Dear Bilingual/ESL Department Director:
The Houston Area Association for Bilingual Education (HAABE) would like to invite you to participate in the annual HAABE Teacher of the Year (TOY) Awards competition. Each year, HAABE recognizes outstanding bilingual and ESL educators from Houston and its surrounding area.
By accepting to participate in the TOY Awards competition your district will actively participate in the recognition of bilingual and ESL educators. The following packet will provide you with more details and time line of the Nomination and Competition Guidelines. Please contact the HAABE TOY Coordinator Octaviano Treviño at with any questions that you may have.
Districts TOY finalists will be publicly acknowledged and honored during the annual HAABE TOY Awards Ceremony on Saturday, May 3rd, 2014 at 11:00 am to be held at the Hilton Hotel University of Houston. Family members and school representatives are encouraged to attend the ceremony. Tickets for the event will be available for online purchase at www.haabe.org at a price of $60 per person.

2013-14 HAABE Bilingual/ESL Teachers of the Year (TOY) Awards

I. Nomination and Competition Guidelines

1.  TOY nominees should be selected regardless of age, gender, race or ethnicity, national origin, handicapping conditions, or religion.

2.  The selection must be based on evidence of outstanding instruction in Bilingual or ESL education.

3.  Nominees must meet all HAABE Teacher of the Year requirements/qualifications will be considered for the awards.

4.  School district TOY finalists must be or become HAABE/TABE members to go further in the competition.

DISTRICT LEVEL COMPETITION

1.  Participating school districts will select a TOY representative as the contact person for the Bilingual/ESL TOY process.

2.  District TOY representative notifies their campuses about HAABE TOY competition and sends TOY application packet to campuses.

3.  TOY district representative calls for the formation of a district’s Teacher of the Year Selection Committee.

4.  District TOY representative requests a campus contact person who will be responsible to conduct the school based Bilingual/ESL selection (principal, assistant principal, secretary, etc.)

5.  District’s TOY Selection Committee collects and reviews all campuses Bilingual/ESL applications and letters of recommendation/support. Application Packets will be submitted in a color-coded folder (Bilingual -red, ESL Elementary -blue, and ESL Secondary -yellow with a label attached to the top right corner. Label will include Bilingual/ESL campus winner name, school, grade level, position, and district.

6.  Committee will select districts finalists: a Bilingual TOY, an ESL Elementary TOY, and an ESL Secondary TOY.

7.  District TOY representative submits TOY finalists' names to Octaviano Treviño HAABE TOY Coordinator.

8.  School district TOY representative requests TOY finalists to complete portfolio.

9.  School district TOY representative collects and delivers portfolios to: 4520 Tonawanda Houston TX, 77035, Attention: Octaviano Treviño, HAABE TOY Coordinator before March 14, 2014.

10.  School district TOY representative promotes and coordinates the purchase of banquet tickets.

HOUSTON AREA LEVEL COMPETITION

1.  HAABE TOY Selection Committee reviews districts finalists portfolios and selects the HAABE Bilingual TOY, ESL Elementary TOY, and ESL Secondary TOY.

2.  HAABE winners will be announced at the TOY Award Ceremony on Saturday, May 3rd, 2014.

3.  HAABE winners review and submit portfolios to TABE for state completion.

II. Qualifications

BILINGUAL TEACHER OF THE YEAR

Nominee must meet the following qualification requirements:

1.  Be in a full-time bilingual teaching position at the elementary/intermediate level in a Texas Education Agency (TEA) approved bilingual education program at the time of the award.

2.  Be certified or endorsed as a bilingual educator by TEA.

3.  Be a full time Texas bilingual education teacher for at least three consecutive years prior to the 2013-2014 HAABE Teacher of the Year Awards competition.

4.  Be recognized by the school district as an outstanding teacher in all professional areas.

5.  Provide letters indicating that the nominee is respected and admired by students, parents, and colleagues.

6.  Exhibit distinguished leadership service to the profession and the community.

7.  Be a current member of HAABE and TABE.

8.  Become a NABE member if selected as TABE Bilingual Teacher of the Year to compete nationwide.

ESL ELEMENTARY TEACHER OF THE YEAR (For local competition ONLY)

Nominee must meet the following qualification requirements:

1.  Be in a full-time ESL teaching position at the elementary level (Prek-5) in a Texas Education Agency (TEA) approved program at the time of the award.

2.  Be a certified or endorsed in bilingual or ESL educator by TEA.

3.  Be a full-time Texas elementary ESL teacher for at least three consecutive years prior to the 2013-2014 HAABE Teacher of the Year Awards competition.

4.  Be recognized by the school district as an outstanding teacher in all professional areas.

5.  Provide letters indicating that the nominee is respected and admired by students, parents, and colleagues.

6.  Exhibit distinguished leadership service to the profession and the community.

7.  Be a current HAABE member.

ESL SECONDARY TEACHER OF THE YEAR

Nominee must meet the following qualification requirements:

1.  Be in a full-time ESL teaching at any secondary level (6-12) in a Texas Education Agency (TEA) approved program at the time of the award.

2.  Be certified or endorsed as a bilingual or ESL educator by TEA.

3.  Be a full-time Texas secondary ESL teacher for at least three consecutive years prior to the 2013-2014 HAABE Teacher of the Year Awards competition.

4.  Be recognized by the school district as an outstanding teacher in all professional areas.

5.  Provide letters indicating that the nominee is respected and admired by students, parents, and colleagues.

6.  Exhibit distinguished leadership service to the profession and the community.

7.  Be a current member of HAABE and TABE if recognized as his/her District’s 2013-2014 Secondary ESL Teacher of Year.

8.  Become a NABE member if selected as TABE Bilingual Teacher of the Year to compete nationwide.

III. HAABE TOY Timeline

Dec. 2013: HAABE TOY competition begins.

Teacher of the Year Packet posted on http://www.haabe.org/forms.html

School districts receive an invitation to participate in the HAABE TOY competition.

Jan. 6 – 31, 2014: School district TOY representative sends TOY application to campuses.

Campuses select their TOY. Selected campus winners complete application and obtain letters of recommendation/ support from principals, supervisors, and parents.

Campus TOY names are submitted to school district TOY representative.

Individual TOY Awards Ceremony tickets are available for online order ($60.00 www.haabe.org). Tickets will be mailed when payment is received.

Feb. 3-7, 2014: District TOY Selection Committee is formed. Committee member names are submitted to the HAABE TOY Coordinator via e-mail to

District TOY Selection Committee receives campuses TOY applications.

Feb. 10-21, 2014: District TOY Selection Committee selects three TOY finalists: a Bilingual TOY, an ESL Elementary, and an ESL Secondary Teacher of the Year.

District TOY representative verifies that TOY finalists meet all qualifications including membership in HAABE and TABE.

District TOY representative notifies TOY finalists.

Mar. 17 – 28, 2014: HAABE TOY Selection Committee reviews portfolios and selects the HAABE Bilingual, ESL Elementary, and ESL Secondary TOY Winners.

Apr. 18, 2014: last day for individual TOY Awards Ceremony tickets online order ($60.00 www.haabe.org). Tickets will be mailed when payment is received.

2013-14 HAABE Bilingual/ESL Teacher of the Year

Portfolio is to be submitted only by districts Bilingual/ESL finalists. All finalists may potentially represent HAABE to the TABE competition, therefore portfolio submission should adhere to TABE TOY guidelines http://www.tabe.org/files/424127/esl%20toy%202013.pdf. Portfolio must be presented in a well-organized notebook. Creativity and teachers’ personal style is encouraged. Although the Portfolio’s sections are similar to the Application Packet’s, finalists may include additional pictures, drawings or artifacts that will help them expand their ideas. A 5x7 glossy black & white photograph and a CD or memory stick with curriculum vitae/resume and all essays must be included, as well as an electronic version of the picture emailed to .
