspension for not more than one (1) week

(this is after the offending child has received counseling or interventions)

  • During the period of suspension, the offending child and the parents or guardians may be required to attend further seminars and counseling.
  • In all cases where the imposable penalty on the offending child is suspension, exclusion or expulsion, the following minimum requirements of due process shall be complied with:
  1. The child and the parents or guardians must be informed of the complaint in writing;
  2. The child shall be given the opportunity to answer the complaint in writing, with the assistance of the parents or guardians;
  3. The decision of the school head must be writing, stating the facts and the reasons for the decisions;
  4. The decision of the school head may be appealed as provided in existing rules of the department.

BULLYING THAT RESULTS IN SERIOUS PHYSICAL INJURIES OR DEATH

If the bullying or peer abuse resulted in serious physical injuries or death, whenever appropriate, the case shall be dealt with in accordance with the provisions of Republic Act No. 7610 and its Implementing Rules and Regulations.

IMPLEMENTATION OF NON-DISCIPLINARY MEASURES

Depending on the gravity of the bullying committed by any pupil, student or learner, the school may impose other non-disciplinary measures.
