INTRODUCTION

This is the South Carolina Athletic Programs (SCAP) Handbook for the calendar years 2012 & 2013. The handbook is in effect and reflects the rule changes voted on in2010.

Please instruct the responsible agency staff to read carefully and completely the contents of this handbook. Please do not wait until after a problem has occurred to consult the handbook for the proper procedures.

Any and all parts of this hand book may be reproduced as needed by any SCAP membership agency. It would be to the advantage of the SCAP membership agency to produce the pertinent pages of information and distribute to teams when they travel to a SCAP tournament or when a SCAP membership agency hosts a tournament at their facilities.

It is the desire of the SCAP Board of Directors that this handbook assist each agency in joining SCRPA/SCAP and participating in a SCAP activity. It should also be used in the formation of programs and plans to host and enter a SCAP tournament or special event.

1) The height of the basket in all age divisions for youth basketball shall be ten feet (10’).

Job description of SCAP district chairperson

  1. District chairs for a 2 year term
  2. Must have served one year on SCAP board
  3. Appoint four members to the SCAP board members for a one year term. SCAP chairperson will approve the members.
  4. Hold a minimum of 3 district meeting yearly, 2 all-star meeting, 1 training meeting

Job description of SCAP Chairperson

1. SCAP Chairperson will serve a total of 3 years.

1st year as Vice chairperson, 2nd as chairperson and 3rd year as past chairperson

  1. Appoint District Chairpersons
  2. Approve nomination from District Chairperson of SCAP board members
  3. Coordinate SCAP quarterly meeting; make sure that district meeting will be held prior to SCAP board meeting.
  4. Attend SCRPA board meeting, provide updates about SCAP program.
  5. Inform all athletic personnel of upcoming programs. Send email to Melissa and she will send out to all athletic personnel
  6. Prepare calendar of events for upcoming year.
  7. Appoint new Committee members each year.

GENERAL RULES

1)Deadline for rule changes should be submitted by September1st of the current year. The suggested rules changes will be recommended by the Board or not recommended, with final approval by eligible voters by electronic voting prior to the SCAP Institute.

2)Rule changes for the SCAP handbook will be voted on every year. Suggested Rule changes will be taken at the District Meeting prior to Sept 1st. The proposed rule changes will be reviewedby the SCAP Board during their September meeting and prior to the vote at the October District meetings. Voting will take place during each District’s October Meeting and ballots shall be turned in to the SCAP Chairperson immediately following the vote.Onlyone vote per agencies that are eligible under the current SCRPA/SCAP membership. Requests for absentee ballots must be made to the State Chair in writing and signed by a certified SCAP representative when making the request and returning the ballot. Absentee ballots must be received in the State Chair’s office before October 1stfor them to be valid. New rule changes will take effect Dec.1, 2013 starting with basketball.

3)The SCAP Board of Directors will set the dates for all events. Dates will be posted in the SCAP Handbook or sent to each SCAP membership by January 1 of the current year.

4)The SCAP Handbook will be revised and updated every year by the SCAP Board of Directors. This SCAP Handbook will be in effect from December 1, 2013 to November 30, 2014. Notebooks and/or inserts will be issued every year in conjunction with the rules vote.

5)No tournaments will be held on holiday such as July 4, Labor Day, Memorial Day, Easter, Thanksgiving & Christmas unless forced by weather and with approval of the SCAP Board of Directors.

6)The Chairperson & Asst. Chairperson position of the SCAP Board of Directors will be elected from the existing members of the SCAP Board at the time of the election. Both positions will be elected by the SCAP Board of Directors at the time of the election. Each term will be two years with a maximum of two consecutive terms for the Chairperson or four years.

FEES

1)Admission for district games are $3.00 for adults and $2.00 for children and students

Admission for all State games will be $5.00 for adults and $3.00 for children and students (suggested, not mandatory)

2)District fees will be $60 per team in the sports of soccer and basketball.

District fees for football will be $90 per team. Track & Field fees are set by Hershey’s.

District fees for Cheerleading will be $45.00 per team.

Cross County fee will be $2.00 per participant.

3)State Fees will be $60 per team in the sports of soccer and basketball.

State fees for football will be $90 per team.

Track & Field is set by Hershey’s and Cross Country will be listed on the information sheet.

State Fees for Cheerleading will be $45.00 per team

4)Departments that hosted an all star age division would send $50.00 to SCAP. These funds will go to SCAP to run the programs.

GENERAL INFORMATION

1)SCAP is the name given to the South Carolina Athletic Programs Branch of the South Carolina Recreation & Parks Association. The objectives of the SCAP Branch are to:

  1. Encourage & increase participation
  2. Encourage good conduct and a spirit of friendliness among & between the participants.
  3. Provide an opportunity for the participants to be encouraged to excel in the activity of their interest and
  4. Act as media for the development of democratic human relations
  5. Provide professional development for its members with knowledge of current issues in athletics
  6. Provide coaches training
  7. Start a network schedule through membership in a state wide organization, resource information and web page.

2)The SCAP Branch programs are open to holders of SCRPA/SCAP memberships only. In order to participate in any program, the community or organization must have a SCRPA/SCAP membership and must meet SCAP certification requirements explained in this handbook.

3)SCRPA/SCAP MEMBERSHIP: Membership must be renewed each year. It shall begin January 1 of the current year and end December 31 of the current year. New members may join at any time. To be a member of SCRPA/SCAP, an agency must have a full time paid or volunteer Director and sponsor a variety of activities & programs distributed throughout the year. At least one person must have an Associate Individual membership in SCRPA/SCAP and the agency have a permanent mailing address.

**All members must meet the guidelines of SCRPA/SCAP membership in order to compete as a SCAP member. The SCRPA & SCAP Board of Directors may request proof of programs in case proof of criteria is needed.

4)A separate membership will not be allowed to any organizations whose programs would be administered within the boundaries of an existing agency holding a valid SCRPA/SCAP membership unless approved by the SCAP Board of Directors. All disapproved requests will have a written report forwarded to the SCRPA Board of Directors. This does not apply to separate governmental Entities within each others boundaries such as City & County Recreation Departments or Military installations.

5)State Host:If a member wishes to host aSoccer or Football State SCAP event, they must bid on that event at the SCAP institute for the following year tournament. Bids must be in writing and will be awarded at the first full board meeting in February.

Basketball will be done by rotating district. See SCAP handbook page 19 or 21

District Host:For all Districts tournament host will be set by the District Chairperson.

6)Each District will conduct meetings at least 45 days prior to the annual conference for elections of officers. Officer terms are for two years. Districts should elect officers to alternating terms so all officers will not leave at the same time.

ELIGIBILTY

1)To be eligible to participate in a SCAP event, one must reside within the boundaries of the agency having SCRPA/SCAP membership. All agencies will be required to submit an application for membership in SCRPA/SCAP for Board review & approval. Other eligible participants are those which are official members of an organization with a SCRPA/SCAP membership such as YMCA, Boys & Girls Clubs & they must reside in South Carolina.

A) Participants cannot be required to play with an organization which has a mandatory membership requirement such as; YMCA, Boys & Girls Clubs, etc. They would, therefore, be eligible to play with the membership closest to the agency where they reside.

B) Participants in team sports must participate in at least six (6) games or fifty percent (50%) of regular season games, whichever is less. A participant must live within the boundaries of the agency in which they are playing to be eligible for the SCAP Tournament. If a participant plays in 2SCRPA/SCAP member programs at the same time and both enter All Star play, the participant cannot play All Stars with either program unless they qualify under the dual custody ruling. If only one agency enters All Stars, then the participant may play with thatagency.

C) If an agency within the participant’s boundary does not offer a particular program, then the participant may participate with the next closest agency that offers thatprogram. This must be done prior to the beginning of regular season.

D)A participant whose parents have dual custody of said participant & legally reside in different boundaries during the season (live with one parent one week and another parent the next) are eligible to participate on the tournament team of the agency in which they played more than 50% of the regular season games. If that applies to both leagues, then they must make a choice to which league they will participate in before the District Tournament. Boundary lines would not apply in these cases. Proof of custody may be required.

2) A) No member of any InterscholasticSchool or College team may participate in the same sport in the recreation All Star program of the current season if the participant dressed out for a game after the following dates per sport:

1) Basketball December 1 of the current year

2) Football September 1 of the current year

3) Fall Soccer September 1 of the current year

4) Spring Soccer March the current year

B) Professional, meaning those people receiving enumeration for their specific talents, are not allowed to participate in the sport for which they are/were paid to play until two years after their last professional playing date.

3) A younger participant may play in an older division, with the exception of FB, CC, and T & F who must participate only with their age division. An older player cannot participate in a younger age division. No participant will be allowed to participate in more than one division in the same sport.

4)A) the birthday cutoff for age classifications are:

1) Basketball Sept. 1st of the current year

2) Football Sept. 1st of the current year

3)Soccer Sept. 1stof the current year

4)Track & Field Last day of December of the current year

5)Cross Country Last day of December of the current year

*The age of the participant, on the date listed above, is the age in which they participate.

B) A participant must have played their regular season in the same age group they are playing All Stars. If an age group is combined, they may participate in either age group. This rule does not apply to football due to age groups being offered.

EX: 1) If a 9 year old player plays their regular season in a 9 to 12 year old basketball division, they may play either 10 & under or 12 & under for All Star play.

2) If they play their regular season in a 9-10 year old division, then they can only play in the 10 & under All Star program.

*Section 1B covers required game participation for the purpose of this rule.

5) Participants in SCAP tournaments must present proof of age to be verified, prior to participation, in the youth programs with a birth certificate, military ID card, Baptismal certificate, a valid passport or a driver’s license. NO OTHER documents will be acceptable. Photo static copies of birth certificates will be accepted for the purpose of this rule.

6) Each agency participating in a SCAP tournament must fill out Intent to Participate

Form & forward it to their District Representative by the deadline to enter. By sending in this form, you are committing your team to participate in the District & State Tournaments, if they qualify.

7)If Departments/Agencies combine to form oneteam for regular season play, then they will be eligible for all-stars

provided they receive written approval from the District Director:

A)Each agency must be a SCRPA/SCAP member.

B)No more than two agencies may combine.

8) Leagues that are eligible to participate must have an open registration with an open draft system. Teams that recruit their team and come into an agency league are not eligible to participate in SCAP Tournaments.

9) Agency All Star teams can be selected before two weeks prior to the end of the season. Practices and games will not be allowed prior to the end of the season. Leagues that pick All Stars and participate in tournaments or practice duringthe regular season are not eligible for SCAP Tournaments. They are encouraged toparticipate in the AAU or YBOA activities for basketball or equivalent organizationsin other sports.

RULES, VIOLATIONS & PENALTIES

1)Not showing up for a tournament:

a) First Offense: 1) $100 fine paid to tournament host

2) Five year probation

b) Second Offense during probation period:

1) $250 fine with $100 paid to tournament host &

$150 paid to SCRPA

2) Five year probation restarted from this point

c) If offenses continue to occur during probation periods, penalties will double what is listed above under second offense.

*If a second offense does not happen during the probation period, then the agencywill be cleared. If a no show situation occurs after this point, the agency will be under the first offense discipline.

*Agency under violation will not be able to participate in any SCAP Tournament or event until the fine has been paid.
