TEAM MANAGER – BETTER IN KIRKLEES SERVICE

Grade:NJC scale SO2 -PO1 (£27,924 - £30,978 pro rata)

Hours:18.5 hours per week (days of work are negotiable)

For the first 4 months of employment, there is the option to extend hours of work up to 30 per week, depending on availability of applicants.

This post is funded for 2 years, with the potential to be funded for a further 2 years.

It will be necessary to work flexible hours including some evenings and weekends.

Background

Touchstone has recently been awarded the contract to develop and deliver Better In Kirklees (BiK) – Kirklees’ social prescribing service. Along with our partner West Yorkshire Sport, we are recruiting a team of talented self-starters who develop, promote and deliver an ambitious and outcomes-focused BIK.

Better in Kirklees (BiK) supports Kirklees’ residents with health and social care needs to be active and involved in the community. It does this by linking service users to a growing network of groups and activities. BiK gives information, support and encouragement. The result is that people have improved health and wellbeing, crises are prevented and independence is promoted.

  1. Purpose of the Role
  2. To effectively lead the developmentof BiK, which is new to Touchstone, and manage the service to ensure its meets the needs of service, organisation and commissioners.
  3. To ensure that Touchstone develops positive relationships with a very broad range of stakeholders, includingYorkshire Sport Foundation, Kirklees’ CCGs and General Practitioners, Kirklees Community Partnerships,BiK’s member organisations, and other community groups and those who lead them.
  4. To effectively lead and manage staff to ensure the needs of the service are met.

1.3 To be responsible for the gathering of evidence to demonstrate the outcomes of BiK for individual beneficiaries, for external partners,and for the district as a whole. Individual beneficiaries are service users and volunteers/ Peer Champions within the service.

1.4To ensure that all organisational and project - specific systems, policies and procedures are understood, adhered to and periodically reviewed by the team.

2. MANAGEMENT OF STAFF

2.1 To provide day to day leadership to the team of 5 paid staff, (which may increase over time), one of whom will be employed by West Yorkshire Sport, the rest employed by Touchstone.

2.2To develop and maintain an effective team approach, recognising and maximising the collective knowledge, skills and experience available within the team.

2.2 To lead staff, volunteers and service users in developing an implementing an annual Team Action Plan, aligned to Touchstone’s strategic objectives.

2.3To supervise the Better In Kirklees Workers, thePeer Champion Coordinator and Administrator, in line with Touchstone’s policies and procedures; to ensure staff carry out key tasks such as support plan reviews and evaluations and meet service expectations.

2.4To carry out staff appraisals and monitor individual performance against agreed targets.

2.5To conduct regular Learning and Development Needs Analyses with all staff and volunteers, as well as with the services’ team as a whole. To use the findings of these analyses to develop a team training plan in conjunction with the Senior Manager.

2.6To ensure that BiK’s paid and voluntary staff adhere to Touchstone’s policies and procedures.

2.7To undertakerecruitment and selection, and induction of staff and volunteers.

3. SERVICE MANAGEMENT

3.1 To ensure that the scheme complies with organisational policy, funders’ requirements and relevant legal requirements.

3.2 To manage systems in order to make sure that staffare deployed effectively, absence is covered and service delivery runs smoothly.

3.3 To ensure that referral, monitoring and evaluation systems are developed in partnership with commissioners and others, and that they are adhered to. Engage the team in using the findings to improve service quality.

3.4 To develop, implement and review of a Team Action Plan, as well as other corporate initiatives.

3.5 To be pro-active in promoting equality, diversity and opportunity across the scheme.

3.6 To keep the Senior Manager informed about serious and untoward incidents, safeguarding issues, health & safety concerns, financial issues, service user and staff welfare, as well as ensuring that the team meet allrelevant external and internal monitoring requests.

4. QUALITY & INCLUSION

4.1 To ensure that all consultation with staff, volunteers, service users, referrers and funders is carried out regularly in line with organisational policy and that all findings are responded to and/or acted upon.

4.2 To make sure that the team fully engaged with Touchstone’s quality assurance regimes and that the scheme derives maximum benefit from this.

4.3 To empower service users to take part in decision making processes and in service development and review.

5. SERVICE DEVELOPMENT

5.1 To maintain an up-to-date knowledge of mental and physicalhealth, social care, community development and community care issues, practices and services.

5.2To ensure effective working with partners in the NHS, Local Authority, and the rest of the voluntary sector.

5.3 To broaden BiK’s membership of voluntary, community and faith sector organisations and groups. To engage, support and develop member organisations to meet the needs of BiK service users.

5.4 To develop and implement a peer involvement strategy, supporting Peer Champions (volunteers) at BiK, as well as peer volunteer schemes in member organisations.

6. FINANCE & RESOURCES

6.1 To manage delegated budgets and ensure all purchasing is undertaken in accordance with Touchstone’s expectations.

6.2To ensure that premises are well maintained and comply with relevant legislation and regulations.

7. GENERAL

7.1 To develop any service specific procedures necessary for the achievement of BiKs’ objectives.

7.2 To provide information about BiK and other Touchstone services to people/agencies with an interest in the organisation's work.

7.3 To work at all times as part of a team. This includes working with other staff in Touchstone, attending management team meetings and staff meetings.

7.4 To be an active and effective member of the Management Team.

7.5To take part in Touchstone's manager on call rota

7.6To receive regular supervision, annual appraisal and training in line with Touchstone’s policies and procedures.

7.7To work flexibly in accordance with the needs of BiK, including undertaking out of hours and weekend work as required.

7.8.To be inducted, supervised, performance monitored and appraised in line with the organisation’s performance management policies and procedures.

7.9To be responsible for personal learning and development where appropriate and undertake training, both mandatory and optional, to increase knowledge, skills and awareness

7.10To provide monitoring information and reports as part of funding and organisational requirements and for the Board of Trustees as requested by Touchstone management.

7.11.To participate in the further development of the service and organisation in conjunction with Senior Management Team, as requested.

7.12.To be aware of and employ the general practices of Touchstone’s Health and Safety policy and ensure these are adhered to at all times.

7.13.To operate within the aims, policies and practices of Touchstone at all times and to be committed to and promote the organisation’s Equal Opportunities and Anti-Discriminatory policies.

7.14.To ensure information is dealt with in accordance with Touchstone’s policies around Confidentiality, Communications, Internet, Email and Telecommunications and steps are taken to ensure that confidential information is secure e.g. service user data.

7.15.The post holder will be part of the Better In Kirklees team, but may be required to carry out similar duties in other parts of Touchstone to contribute to the effective operation of the organisation.

7.16To undertake any other duties as directed by the Senior Manager that may reasonably fall within the scope of the post.
