Re:2013 Street Improvement Project – parts of York Woods Subdivision
Dear Resident:
The Village received bids for the 2013Street Improvement Project and awarded the construction contract to Central Blacktop Company. The project mostly covers the parts of York Woods Subdivision affected by last year’s water main project. This projectshould begin after the Fourth of July and be completed bythe middle of September, weather-permitting. The Village has hired Christopher B. Burke Engineering to perform the inspections when work is occurring as we have done with the last couple paving projects.
The project mostly includes drainage improvements, curb and gutter replacements, milling offfourinches of street surface, installing a two inch layer of initial asphalt and finally installing a new two inch surface course.
Access to properties will be maintained throughout construction. If curb and gutter work occurs in front of your driveway, then you will be further notified about being without access for several days. The curband gutter work should be completed by early August. The curb and gutter replacement locations areoften a judgment call with only 30% replacement in the budget. Regarding such, we look for significantly over a quarter inch of ponding and/or significant deterioration (not all cracking is repaired). If curb and gutter repairs are judged necessary, then the adjacent driveway will also be judged as to if it needssome replacement to match the new curb and gutter. We will also be replacing all non-depressed curb and gutter in front of driveways with depressed curb and gutter unless you contact us to indicate that you don’t want such.
Please allow the Village to have the best project possible by helping dry out your subdivision by turning off your sprinklers once curb and gutter removal begins on your street. Hopefully you can live without sprinkling for possibly up to a monthduring this type of project which should not occur for at least another 15 years. Even though rainfalls come and go, sprinkling causes constant wetness onto the areas of this project and causes water to push excessively up from the ground. The Village may give you one early notice but after that you could be the reason for specific delays. You may resume sprinkling once I have sent you a notice indicating the project in your area is substantially complete.
The entire project will be videotaped just before construction including driveways, mailboxes and parkways for reviewing any damage complaints. Any lawn sprinkler system, private lighting cables, etc. within the Villageright-of-way is the responsibility of the affected property owner and will not be repaired by the Village or its contractor per the Village’s longtime practice. Concrete work can disturb one foot of grass behind it. However, if you clearly mark your sprinkler heads, then the contractor will try to avoid them if possible.
