Underworld Gangster & Extortionist nabbed

The officers of Special Cell in one of the most meticulously planned operation have arrested a notorious underworld Gangster and extortionist Bhupinder Singh Vohra @ Bhuppi aged 33 years s/o Late Jeevan Singh Vohra r/o Ashish Hotel, Tali Tal, Nainital, Uttarakhand (presently operating from Kathmandu, Nepal) on the basis of intelligence developed over a long period of time. He has been nabbed on 27th Dec, 2010 by a team of Special Cell officers comprising Insps. Manoj Dixit, Hriday Bhushan, Lalit Mohan, Ramesh Lamba and a team of STF/Uttrakhand under the supervision of ACP Bhisham Singh from near Sounali Border, Gorakhpur U.P. on the basis of specific intelligence about his activities from across the border in Nepal. Bhupinder Singh Vohra @ Bhuppi is a close associate of international extortionist Prakash Pandey @ Bunty Pandey @ PP with whom he is involved in cases of murder, extortion, National Security Act, attempt to murder etc in Delhi, Uttrakhand and other States. He is also associated with underworld dons namely Chhota Rajan, Aizaz Lakarwala & Bharat Nepali etc.

He is involved in 15 heinous cases including 02 cases in Delhi (Annexure A).

Out of 15 cases :-

* Arrested in 8 cases and NBW issued & PO.

* To be arrested in 7 cases for last many years.

Two extortion cases in Delhi :-

* On 6.5.09 threatened a businessman for extorting Rs 50 Lacs.

* On 13.8.09 extortion threat for 50 Lacs to another businessman.

* Both cases with Special Cell worked out with his arrest.

* Delhi Police has declared reward of Rs.50,000/- for Bhupinder.

Bhupinder Singh Vohra @ Bhuppi alongwith Prakash Pandey @ Bunty Pandey @ PP had been running extortion racket for the last many years and it is learnt that a large number of businessman succumbed to their illegal demands and paid them fearing threat to their lives.

Bhupinder’s closest associate Prakash Pandey @ Bunty Pandey @ PP was the sharp shooter of underworld don Chhota Rajan and was recently deported from Vietnam and is presently in the custody of Mumbai Police. Both of them are involved in a very large number of cases for offences like murder, extortion, abduction in Uttrakhand and

Mumbai. They were also closely associated with Chotta Shakil gang after they deserted Chotta Rajan due to sharp differences between the two underworld Dons.

* Uttrakhand Police has declared Rs 1 lac reward.

* Extortion threat extended to Aman Kumar Bhatt of Jai Jagannath Transport, Haldwani.

* Arrested & is presently absconding.

* Extortion threat to Ranbir Kumar of Haldwani.

9/04 U/s 364/302 /201 /120 B IPC PS Talli Tal :-

* Abducted Ravi Varshnay Advocate and Anup Sawant and later killed them in UP.

* Yet to be arrested.

546/06 U/s 302/120B IPC 2/3 Gangster Act PS Haldwani, Uttrakhhand :-

* Killed Pankaj Khandelwal of Jaiguru Jwellers. Pradeep Khandelwal, brother of victim had given a contract for this killing.

* His associates convicted in this case for Life Imprisonment.

* Yet to be arrested.

The accused is being taken on police custody remand for detailed interrogation to account for his other criminal activities in last nearly ten years when he was successful in evading his apprehension by hopping from one country to another & indulging in unbridled extortion.

1. 542/01 U/s 336/386 IPC PS Haldwani Uttrakhand

On 16-02-2001 an extortion threat was extended to one Aman Kumar Bhatt S/o ganesh Datt R/o Haldwani owner of Jai Jagannath Transport by the gang of Bhupinder Singh Vohra @ Bhuppi in which he was arrested and is presently absconding from the trial court.

2. 675/01 U/s 386 IPC PS Haldwani Uttrakhand

On 8-03-2001, Bhupinder Singh Vohra @ Bhuppi gave an extortion threat to one Ranbir Kumar s/o Damodar r/o Mangal Padao, Barailly Road, Haldwani to pay up the extortion bid and was subsequently arrested and later on declared P.O. due to non appearance in the court.

3. 1029/01 U/s 147/148/149/307 IPC PS Haldwani Uttrakhand

On 11-04-01 Bhupinder Singh Vohra @ Bhuppi alongwith his other gangsters fired on the police party near Tanda Jungle, S-more Haldwani and was subsequently arrested and his currently declared P.O. due to non appearance in the court.

4. 692/01 U/s 307 IPC PS Haldwani Uttrakhand

Bhupinder Singh Vohra @ Bhuppi alongwith his other gangsters fired on one Mudit Bansal, owner of Shivam Marble, Tedhi Pulia, Kathgodam Uttrakhand when he refused to their extortion demands. Some of his associates were arrested, but he is still wanted in this case.

The gang members of Bhupinder Singh Vohra @ Bhuppi and Bunty

Pandey killed one Pankaj Khandelwal of Jaigure Jwellers. Pradeep ]

Khandelwal, brother of victim had given a contract for this killing. Some

of their associates have been convicted in this case for Life Imprisonment

but Bhupinder Singh Vohra are still wanted.

2. 9/04 U/s 364/302 /201 /120 B IPC PS Talli Tal

Bhupinder Singh Vohra @ Bhuppi alongwith his other gangsters kidnapped one Ravi Varshnay Advocate and Anup Sawant and later killed them in UP. Some of his associates have been arrested in the case. However, Bhupinder Singh Vohra @ Bhuppi is still wanted in the case.

3. 2629/03 U/s 147/148/149/307 IPC PS Haldwani Uttrakhand

On 10-07-03, gang members of Bhupinder Singh Vohra @ Bhuppi fired on one Rajan Singh R/o Guru Nanak Pura, thereby causing serious injury to him. Bhupinder Singh Vohra @ Bhuppi is yet to be arrested in the case, whereas his associates have been arrested.

4.  2746/03 U/s 386 IPC PS Haldwani Uttrakhand

5.  In the month of July 2003, Bhupinder Singh Vohra @ Bhuppi alongwith his other gangsters extorted a huge sum from an affluent businessman of Haldwani. Some of the gang members were arrested with extortion money, mobile phones and vehicles used in the offence were recovered. However, he is yet to be arrested in the case.

Brief facts of important cases of Delhi in which he is not arrested are :-

1. CASE FIR NO. 23 /09 u/s 387/506/IPC P.S. SPECIAL CELL, LODHI COLONY, NEW DELHI

On 06-05-09 while going to Karol Bagh for business purpose the complainant received the call on his mobile from International number at around 6 pm. The caller asked his name and identified himself as Prakash Pandey @ Bunty Pandey @ P.P. from underworld. When the complainant couldn’t recognized him he took the name of underworld gangster Chotta Shakil whom he called his accomplice and asked him to pay a ransom of Rs. 50 Lacs. When the complainant expressed his inability to pay the said amount he said that he has full information regarding his family and about him and his assets and he ordered him to pay the ransom or his family and he would be eliminated. On his complaint the above-mentioned case was registered and investigation initiated.

2. CASE FIR NO. 55 /09 u/s 387/506/IPC P.S. SPECIAL CELL, LODHI COLONY, NEW DELHI

On 13-08-09, while the complainant was in Delhi along with his family, for

the treatment of his son, he received the call on his mobile from International number at around 5.30 PM. The caller identified himself as Bhupinder Vohra, most trusted associate of Bunty Pandey, from underworld. He asked the complainant to pay a ransom of Rs. 50 Lacs as desired by his boss Bunty Pandey and warned him and his family members of dire consequences, if he failed to pay up the said amount. On his complaint the above-mentioned case was registered and investigation initiated.

2.425 KGs CHARAS & 6 KGs GANJA RECOVERED : TWO ARRESTED

With the arrest of (1) Radhey Shyam s/o Babu Sahab r/o Bahlor Pur, Noida (permanent resident of District Begusarai, Bihar) and (2) Mohd. Ayub s/o Mohd. Khalil r/o Mata Sundari Road, Delhi (permanent resident of District Sitamani, Bihar), Central District police has recovered 2.425 Kgs. Charas & 6 Kgs. Ganja.

TEAM AND THE INCIDENT

There were inputs that some anti social elements are engaged in the sale of narcotic drugs. A joint team of Special Staff/Central District and Police Station I.P. Estate was constituted. Several sources were deployed and local intelligence was gathered.

On 27.12.10, while the police staff was performing patrolling at Mata Sundari Road, at about 5:45 PM, two persons were seen coming from Mata Sundari Gurudwara side. On seeing the police staff, they turned back and started walking speedily which created suspicion. Both the persons were apprehended by the police staff after a short chase. Both of them were carrying bags on their shoulders and on the search of the bags, 2.425 Kgs. Charas & 6 Kgs. Ganja were recovered. Their identity was revealed as (1) Radhey Shyam r/o Distt. Begusarai, Bihar and (2) Mohd. Ayub r/o Distt. Sitamani, Bihar. Consequently, a case vide FIR No. 363/10 u/s 20/29/61/85 NDPS Act was registered at PS I.P. Estate.

Both the accused persons were subjected to sustained interrogation in which they revealed that they used to receive the drugs from one Babloo who is a native of Vill. Bahlor Pur. The seized drugs were kept in the house of Radhey Shyam and they were taking the same to the house of Mohd. Ayub for further sale in the area. The cost of seized Charas is worth lacs of rupees in the International Market.

Further investigation is under progress and efforts are being made to arrest the source.

(1)  Radhey Shyam, aged 30 years s/o Babu Sahab r/o Bahlor Pur, Noida (permanent resident of District Begusarai, Bihar) is illiterate and unmarried. About 4 years ago, he used to work in a factory at Noida where his right hand got crushed in the machine. Thereafter, he indulged in the illegal sale of narcotic drugs.

(2)  Mohd. Ayub, aged 48 years s/o Mohd. Khalil r/o Mata Sundari Road, Delhi (permanent resident of District Sitamani, Bihar) is also illiterate. He is involved in sale of narcotic drugs for last four years. He is previously also involved in a case of NDPS Act of PS Sadar Bazar, Delhi.

OWNER OF SENIOR BUILDERS LTD. AND S-1 TV CHANNEL INVOLVED IN A LARGE NUMBER OF CASES REGISTERED IN DIFFERENT STATES INVOLVING CHEATING OF CRORES OF RUPEES, ARRESTED

With the arrest of renowned builder Vijay Dixit, Chairman-cum-Managing Director of Senior Builders Ltd. and owner of S-1 TV Channel, South District Police has brought to book the accused involved in multiple cases of cheating who defaulted on payment to the investors. Senior Builders Ltd. projected itself as a leader and dynamic group engaged in the high quality construction and real estate development and boasted of exploring vast open lands in Delhi’s vicinity i.e. Gurgaon and Faridabad in Haryana and NOIDA in Uttar Pradesh and pioneering in the field of Shopping Malls in Gurgaon, Faridabad and NOIDA. They lured the innocent people to invest their hard earned money in their projects which they never delivered to them. The so-called "Constructors and Builders" played hide and seek with the investors who having lost their savings filed cases and complaints for relief while the accused Vijay Dixit enjoyed luxurious life in the hiding.
