DRAFT MINUTES OF BRAYFORD PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON THURSDAY 17th NOVEMBER 2016 at 7.30 p.m.

PRESENT: B. Symons, Chairman, N. Barrow, Jane Jeyes, M. Naden, A. Boddington, G. Collier, T. George, District Cllr. R. Edgell, Mr. Joe Poole and in Attendance, Margaret Hartnoll, Acting Parish Clerk.

1.APOLOGIES were received from Cllrs. Ray Dart and Steve MacAllister.

2.PUBLIC PARTICIPATION

Mr. Matt Goodwin and Pru Fong, who have recently moved toThe Lodge, Mockham Down Farm, came to this meeting to describe briefly their business proposal for this site, which includes the Iron Age Settlement. Response to their pre-application to N.D.C. indicated concern about traffic/car parking; impact on the settlement and a request for proof that there is a demand for a “glamping”site. The Local Policy will be considered when a full planning application is received. The Chairman thanked Matt Goodwin and Pru Fong for coming to inform the Parish Council of their proposals.

3.APPROVAL OF THE MINUTES DATED 13th OCTOBER 2016 – M. Naden proposed and T. George seconded that the minutes are signed as correct.

4.MATTERS ARISING:

i)TEAM MULTI ACADEMY TRUST:

a) Grass cutting in the Play Area – Parish Clerk was asked to write to Caroline Tucker to request a final thorough winter strim/mow in the Play Area.

b) Draft Lease – Mr. Edgell recommends that the Chairman talks to Mr. Ken Miles, N.D.C. Legal Dept., to make an appointment for an initial meeting to show him a copy of the draft Lease, with particular reference to the Acland stipulation.

In the meantime, the Clerk will contact Caroline Tucker to update us on the present position of the lease, time-scale etc.

ii)Website update – from Joe Poole.

Steve Warren has prepared an embryo design for consultation. Councillors are invited to visit: to look at the Village Hall section, which is top centre of the menu, as this will give some idea of the kind of content Steve is proposing. Councillors will be able to discuss proposed changes with him at the December meeting.

iii)Trees and bushes at the Shop Hill – Cllr. Barrow will trim these as soon as he can to improve visibility.

iv)The new Nook noticeboard has been installed in the bus shelter by Mr. Mick Smith. The Clerk will write to thank him for kindly re-making this (at cost price only).

v)Play Area – Cllr. Naden has sealed the mats once more.

vi)New Parish Councillor – the application from Mrs. Penny Crane was discussed. It was unanimously agreed to accept this application. The Clerk will write to Mrs. Crane to this effect and to invite her to the December meeting.and, also, to inform Sophie Heaton, Electoral Services Assistant, N.D.C.

5.NEIGHBOURHOOD WATCH

No crimes have been reported from P.C.S.O. Beverley Bray. Cllr. George recommends extra vigilance as the festive season approaches.

6.LENGTHSMAN - Drain blocked by Mockham Down.

7.PROJECTS UPDATE

Solar Company – the Chairman is optimistic that the new Company will pay the community fund in due course.

8.PLANNING APPLICATIONS

Notice of Planning Appeal from N.D.C. for Erection of agricultural shed for housing livestock at Land off Little Bray Lane, Ref: 60355.

9.FINANCE

Nat.West. Statements dated 30th September to 1st November 2016: Current Account, £5,439.52; Business Reserve Account, £23,242.72.

(Included in the Reserve Account: Parish Paths, £452; Play Area, £967.82; Church Bells, £2,960, possible Election costs, £850).

Outgoings: Salary of Parish Clerk, £117.84; Grant Thornton, Auditor, fee, £30;

N.D.C. Print Room, Newsletter Aug./Sept., £31.50; M. Smith, materials for new notice-board at The Nook, £103.03; M. Naden, sealant for Play Area, £11.47.

N. Barrow proposed and Jane Jeyes seconded approval of this expenditure.

Incomings: Sandra Adams, £3 advertisement in Newsletter.

BUDGET FOR 2017

The Chairman had prepared the draft Budget and e-mailed copies to all Parish Councillors and the Clerk. This was carefully discussed.

The new Parish Clerk, Mr. Joe Poole, will be taking over in December and has stipulated that he does not wish to receive a salary, however small. The legal implications of his generosity have yet to be overcome. Richard Edgell to look into and see if there is a way to overcome this. If the Parish Council is awarded the Bratton Fleming Solar Panels Community Fund, there will be £7,119 towards a Project.

Village Hall rents are increasing in the New Year from £12 to £15 per meeting.

The Chairman decided, after taking advice, to keep £15,000 to £17,000 in the Reserve Account unallocated.

The Chairman was thanked for his hard work.. A. Boddington proposed and N. Barrow seconded that the Budget is accepted. This was unanimously agreed.

10.MEETINGS ATTENDED

Cllr. Jeyes attended the Village Hall meeting recently:

The Village Hall has now obtained a new Premises Licence that allows the selling of alcohol at hired events. This brings it into line with most other village halls and will help with much needed fund-raising.

Permission was given to add a List of Brayford Christmas Events to the December Newsletter (at an additional cost of £20 for printing).

Concern has been expressed by mothers of school children that the Douglas fir tree on the Village Hall bank looks unsafe. Tree Warden, A. Boddington, recommends that the Village Hall Cttee. requests opinions from 2 tree surgeons on its condition.

11.UPDATE ON LOCAL MATTERS FROM DISTRICT CLLR. RICHARD EDGELL

Waste and Re-cycling – the two trial areas for changes to the collections have not yet been identified. N.D.C is hoping to increase re-cycling to over 50%, at the same time as reducing the cost.

12.CORRESPONDENCE has been discussed throughout the meeting.

13.MATTERS BROUGHT FORWARD AT CHAIRMAN’S DISCRETION

Christmas celebrations at The Nook on Sunday 18th December at 7 p.m.– Cllr. MacAllister has agreed to secure the tree; Parish Cllrs., and volunteers, please, to produce mincepies, biscuits, sausage rolls. The Chairman will bring mulled wine and Cllr. Barrow will fit the fire grate and bring logs. Grateful thanks to the Colliers who produce the music.
