Job Purpose

The InterimGovernance Programme Officer, Great Lakes will be responsible for supervising and monitoring the “Action for Better Governance II” (ABG) Programme- a multi-country DFID-funded governance programme in its second phase of implementation. S/he will also be responsible for collecting and analysing programme information, assuring programme quality, supervising and monitoring programme partners, organizing programme meetings and workshops and liaising with CAFOD’s Programme Manager Governance and Peace Building and CAFOD’s Africa Governance coordinator. Furthermore, s/he will support proposal and budget development to further develop governance programming in the region. This is a short term maternity cover – of 6 months with possibility of extension.

Job Scope

The post will be situated within the CAFOD Goma office. S/he will work with CAFOD programme staff based in Goma, Kinshasa and Nairobi and support implementing partners working in the DRC. Frequent communication and travel within eastern DRC and to Nairobi is expected of the post holder. The post will also liaise with CAFOD’s Programme Development and Funding Officer (PDFO) based in London, UK.

Accountability

The post-holder will report tothe Programme Manager Governance and Peace Building based in Kinshasa. The post-holder will be task-managed by the Programme Manager of the ABG Programme based in Nairobi, Kenya.

Key responsibilities

1. Provide M&E support, supervision and coordination to implementing partners of the ABG Programme in DRC.

2. Monitor and report on progress and impact of partners’ projects in DRC. The post holder will be mainly responsible for supporting partner reporting; preparation of the ABG partner meeting in Nairobi; production of case studies for donor reporting and contributing to the drafting of proposals for ABG II in the DRC.

3. Support the Finance Department to monitor expenditure against approved budgets. This includes ensuring implementing partners report against their approved budgets.

4. Facilitate programme learning amongst implementing partners in the DRC by organising and implementing partner workshops, exchanges and learning events.

5. Contribute to the development of new programmes of work in line with CAFOD’s corporate and regional strategic frameworks.

I.Develop, nurture and manage relationships with CAFOD’s partner organisations in the DRC, in agreement with the Programme Manager.
Identify and organise responses to the learning needs of partner organisations through networking, organising workshops and exchange visits, in conjunction with CAFOD’s support teams.
II. Demonstrable knowledge and experience in institutional donor reporting (especially DFID) and M&E.
III. Good interpersonal skills and possess a team-oriented attitude; able to work with others to get the job done.
IV. Strong written (especially donor reporting) and verbal skills in English and French.

Terms and Conditions

Contract / 6 months contract with possibility of extension
Salary / Your salary will be 2,063.15$ (gross salary) per month being grade 6a Kinshasa office salary scale.
Holidays / 20 working days per annum plus statutory holidays plus 6 days determined by CAFOD at Christmas/Easter.
Notice period / One week either way during the probationary period. One month after the completion of the probationary period.
Pensions / You are able to join CAFOD’s contributory pension scheme (10% contribution from employer; 5% contribution from employee).

About the Action for Better Governance (ABG) Programme

Between 2008 and 2013, CAFOD, and our sister agency from Ireland, Trócaire, was awarded approx. £5million GBP from the DfID’s Governance and Transparency Fund (GTF) which was used to support the work of both Catholic Church and non-Church civil society organisations in nine African countries to build their competence and capacity to engage in advocacy work with government at different levels. This was the first phase of the Action for Better Governance Programme. The Programme is now in its’ second phase which is funded by DfID Match Fund and being implemented in the DRC, Zambia, Zimbabwe, Mozambique, Kenya, Uganda, Sierra Leone and Liberia. The major objectives of the Programmes’ second phase in the DRC is to increase women’s political representation and participation in decision making, advocate for greater autonomy and resources at Provincial and ETD levels in DRC, preparing local communities for local elections and advocating for democratic, fair and transparent local elections.
