Goal 1

To carry out autonomous inspection on the realization of human rights and freedoms and take effective action to prevent and terminate human rights violations

Objective 1.1

To carry out inspection and surveys and determine the Commission’s policy immediately

Activity 1.1.1

To conduct at least 2 comprehensive surveys per year on legislation and situation of human rights and freedoms;

Activity 1.1.2

To conduct at least 2 inspection per year in institutions such as penitentiaries, detention facilities, hospitals, nursing homes, children’s institutions, and private corporate entities;

Activity 1.1.3

To carry out public and open inspection;

Activity 1.1.4

To collect information on human rights issues immediately that can attract attention and create database;

Activity 1.1.5

To carry out analyses of human rights issues every time they come out in society and report to the Commissioners and staff of the Commission thereon and define further actions immediately;

To raise professionalism and quality by involving specialists of relevant sectors when carrying out human rights surveys, inspection, and analyses;

To expose sources of information to the public by posting inspection, survey, and monitoring results on the webpage and Information and Inquiry Center and delivering them to relevant institutions every time they come out

Objective 1.2

To increase capacity and social judgment that will express pictures, growths, and declines of an annual report on the situation of human rights and freedoms in Mongolia

Activity 1.2.1

To develop regulations for preparing an annual report on the situation of human rights and freedoms in Mongolia and criteria of assessing the realization of human rights in collaboration with experts;

Activity 1.2.2

To influence the implementation of Article 1.1.1.11 of the National Human Rights Program (NHRP) of Mongolia as with respect to open discussion of an annual report on the situation of human rights and freedoms in Mongolia in a parliamentary session prior to discussion of public budget-related items;

Activity 1.2.3

To enable representatives from multiple social groups to participate in developing an annual report on the situation of human rights and freedoms in Mongolia;

Activity 1.2.4

To conduct an advertising campaign for an annual report on the situation of human rights and freedoms in Mongolia according to a special plan

Objective 1.3

To make effective and realizable proposals and influence the implementation of actions set forth therein

Activity 1.3.1

To hold meetings with relevant institutions to ensure the realization of the Commission’s proposals and create a network to cooperate in realizing such proposals;

Activity 1.3.2

To report significant proposals to the public and have support from governmental and non-governmental organizations and citizens in ensuring its realization;

Activity 1.3.3

To cooperate providing regular support for relevant institutions in terms of methodology in implementing actions set forth in the Commission’s proposals

To increase public awareness of human rights, shape respectful attitude to others’ rights, and build capacity to protect one’s rights

Activity 2.1.1

To organize a public lecture on highly important or pressing human rights issues coming out in a given year on a semi-annual basis;

Activity 2.1.2

To continue to issue “Human Rights Journal” and ensure that it develops into reputable one specialized in human rights issues;

Activity 2.1.3

To improve the content of “NHRC’s News” quarterly bulletin and make it more available for the public;

Activity 2.1.4

To take action in advance of the International Human Rights Day on an annual basis according to a special plan;

Activity 2.1.5

To prepare and distribute printed advertising materials such as handbooks, folding-materials, posters, photo and cartoon albums, and picture books for children;

Activity 2.1.6

To prepare and make television and radio programs, distant learning programs, and television advertisements available for the public and cooperate supporting production of theater and television performances;

Activity 2.1.7

To announce different types of contests such as paper, essay, photo, documentary, and lecture ones and direct public attention to human rights issues;

Activity 2.1.8

To apply new advertising approaches such as advertisements in streets, electronic banners, and motion advertisements;

Activity 2.1.9

To convert the Commission’s webpage into a combination of information, inquiry, and communication and operate it on a regular basis;

Activity 2.1.10

To take into consideration the publication of advertising materials in the form of braille, big letter, audio, video, and talking books

Objective 2.2

To raise quality and efficiency of human rights training courses focused on target groups

Activity 2.2.1

To conduct human rights training courses focused on target groups on a regular basis;

Activity 2.2.2

To develop and apply a package of learning materials for the Commission’s human rights training courses;

Activity 2.2.3

To prepare a roster of trainers specialized in human rights issues and cooperate with them;

Activity 2.2.4

To evaluate training courses regularly and improve the content, methodology, and material resources;

Activity 2.2.5

To look into conduct of training courses for human rights trainers who will receive certificates from it

Objective 2.3

To strengthen the human rights training system in the formal educational sector

Activity 2.3.1

To cooperate with the Office of the NHRP Committee in and contribute to passing the Sub-Program on Human Rights Education;

Activity 2.3.2

To cooperate with relevant institutions in implementing the World Program on Human Rights Education in Mongolia and provide support;

Activity 2.3.3

To evaluate the teaching of human rights class in connection with the conversion of secondary education to a twelve-year system;

Activity 2.3.4

To refine the sample human rights curriculum and promote teaching of human rights class in institutes and universities that provide legal education according to the sample curriculum and make human right class compulsory in institutes and universities;

Activity 2.3.5

To ensure that human rights class is introduced in curricula of institutes and universities where physicians, teachers, and social workers are educated and develop sample human rights curricula for such institutes and universities in collaboration with relevant ministries, institutes, universities, and specialists;

Activity 2.3.6

To promote writing of textbooks for human rights class;

Activity 2.3.7

To take action to improve a school environment for human rights by increasing knowledge of human rights of employees of educational institutions and advocating right-based education

To improve the efficiency of protection of human rights and freedoms and restoration of violated rights

Objective 3.1

To introduce new approaches into complaint settlement procedure;

Activity 3.1.1

To develop procedures for reconciliation and intermediation, build material resources, and enable employees to specialize in reconciliation and intermediation;

Activity 3.1.2

To make a claim to a court on one’s behalf with respect to a human rights and freedom violation

Objective 3.2

To improve the efficiency of complaint settlement procedure and implementation of the Commissioner’s recommendations and demands

Activity 3.2.1

To disseminate information and advertisements for the Commissioner’s recommendations and demands and their legal implications and complaints falling within the jurisdiction of the Commission;

Activity 3.2.2

To analyze the implementation of the Commissioner’s recommendations and demands on a regular basis and determine means of improving it;

Activity 3.2.3

To hold a meeting to get to know the implementation of the Commissioner’s recommendations and demands and get to know it in person;

Activity 3.2.4

To shape liability set forth in Article 26.1.2 of the Law on the NHRC that applies to institutions and officials that fail to implement the Commissioner’s recommendations and demands

To promote Mongolia’s ratification, implementation, and application of international human rights treaties;

Objective 4.1

To promote ratification of and accession to international human rights treaties and conventions

Activity 4.1.1

To provide continued support for the ratification of the UN Convention on the Rights of Persons with Disabilities and its Optional Protocol and Optional Protocol of the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment;

Activity 4.1.2

To translate the Convention on Protection of All Migrant Workers and Their Family Members into Mongolian and make it publicly available;

To carry out research into new treaties and conventions adopted by the International Labor Organization (ILO) and determine those Mongolia will need to ratify and accede to

To promote implementation and application of international treaties and conventions

Activity 4.2.1

To analyze compliance of national legislation with provisions of international human rights treaties under Activity 1.1.1 and incorporate it in an annual report on the situation of human rights and freedoms in Mongolia;

Activity 4.2.2

To comment on reports to be delivered by the Government to the UN Committees when they are being prepared;

Activity 4.2.3

To contribute to implementing recommendations extended by the UN Committees;

Activity 4.2.4

To carry out activities combined training, advertising, and policy aimed to promote application of international treaties and judicial and administrative practices;

Activity 4.2.5

To develop a handbook on methodology of individuals’ making complaints to the UN Committees and make it publicly available

To expand its multilateral cooperation and consolidate its national and international repute;

Objective 5.1

To continue to develop its cooperation with international and regional organizations and consolidate its national and international repute;

Activity 5.1.1

To establish ties with human rights institutions of the European Union (EU), Association of Southeast Asian Nations (ASEAN), USA, and United Kingdom of Great Britain and Northern Ireland (UK), and international environmental organizations in addition to maintaining its current cooperation;

Activity 5.1.2

To lead participation in major international forums such as a meeting of the International Coordinating Committee of National Human Rights Institutions (NHRI) and meeting of the Asia Pacific Forum of NHRIs (APF) and advertise the Commission’s activities;

Activity 5.1.3

To ensure that the Commission participates in staff exchange and training programs being implemented within the Office of the UN High Commissioner for Human Rights (OHCHR) and APF;

Activity 5.1.4

To implement projects with and receive assistance from international organizations and other institutions

Objective 5.2

To cooperate with domestic governmental and non-governmental organizations on a regular basis

Activity 5.2.1

To organize a national forum on human rights under the auspices of the President of Mongolia in collaboration with the President’s Office on an annual basis;

Activity 5.2.2

To sign memorandums of understanding (MoU) to cooperate with some necessary governmental and non-governmental organizations in addition to performing its obligations under the MoUs signed with the UN International Children’s Fund (UNICEF) and Confederation of Mongolian Trade Unions (CMTU);

Activity 5.2.3

To work in working groups to draft human rights-related bills, amendments, and revised bills;

Activity 5.2.4

To develop its cooperation with business entities, involve them in actions to respect and protect human rights, help them integrate into the UN World Declaration, and advertise UN business norms;

Activity 5.2.5

To cooperate with civil society organizations on a regular basis and focus on capacity building;

Activity 5.2.6

To develop its cooperation with educational, cultural, and religious institutions and press and collaborate with them in increasing public awareness and understanding of human rights

To strengthen the Commission and improve the efficiency of its activities

Activity 6.1.1

To make amendments to the Law on the NHRC to create legal regulation aimed to increase the Commission’s powers and improve the efficiency of its activities;

Activity 6.1.2

To ensure that a technical expert determines financing required for the Commission to perform its legal functions and obligations;

Activity 6.1.3

To receive financing adequate for the Commission’s performance of its legal obligations;

Activity 6.1.4

To continue to hold “Open Human Rights Day” event in rural areas, maintain the Commission’s access to rural areas, and look into means of establishing a structure that will represent the Commission in rural areas;

Activity 6.1.5

To look into financing of the part-time Council, improve the efficiency of its activities, and enable it to function in connection with other civil society organizations;

Activity 6.1.6

To expand resources of the Commission’s library, catalog them at a professional level, and lay foundations for a consolidated human rights library in Mongolia;

Activity 6.1.7

To use an allocated budget efficiently and improve the Commission’s equipment on a regular basis

Objective 6.2

To build capacity of the Commission’s staff and create conditions for commitment to permanent employment

Activity 6.2.1

To involve the Commission’s staff in human rights short-term training courses being conducted at both the international and national levels and staff exchange programs;

Activity 6.2.2

To ensure that each staff member of the Commission specializes in a specific human rights area and promote conduct and publication of individual research and works and training courses;

Activity 6.2.3

To involve the staff in short and long-term training courses at the Commission’s expense;

Activity 6.2.4

To involve the staff who meet specific requirements and criteria in postgraduate courses in domestic and foreign institutions and universities;

Activity 6.2.5

To conduct in-house training courses on a monthly basis considering needs of the Commission’s staff for training;

Activity 6.2.6

To be a model institution for other governmental and non-governmental organizations and business entities in terms of respect of the rights of employees and creation of favorable working conditions;

Activity 6.2.7

To establish requirements for skills, ethics, interpersonal communication, and accountability and shape public service culture;

To carry various recreational activities for the Commissioners and staff;
