GENERAL INFORMATION
a. Objectives
· Bank Negara Malaysia (BNM) is soliciting quotations to replace HVAC units in BNM’s staff houses in New York from HVAC contractors with (1) excellent reputation as HVAC supplier and (2) experience in handling HVAC installations and removals for residential space.
· BNM is planning to replace three (3) units of HVAC in its staff houses located at Trafalgar House, 188 E 70th Street, New York, NY 10021, USA, of which two (2) units are located in Apartment 6A and one (1) unit is located in Apartment 7A.
· The HVAC contractor must also be able to provide after-sales service for the HVAC units, should BNM requires any repairs or fixes within the pre-agreed warranty period, if any.
· This Request for Quotation (RFQ) will enable BNM to select a HVAC contractor who can offer the most competitive price and services of highest quality.
b. Bidding responses
· Responses must be made in the official name of the firm under the business conducted (showing official business address) and must be signed in ink by a person duly authorised to legally bind the person, partnership, company or corporation submitting the response.
· BNM shall not be responsible for any loss of quotation documents or delayed quotation submission. Proof of posting shall not be accepted as evidence for the submission of quotation.
· BNM has the absolute discretion to evaluate quotation submissions and is not obliged to select the participant with the lowest–priced quotation submission. Any non-compliance with any requirements stipulated in this RFQ shall entitle BNM, at its sole discretion, to disqualify the responses.
· BNM is not obliged to give any reason for the non-acceptance or rejection of any proposal.
c. Price
· Any price quotations submitted must be in US dollar (USD) and shall include any applicable service tax and other government and local taxes.
· Contractor will be solely responsible for any omission or error on prices quoted to BNM and has no right to impose any additional cost, make a claim from BNM or to request BNM on any grounds for the rectification and reconsideration of the prices quoted, after the RFQ submission.
· BNM will not entertain request from any contractor for any variation of prices or submission of additional quotes for items erroneously omitted in the original proposal submission on any ground, including but not limited to oversight and lack of knowledge.
· Failure to deliver should be notified by writing to the below address at the earliest time possible.
d. Personal Data Protection
This document is strictly confidential. The contractor is required to sign an undertaking of confidentiality as per Appendix 2, to not divulge any information to any third party on this document unless the party signs a non-disclosure agreement. The specifications and its responses from the contractor will also be treated as strictly confidential.
e. Format of Quotation
The following specifies the mandatory format of the proposal and shall be submitted in the following format:
Part A: Detailed Proposal (Appendix 1)
· Detailed information of the HVAC specifications, including but not limited to the brand, model, power output and cooling capacity (BTU/hour).
· Quoted price, including all labour charge and taxes.
· Warranty period, if any.
· Entitlement to after-sales service, if any.
Each contractor that decides to participate in this RFQ can provide more than one quote for different HVAC models to be proposed, but each quote must be sent in separate files and emails.
f. Closing
· The completed proposal must be properly addressed and submitted via email to between 9:00am to 5:00pm (New York time) on 28th November 2017.
· Any submission after 5:00pm (New York time) on 28th November 2017 shall NOT be entertained.
g. Enquiries
· The contractor is required to comply with all terms, conditions and requirements of this RFQ and encouraged to seek necessary clarifications to better understand BNM’s requirement for its staff houses in New York before submitting the proposal.
· Any queries should be written and sent via email to between 21st and 27th November 2017, 5:00pm (New York time).

REPLACEMENT OF HEATING, VENTILATION AND AIR CONDITIONING (HVAC) UNITS IN BNM’S NEW YORK STAFF HOUSES
REQUIREMENTS:
· All proposals must be submitted in the following format and meet the stated minimum specifications;
· Each contractor can provide more than one quote for different HVAC models, but each quote must be listed in a separate sheet/ proposal;
· Price should be quoted for three (3) HVAC units and include all labour charges and associated sales/ government taxes; and
· Incomplete specifications will not be considered.
SPECIFICATIONS:
The HVAC unit should be suitable to cool/ heat an area/ room of 250-300 square feet (sqft), with one (1) window.
