Minutes of a meeting of the Planning Commission

TUESDAY, MAY 28, 2013

PRESENT: Commission Members: Chairman W. Carvel Wright, Secretary Kim Koerting, David Ambrose, David Parmelee and Dan Ebersole

Absent: Vice-Chairman Rob Maricle, Steve Jamison, and Mayor and Council Liaison Howard Long

PRESIDING: Chairman W. Carvel Wright called the meeting to order at 7:00 p.m.

APPROVAL OF MINUTES:

Chairman W. Carvel Wright declared the meeting minutes of the April 23, 2013 Regular Meeting of the Planning Commission approved as submitted.

NEW BUSINESS

SITE PLAN APPROVAL: Boonsboro High School Track Renovations

The site plan proposes to resurface the existing seven lane track and two event runaways, with an alternate plan to add an eighth lane, shoulders, and a shot put pad.

Ed Schreiber, with Frederick, Siebert, and Associates, stated more than likely the just the resurfacing project will go through, since the alternate bid came in higher than expected.

Town Planner Clark stated since the amount of disturbance for the additional lane and shoulders is over 2,000 square feet; a site plan is required to be approved. She stated the plan meets all the criteria of the zoning and subdivision regulations.

MOTION by Secretary Koerting, seconded by Member Ambrose, to APPROVE THE SITE PLAN FOR THE BOONSBORO HIGH SCHOOL TRACK RENOVATIONS CONTINGENT UPON ALL OTHER APPLICABLE AGENCY APPROVALS. Motion passed unanimously.

DISCUSSION

ZONING ORDINANCE UPDATE

Town Planner Clark presented a draft article to the Zoning Ordinance for Planned Neighborhood Development (PND) regulations. She stated a PND allows flexibility for development over five acres, in terms of the locations of the types of dwelling units and commercial uses within the proposed development. The underlying zoning would still be applied for the types of uses and overall density of the development, but the layout and lot sizes would be up to the determination of the developer, and subject to Planning Commission approval.

The Planning Commission discussed the proposal and felt the regulations should be included in the revised Zoning Ordinance.

PLANNING AND ZONING UPDATES

The Planning Commission discussed the statuses of the Sycamore Run development and AC&T redevelopment proposals.
