  1. AR Description: Great progress has been made by the beef industry in reducing the threat of E. coli O157:H7 in beef products. Scientific advancements, public health monitoring and pressure from consumer groups ensure that continued vigilance and pro-active efforts to identify and remove disease causing bacteria from the beef chain remain a top priority. The programs outlined here are focused on broad identification of safety threats and collaborative research and communication efforts to implement innovative control strategies that demonstrate the beef industry’s commitment to producing safe products for our global customers.

The Safety Subcommittee recommended that the work plan should move forward to the Beef Promotion and Operating Committee for funding. Subcommittee members did recommend communication with NCBA staff to ensure synergy between pre and post-harvest safety research.

A.Long Range Plan Core Strategy1:Improve Domestic Consumer Preference for Beef

Strategy 1 Proposed Cost: $400,000

Tactic 1A: Post harvest safety threat identification

Targeted, comprehensive research projects aimed at engaging stakeholders, mitigating safety threats and enhancing safety systems will be undertaken. The synergy of these complimentary initiatives will result in advancements in beef safety, education of key stakeholders and improved consumer confidence in the safety of U.S. beef products.Through collaborative efforts with industry and government partners, safety gaps and threats will be identified and prioritized. Salmonella as well as Shiga Toxin producing E. coliwill be targeted. Industry stakeholders will assist with project development to ensure projects result in useful, relevant data that can be readily utilized by the beef industry. Research projects will be developed to bring new knowledge to the industry for application in novel and existing safety interventions and programs.

  • Develop, manage and complete 3 research projects, resulting in data and knowledge that will be utilized to enhance safety programs and maintain consumer confidence in the safety of U.S. beef products.

Tactic 1B: Interactive Dissemination of Knowledge

Engagement with industry and government partners will occur via scientific meetings, webinars and regional workshops that ensure broad distribution of the knowledge gained via research.Technical knowledge and research results will be provided to state partners as well as to other checkoff contractors.The delivery of the information will be customized to particular audiences to catalyze effective use of the data and knowledge.

  1. Will all of the work detailed in this AR be completed by the end of the fiscal year? If not, please provide an explanation. No. The work of this AR will be complete in the timeline noted on the first page (October 1, 2013 to May 31, 2015). The work of this AR exceeds 12 months due to time needed for think-tank meetings, targeted research downloads and project design meetings, industry expert review of proposals and contract negotiations. Therefore, to provide an ample timeline for project work to be completed, additional time is needed for the AR (20 months in total).

B. Changes from FY 2013 Approved AR:

  • Broader target of safety threats- STECs as well as Salmonella will be investigated.
  • Flexibility of information dissemination in a format requested by stakeholders

C. Subcontractor information(agencies, etc.):

Name of proposed subcontractor: Various food testing laboratories, universities

and government agencies will work collaboratively to complete the research projects

outlined in this AR.

  • Will all work with subcontractors be competitively bid? The contractors may be chosen through an RFP process. In addition, contractors may be chosen due to their expertise and experience with a particular safety threat.

D. Identify any relationships between this AR and projects previously funded by the Operating Committee: The Beef Promotion and Operating Committee has prioritized beef safety research for many years and provided funding for a tremendous amount of research. The initiatives outlined in this work plan will build upon the network of researchers and industry professionals who are dedicated to the enhancement of the safety of U.S. beef products. This work plan will help to unify the beef industry and direct efforts to ensure continued consumer confidence in the safety of U.S. beef products.
