Dear Select County and District Superintendents and Charter School Administrators:

ELEMENTARY AND SECONDARY EDUCATION ACT, TITLE III LEP STUDENT SUBGRANT PROGRAM APPLICATION FOR FUNDING, FY 2014–15

The purpose of this communication is to inform you that your application for Title III LEP funding via Consolidated Application and Reporting System (CARS) requires additional attention on your part to be considered complete.

Under the Elementary and Secondary Education Act (ESEA), Title III, Part A, the California Department of Education (CDE) provides formula subgrant awards to local educational agencies (LEAs) that enroll one or more English learner (EL) students. Title III funds are to be used to provide supplementary programs and services to EL students. In addition, pursuant to the ESEA, Section 3114(b), a state educational agency shall not award a Title III Limited English Proficient (LEP) Student Subgrant in an amount that is less than $10,000. LEAs eligible to receive a subgrant of less than $10,000 must form a consortium where the subgrant generated by the participating LEAs collectively equals, or surpasses, $10,000.

Based on the data reported in the 2013 California Longitudinal Pupil Achievement Data System (CALPADS), your LEA has been identified as consortia eligible for a Title III LEP Student Subgrant in 2014–15. The per-pupil amount for 2014–15 will be determined after the close of the application process on June 30, 2014. LEAs identified with consortia status, which are eligible to receive a subgrant of less than $10,000, must form and/or join a consortium and apply via the online consortia application.

To complete the application process and receive funding, you are required to submit your consortia application in addition to the CARS application. To do this, please review the Title III Consortia Details at the CDE Title III Consortia Details Web page at http://www.cde.ca.gov/sp/el/t3/lepconsortia.asp, choose a lead, and then complete the online consortium application on or before July 29, 2014. The unique personal identification number (PIN), also required to access the online system, will be sent in a secure e-mail on the same day as this notification.

LEAs who participate in the Title III program funding are required to update their LEA Plans annually (ESEA, Title III, Part A, Section 3114). The annual LEA Plan update must include a budget. As part of the CARS “Certificate of Assurance” page, the CDE is requiring that LEAs provide a direct link (URL) to their posted updated LEA Plan and budget. CDE staff will confirm that the updated plans are posted at the URL provided before releasing any funds to LEAs.

Charter schools that are direct funded and consortia leads who receive Title III funds will be held accountable for meeting the annual measurable achievement objectives (AMAOs) for ELs and will receive Title III Accountability Reports annually. Program requirements also include regular reporting obligations.
