WORK MEETING - 6:00 P.M.

REGULAR MEETING - 7:00 P.M.

ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Jerry A. Taylor called the work meeting to order at 6:00 p.m. in the

Escalante City Council Chambers.

Present at said work meeting were Mayor Taylor, Council members Marlene Stowe, Greg Allen, Melani Torgersen, Guy Graham, City Recorder Debra Allen, City Treasurer Stephanie Steed and City Attorney Barry Huntington. Council member Louise Barnes was excused.

The work meeting was adjourned at 6:48 p.m.

Mayor Jerry A. Taylor called the regular meeting to order at 7:00 p.m. in the Escalante City Council Chambers.

Present at said regular meeting were Mayor Taylor, Council members Barnes,

Stowe, Allen, Torgersen, Graham, City Recorder Allen, City Treasurer Steed and

City Attorney Huntington.

Also, present were Ryan Pritchett, Sue Fearon, Deon Alvey, Ray Christian, Blaine Porter, Lawrence Barnes, Terence Tontlewicz, Janalee Bernardo, Emilee L. Woolsey, Geraldine Liston,

Elaine Lott, Dennis Lott, Jean Bramble, Drew Parkin, DeEtte Spencer, Rachel Worlton,

Mark Austin, Peggy Meisenbach, John Meisenbach, Sherri Meisenbach, Dan Meisenbach, Howard Hutchison, Kris Waggoner and Coco Kishi.

Mayor Taylor led the Pledge of Allegiance.

PERSONAL COMMENTS

DEON ALVEY

Mrs. Alvey extended her appreciation for all the support and help on the new clinic. Mrs. Alvey said there were a few people that were not thanked at the ribbon cutting ceremony and she wanted to thank them now. Mrs. Alvey thanked Elaine Lott, Jean Bramble, Lori Coleman and Drew Parkin for their continued efforts on the clinic. A special person Mrs. Alvey also thanked was

Dell LeFevre for the money he helped raise for the clinic.

RYAN PRITCHETT

Mr. Pritchett said Armstrong is working with the city on a Master Plan for the airport.

APPROVAL OF MINUTES

MINUTES OF THE APRIL 07, 2015 MEETING

Council member Torgersen made a motion to approve the minutes of the April 07, 2015 meeting as written. Council member Allen seconded the motion. Motion carried

with Council members Stowe, Graham, Torgersen, Allen, and Barnes voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

There was no Planning and Zoning meeting last week.

SCHEDULED ITEMS

SUE FEARON - RUSSIAN OLIVE TREES ON CITY PROPERTY

Ms. Fearon requested permission for the Grand Staircase Escalante Partners to cut Russian Olive Trees on three properties along the Escalante River owned by Escalante City (map attached). These areas are not fenced. Ms. Fearon said she needs a waver signed by the city. Council member Allen asked if there would be a cost to the city and if other land owners in the area were contacted. Ms. Fearon said there is no charge to the city and other land owners have been contacted. Council member Barnes asked if they were covered with insurance by the Grand Staircase Escalante Partners. Ms. Fearon said they had their own insurance. Attorney Huntington said the liability is waved for sub-contractors and employees. This item was discussed at length. Council member Barnes made a motion to allow the Grand Staircase Escalante Partners to remove the Russian Olive Trees on the city owned properties listed on the waver. Council member Torgersen seconded the motion. Motion carried with Council members Allen, Graham, Stowe, Torgersen, and Barnes voting aye.

TERENCE TONTLEWICZ - MARQUEE

Mr. Tontlewicz said he had finished an updated restoration version of the Moqui Marquee (attached). Elaine Lott said she would like to see the marquee restored as close to the original marquee as possible. The marquee is considered a historical marker for long time students and citizens of Escalante. New lights and a timer needs to be installed. This item was discussed at length.

RESOLUTION 2015-04 - (MUNICIPAL WASTEWATER PLANNING PROGRAM

ANNUAL REPORT FOR 2014) City Recorder Allen explained the Municipal Wastewater Planning Program Report for 2014.Council member Allen made a motion to approve Resolution 2015-04 (Municipal Wastewater Planning Program Report for 2014). Council member Stowe seconded the motion. Motion carried with Council members Allen, Stowe, Barnes, Torgersen, and Graham voting aye.

COURT

Council member Barnes said with the cost of the court and looking at our budget for next year, she would like the council to consider closing it and going with the county court. City Treasurer Steed said she had talked to Administrative Office of Courts and they said we need a motion and a date for closure. This item was discussed at length. Council member Barnes made motion to proceed with closing the court June 30, 2015. Council member Stowe seconded the motion. Motion carried with Council members Graham, Stowe, Allen, Torgersen and Barnes voting aye.

DEPARTMENT REPORTS

ADMINISTRATIVE

City Recorder Allen said she had a citizen request better hearing head phones for the hearing impaired. Recorder Allen said she has made several inquiries and one was loaned to the city to try. We will receive information on the price and quality of other equipment available. The price quoted over the phone will be approximately $170.00 for each headset.

PUBLIC WORKS DEPARTMENT

The Public Works Department had nothing to report.

LIBRARY DEPARTMENT

The Library Department had nothing to report.

FIRE DEPARTMENT

The Fire Department was not present at said meeting.

COUNCIL REPORTS

MAYOR JERRY A. TAYLOR

Mayor Taylor expressed his appreciation and thanked everyone that worked so hard to make our new clinic a reality. The support at the open house and ribbon cutting ceremony was great.

COUNCIL MEMBER GREG ALLEN

Council member Allen said that Armstrong met with the city to help create an airport master plan. This master plan is needed to receive any future funding for the airport.

The airport closure to crack seal the runway was cancelled due to weather.

Council member Allen said correcting the drainage problem by Moqui Gardens is proceeding and the parts have been ordered.

COUNCIL MEMBER MELANI TORGERSEN

Council member Torgersen had nothing to report.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe had nothing to report.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes said the asphalt roller they borrowed from Steve Angle is not working. This will delay the potholes being repaired. Mayor Taylor said if Mr. Angle could take it to Mayor Taylor's shop, his mechanics could repair it.

Council member Barnes said Munson Construction is working on repairing the sidewalks.

Council member Barnes said May 8, 2015 will be our Main Street Clean-up Day. The time will be 1:00 p.m. to 5:00 p.m. There will be a potluck dinner at the pavilion following the clean-up.

UNPAID BILLS

Council member Stowe made a motion to pay the unpaid bills. Council member Allen seconded the motion. Motion carried with Council members Barnes, Torgersen, Allen, Graham and Stowe voting aye.

Council member Torgersen made a motion to adjourn the meeting at 7:35 p.m.

Council member Stowe seconded the motion. Motion carried all in favor.
