The Board of Commissioners of Lorain County, Ohio met this day in a regular meeting, in the J. Grant Keys Administration Building,

226 Middle Avenue, Elyria, Ohio, at 9:33 a.m. with the following members present: Commissioner Lori Kokoski, President, Commissioner Tom

Williams, Vice-President and Commissioner Ted Kalo, Member and Theresa L. Upton, Clerk.

JOURNAL ENTRY

Commissioners said the Pledge of Allegiance.

Commissioner Williams presented a 1 year old female American bulldog and will be available Saturday at 3 pm or choose from 24 others.

MURRAY RIDGE SOCCER TEAM - RAIDERS

Commissioner Kokoski said this is the 5th season the Murray Ridge Soccer Team played 5-a-side soccer. The team competes under the auspices of Special Olympics Ohio. 2011 was the first season the team wont he state title at the Ohio Summer Gases held on the campus of The Ohio State University. In 2012 they repeated as State Champions. In 2012 the Raiders finished the regular season undefeated with 10 victories. They had 3 wins over Lake County DD, 2 wins against Geauga County DD, and wins against Sandusky County DD, Lucas County DD, Portage County DD, Medina County DD and Henry County DD. At the Ohio Summer Games they defeated Montgomery County in the semi-finals, 4-2. In the championship game they bested Medina County, 9-0. BJ Winkelman has been the head coach since the team’s inception. He has been ably assisted by Micelle Miller the past 4 seasons.

Eric Byner: age 28, lives in Elyria; this was his 3rd season; he plays defense

Victor Elder: age 28; lives in Lorain; this was his 3rd season; he plays defense

Ryan Eliason: age 24; lives in Grafton; this was his 4th season; he plays offense

Jeremy Foster: age 21; lives in Graton; this was his 1st season; he plays defense/goal keeper

Carl Jeans: ages 39; lives I Lorain; this was his 4th season; he plays offense

Eric Johnson: age 45; live sin Elyria; this was his 5th season; goal keeper

Demetrius (DJ) Overall: age 25, lives in Elyria; this was his 4th season; he plays offense

Angel Rivera: age 22; lives in Lorain; this was his 3rdseason; he plays defense

Kristopher Sommer: age 28; live sin Vermilion; this was his 5th season; he plays defense

Coach Winkelman thanked the Commissioners for this recognition and said these men work hard.

JOURNAL ENTRY

Dr. Amber Fisher, Superintendent, Developmental Disabilities provides benefits to children and adults with mental retardation and

developmental disabilities. DD provides and administers facilities, programs and services for Murray Ridge Center by operating Murray Ridge School including early intervention, pre-school and school age services; workshops/adult day centers; community based employment and residential facilities and support. She said the levy is only 24% of the revenue for DD and some federal monies will soon be lost, therefore the DD board is requesting to have a replacement levy placed on the May 2013 ballot.

Commissioner Williams thanked Dr. Fisher and her staff for a wonderful job, this organization has a place in his heart and it was good to sit down and see a 4-5 year plan with budget and worse case scenarios. This group is great within the communities and the events that they host so they have his full support.

Commissioner Kalo said DD has done a great job, runs a tight ship, great board

Commissioner Kokoski has visited the workshops and it is very nice what a great group.

Discussion continued and the following resolution was adopted:

RESOLUTION DECLARING IT NECESSARY TO LEVY A TAX IN EXCESS OF THE TEN MILL LIMITATION

The 2Board of Commissioners of Lorain County, Ohio, met in regular session on the 12th day of December, 2012, at the office of the Commissioners with the following members present:

Lori Kokoski, President

Tom Williams, Vice-President

Commissioner Kokoski moved the adoption of the following Resolution:

WHEREAS, The amount of taxes which may be raised within the ten mill limitation will be insufficient to provide an adequate amount for the necessary requirements of said Lorain County, Ohio; therefore be it

RESOLVED, by the Board of Commissioners of Lorain County, Ohio, two-thirds of all members elected thereto concurring, that it is necessary to levy a tax in excess of the ten mill limitation for the benefit of:

MENTALLY RETARDED AND DEVELOPMENTAL DISABLED CHILDREN AND ADULTS OF LORAIN COUNTY for the purpose of:

PROVIDING FACILTIES, PROGRAMS AND SERVICES FOR MURRAY RIDGE CENTER BY OPERATING MURRAY RIDGE SCHOOL, WORKSHOPS, COMMUNITY BASED EMPLOYMENT AND RESIDENTIAL FACILITIES AND MAKING CAPITAL IMPROVEMENTS ON THE BUILDINGS OF MURRAY RIDGE CENTER.

at a rate not exceeding 1.6875 mills for each one dollar of valuation, which amounts to sixteen and seven-eighths (16 7/8) cents for each one hundred dollars of valuation, or a five (5) year time period, pursuant to Section 5705.19(L) and 5705.222 of the Ohio Revised Code and other sections of law pertaining thereto. This levy is a replacement levy of 1.6875 mills to be placed on the tax duplicate for the year 2013, to commence collection in 2014.

Said levy shall be placed on the ballot at the primary election to be held on May 7, 2013.

RESOLVED, That said levy be placed upon the tax list of the current year after the February settlement next succeeding the election, if a majority of the electors voting thereon vote in favor thereof; and be it further

RESOLVED, That the Clerk of this Board of Commissioners be and is hereby directed to certify a copy of this Resolution to the Board of Elections, Lorain County, Ohio no later than 4:00 p.m. on February 6, 2013, and notify said Board of Elections to cause notice of election on the question of levying said tax to be given as required by law.

Commissioner Williams seconded the Resolution and the roll being called upon its adoption the vote resulted as follows:

1.  This Resolution is to be passed and certified to the Board of Elections not less than sixty days before the election upon which it will be voted.

2.  Board of County Commissioners, Council of the City or Village, Board of Education, or Board of Township Trustees.

3.  Name of Subdivision.

4.  Here insert any one of the purposes listed in Sec. 5705.10 R.C.

5.  Insert for all subdivisions including schools under 5705.10, the life indebtedness or the number of years the levy is to run and in the case of schools under 5705.102 the amount of the increase which may be continued for an indefinite period of time.

6.  Schools under 5705.102, shall also list the portion of the increase in rate, if any, proposed to be levied in order to qualify for the distribution of school funds under Chapter 3317. R.C. and the portion of the increased rate, if any, in excess of the amount necessary to qualify under Chapter 3317. R.C.

Such resolution shall also provide that the portion of the increased rate in excess of that required to allow the school district to meet the 10 mill levy provisions under Chapter 3317 R.C. shall be in effect not longer than 10 years, and that voted portion of the increased rate shall be in effect until such time as the rate may be decreased pursuant to section 5705.261 or Section 5713.11 or such portion may be so decreased for a period of not to exceed one year, and from year to year by a majority vote of the Board of Education.

7.  This notice to be given by the Board of Elections shall be published in a newspaper of general circulation in the subdivision once a week for four consecutive weeks prior to the election.
