MANAGER: TECHNICAL SERVICES

(FIVE-YEAR FIXED TERM CONTRACT & PERFORMANCE CONTRACT)

1.REQUIREMENTS

B Tech/National Diploma in Civil Engineering or equivalent and three years experience working in a managerial position in the technical field. A post graduate degree in engineering will be an advantage. Must have a valid driver’s license.

2.KNOWLEDGE

  1. Practical experience (3 years) gained at strategic management level.
  2. High level knowledge of project management, knowledge of infrastructure and civil engineering, decision-making capabilities, personnel motivation and leadership.
  3. Local government legislative framework: MFMA, Municipal Structures and Systems Acts, etc.
  4. Legal and policy frameworks in the Technical and Development Planning fields: CIDB Act, IDP, COLTO, WSDP, MIG, EPWP, etc.
  5. Financial and performance management reporting.
  6. Development of partnerships and management of stakeholder relations.

  2. Experience in project management.
  3. Ability to give strategic inputs.
  4. Excellent writing and reporting skills.
  5. Verbal communication, presentation, and analytical skills.
  6. Conflict and diversity management, advanced computer literacy, interpersonal and communication skills.
  7. Knowledge of financial management (MFMA).
  8. Knowledge of construction management (CIDB Act).
  9. Ability to function under pressure.
  10. Strategic leadership and management skills.
  11. High level planning, administration, budgetary and financial management skills.
  1. RESPONSIBILITIES.
  1. Developing programmes and projects and overseeing their implementation.
  2. Attending Council and Executive Committee meetings and implementing the resolutions and policies.
  3. Coordinating and attending to departmental functions, budgets and reports as per IDP.
  4. Liaising with other spheres of government departments and relevant outside bodies.
  5. Ensuring compliance to statutory obligations and delegated powers.
  6. Coordinating and submitting reports and attending portfolio committee meetings.
  7. Accountable for the development and maintenance of the municipal infrastructure.
  8. Responsible for the coordination of the water and sanitation activities, electricity activities, MIG programme, and EPWP programme in the Municipality.
  9. Efficient and effective development and management of systems, procedures, processes, and resources for the day to day operation of the department.
  10. Developing and implementing policies, procedures, and systems to promote efficient and effective operations of service delivery.
