Extra Offender Management Services (EOMS)
Introduction
Established in 1990, arbiasis a specialist disability service for people with an ABI, high complex needs and alcohol and other substance related brain injury. It is a non-profit company managed by a Board of Directors from the financial, legal and community sector
arbiasis a progressive organisation that works with individuals across both Victoria and NSW and is a leader in service provision to people with an ABI and high complex needs. A key objective of this service is to work with people who are in crisis and at risk of alienating their support networks, becoming isolated from the community or homeless.

Extra Offender Management Service (EOMS)
Extra Offender Management Service (EOMS) is an innovative new servicefunded through Justice Services in NSW. It targets priority adult offenders evidence based interventions to assist them identify and address the factors contributing to their offending. The service operates on voluntary basis.
arbias is providing forensic specialist services through the EOMS. EOMS combines case management and service coordination focusing on criminogenic needs and the delivery of direct one on one criminogenic intervention for offenders with a range of high complex needs including but not limited to Mental health, Drug and Alcohol, acquired brain injury, and people of Aboriginal and CALD communities through the Parramatta, Burwood and Liverpool Courts.
EOMS additionally offers evidence based one on one offender management to priority offenders who are not under mandated CSNSW supervision. At the point criminal proceedings are commenced (Pre-sentence) and upon their release from custody.
EOMS prioritises persistent reoffenders:
-who cycle through the system time and time again.
-Who are in a group with the risk of reoffending of 70% or more.
Accountability:
The Case Manager/ Consultant (EOMS) reports to and is directly accountable to the Coordinator EOMS and the State Manager NSW Services
The Role
EOMS Case manager will undertake:
- Developing individualized case plans with priority offenders to ensure that goals are met.
- Motivating priority offenders to change via Motivational Interviewing
- Engage priority offenders soon after they are identified to voluntarily participate in assessment and intervention.
- Provide engaged priority offenders with one on one, evidence based management and offence focused interventions to reduce that risk of reoffending.
- Work with other agencies in effective partnerships to deliver consistent and comprehensive management, treatment and services to engage priority offenders.
- Report to the courts and CSNSW about the progress of an offender on the EOMS, to support future sentencing and treatment decisions.
- Working with priority offenders to change their thinking to reduce reoffending change behaviours to address criminogenic needs.
- Appropriately referring priority offenders to services and programs e.g., Liaise with the Department of Justice to enable the necessary support and referral of the client.
- Monitoring priority offenders progress against case plans
- Talking to and engaging with significant individuals in priority offenders lives
Documenting key events, actions and decisions through case notes and reports - Building relationships with community agencies to facilitate priority offenders access to relevant services
- Attend and participate in external meetings and case conference reviews
- Collect and maintain appropriate data including appropriate service delivery and outcome evaluation data.
- Make use of appropriate resources: ie. Forensic ABI ClinicalTreatment Guidelines, arbias training modules, EOMS program delivery models.
- Peer Support Development within the EOMS team and to the broader EOMS program

- Strong verbal and written communication skills.
- Well developed negotiation skills, problem solving and analytical skills.

- Ability to deal with people of all ages, backgrounds and educational levels.
- Demonstrated strong values and loyalty to the Company
- Ability to establish and maintain relationships across government, the Community Service Sector and with other stakeholders.
- Understanding of the Criminal Justice System, AOD, disability, Mental Health, Housingand Accommodation sectors.
- Experience with assessing and providing services to clients with multiple or complex care needs.
- Able to articulate the impact of cognitive impairment on offending behaviour, responses to treatment and rehabilitation.
- Ability to work both independently and as part of a team.
- Familiarity with multi-disciplinary teams and providing consultation and leadership to external stakeholders.
- Familiarity with Word and Excel Microsoft computerprograms.
- Tertiary qualifications in Social Work, Social Welfare, Psychology or otherhealth science discipline.
- Knowledge and experience of case management
- 3+ yearsin providing services to clients with multiple or complex care needs, particularly acquired brain impairment.
Other Requirements:
- Level 2 First Aid
- Current working with Children Check
- Current Driver’s License
- Satisfactory criminal record Check
- Experience with the forensic service system and understanding of best practice related to offender rehabilitation (preferable not mandatory)
