Minutes of the Regular Village Board Meeting Held August 8, 2017

The Board of Trustees of the Village of Mt. Morris met in Regular Session in the Board Room

in Village Hall in said Village at 7:00 PM on Tuesday August 8, 2017.

The Village Presidentcalled the meeting to order and directed the Clerk to call the roll. Upon roll being called, the following answered present: Phil Labash, Shane Pope, Jeff Pennington, Jerry Stauffer, Mike Fay and Jim Hopkins. Upon roll being called all Trustees present voted “Aye.” Presidentdeclared said motion carried.

Corey Buck waspresent.

VISITORS: Dave & Mary Jane Warkins, Dave & Sylvia Saunders, Gary Scott, Clark Faris, Steve Mongan and John Finfrock.

MINUTES: TrusteePenningtonmoved and TrusteePopeseconded the motion to accept the minutes as presented. Upon roll being called all Trustees present voted “Aye.” Presidentdeclared said motion carried.

EXECUTIVE MINUTES: No Report.

TREASURER’S REPORT: No Report.

CURRENT BILLS: TrusteePopemoved and Trustee Penningtonseconded the motion to accept the current bills as presented with the addition of $58,513 to Porter Brothers for street repairs and $3555.00 to Disc Golf Association for disc golf. Upon roll being called, all Trustees present voted “Aye.” President declared said motion carried.

ADMINISTRATION:

PETITIONS & COMMUNICATIONS: Resident Steve Mongan came before the Board with the concern regarding the street clean-up of the loose gravel by Porter Brothers. Trustee Fay reported that Superintendent Davis has contacted Porter Brothers about coming back and finishing the project.

STREET DEPT: Trustee Fay reported that sidewalks were being repaired on East Brayton Road and made note that if there was a concern about a residents sidewalk to his home was being done at the same time said resident was paying for that flat work.

WATER/SEWER: Trustee Pennington reports that two employees will be trained on the new camera system in about two weeks. Everything else is running smoothly in both departments.

FINANCE: A request for the use of TIF funds was presented by the Economic Development group to help with improvements to the façade of the new restaurant in the downtown business district that opened. Trustee Labash moved and Trustee Pope seconded the motion to approve said improvements and not exceed more than $4750.00 and instructed the Village Attorney to create a TIF agreement between the Village and EDG. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried. Resident Mary Jane Warkins asked if some of the other Encore groups would be consulted on the proposed improvements, Trustee Stauffer responded that he would reach out to the other groups.

PARK & RECREATION: Trustee Hopkins reported that he has ordered the disc golf equipment and is shooting for setup sometime in September.

POLICE DEPT: No Report.

ORDINANCE: Trustee Stauffer moved and Trustee Fay seconded the motion to reset the Public Hearing for the adoption of the Comprehensive Plan to September 12th at 7:15 PM Village Board meeting. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

VILLAGE CODES: Trustee Stauffer moved and Trustee Labash seconded the motion to adopt Ordinance 08-02-17 of the Village Code. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

RESOLUTION: Trustee Stauffer moved and Trustee Hopkins seconded the motion to adopt Resolution 08-01-17 authorizing the sale of personal property of the Village, with the asking price of $30.00 each for the old street banners. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

PUBLIC PROPERTY:

CIVIL DEFENSE: No Report.

OLD BUSINESS: No Report.

NEW BUSINESS:

There being no further business to come before this Board. Trustee Pennington moved and Trustee Pope seconded the motion to adjourn the meeting at 7:24PM. Upon roll being called all Trustees present voted “Aye.” President declared said motion carried.

The next regular Village Board Meeting will be held on August 22, 2017 at 7:00 PM in the Village Board Room.
