AgriSETA was established as the Sector Education and Training Authority for the economic sub-sectors that include primary and secondary agriculture. The following position has become available at their office in ARCADIA, PRETORIA:

MANAGER: SKILLS PLANNING

REF SP 01

PURPOSE:

To understand, interpret and advise stakeholders with regard to the strategic focus of skills development within the sector in the context of the total food chain. To advise and report to the Department of Higher Education and Training on sector trends and achievements relating to skills against the targets set.

To understand macro-economic realities in South Africa (including other sectors) and how it interacts/impacts on the Agri Sector in terms of skills gaps.

To understand and interpret the realities of a dual agricultural economy, land reform and rural development.

To conduct extensive research into the economic realities of the sector, labour market trends, skills supply and demand and the determination of accurate scarce and critical skills in the sector.

To provide strategic guidance to the Accounting Authority and the management based on a deep understanding of the sector.

ROLE CONTEXT:

Planning in a sector where access to information and recorded information can be very challenging requires the incumbent to have a sound understanding of these challenges.

KPA’s:

SKILLS PLANNING

  • Plan and manage both desktop and field research activities required in order to design and deliver on annual as well as 5 years Sector Skills Plan.
  • Interact with stakeholders and decision makers in the sector to gain their perspectives when undertaking research by engaging them to ensure a comprehensive view of the sector situation.

Keep abreast of all economic, particularly macro-economic activities which may influence the sector to incorporate relevant impact into research activities.

ADVICE / REPORTING

  • Report regularly to Board and Exco re skills development in the Sector.

Advise Board, Exco and other stakeholders on strategic HRD issues in the Agri sector

SPECIAL PROJECTS, MOTIVATIONS / APPLICATIONS

  • Plan, implement and project manage special projects identified by AgriSETA by designing proposals, applications and submissions to external funding sources to attract project funding.

DATA CAPTURING

  • Manage the capturing of delivery data in AgriSETA by ensuring the collation of all learner, employer and provider information to accurately record all learning programme information.
  • Designs a report by complying with all requirements in terms of data captured in order to accurately report to the relevant entities.

MANDATORY GRANT SECTION

  • Oversee the activities of the Mandatory Grant Section.

SUB SECTOR COMMITTEES

  • Oversee the activities related to theSub Sector Committees.

Requirements: Masters Degree in Economics and/or Business Management/Education/Agriculture. Exposure in research (both quantitative and qualitative) will be an added advantage.

Employment Period: Contract until 31 March 2016 including a probation period of 3 months.
