1. Kingwood High School will be hosting our first annual drill meet on Saturday, 22 September, 2012. The enclosed Letter of Instruction (LOI) will direct all aspects of this meet.

GENERAL INFORMATION

The meet is designed to provide quality competion in military skills and to recognize excellence by units, teams, and individuals. Awards will be given for the following categories:

The following categories are graded events that will be computed for final overall results of the meet: Inspection, Armed Drill, Unarmed Drill, Color Guard Male, Color Guard Female and Male and Female Push-ups, Male and Female Sit-ups, and the Relay Run. The Navy schools will only be judged for qualifying purposes on one color guard (the highest score if two are entered).

Both individual and team awards will be made for each event as appropriate. There are no male or female categories for inspection. Demilled weapons will utilize procedures for armed drill.

a)  Uniforms – Cadets will be inspected in any summer uniform authorized by their service. All cadets should be in the same uniform. Only service issued uniform items shall be worn. Helmets, berets, bibs, ascots and scarves are not authorized. It is expected that cadets will wear and be able to answer questions regarding JROTC approved ribbons and devices.

Check-in- Upon arrival instructors should check in at the welcome desk in the cafeteria to receive their final schedules and receipt for payment. The meet begins at 0800 and will end at approximately 1530.

Qualifications - All participants must be JROTC cadets in good standing and have a signed waiver form upon arrival (see page 6).

b)  Scoring – Schools will be assigned to an open division. When more than one team from a unit is entered in an event, only the highest scoring team will be awarded a trophy or receives points. Awards will be presented in the open categories for inspection, armed and unarmed drill and color guard. Athletic awards will present for Overall athletics and Relay Race time. Individual awards will be presented for push-ups and sit-ups.

Team Commander's scores are not included in team score but may be used to break ties. Tiebreakers are:

For armed / unarmed drill: Highest Team Commander’s score

For Physical Fitness: 1st: Fastest Relay time

2nd: Total of top individual sit ups and push ups

For Color Guard: Highest Team Commander’s score

For Personnel Inspection: 1st: Unit Commander Score

SCHEDULE OF EVENTS

The schedule of events will be sent about two weeks prior to the meet. Please note any special requirements on the application; we will attempt to meet your needs. NO refunds for canceled teams will be allowed after 5 January, 2008.

In the event of inclement weather, there are indoor facilities for Armed & Unarmed Regulation Drill, Color Guard, Push ups & Sit ups and Personnel Inspection. Ensure you bring rubber boots for rifles. The sizes of the drill areas will be significantly reduced. The meet will be moved to the school gym and common areas.

Upon arriving at the meet, instructors/ sponsors should check in with Meet Director or his representative as soon as it is convenient. The JROTC score room is reserved for the use of coaches and judges ONLY.

Except where gender specifically is a requirement for competition, i.e.: male or female PT, this LOI is intended to be applicable equally to male and female cadets, and the terms “he”, “him”, or “his” are used to avoid redundancy.

1. ENTRY FEES: Please make all checks payable to Kingwood NJROTC AVTIVITY ACCOUNT. Checks should arrive no later than SEPTEMBER 2, 2012. Your receipt will be at the NJROTC BLDG at the time you check in.

2. DRESSING AREA: Each school will have their own classroom to be used as a dressing facility that will be assigned upon arrival. You will be able to store equipment and uniforms in your assigned room. The areas do not have shower facilities. Instructors will be required to check out with the meet director prior to leaving. Teams not checking out will be assessed a 150 point penalty for overall results.

3. DIRECTIONS TO AREA: From I-59N exit KINGWOOD DR (head east). Continue east on Kingwood Dr and after passing Lake Kingwood Trail Drive (Kingwood Country club) take 1st turn around on left to school entrance.


WAIVER FORM

This form must be filled out and signed by all competitors and their parents or guardians. It must also be signed by an instructor from the school’s JROTC unit. Please bring these with you to the Drill Meet, and present them during check-in.

INSPECTION PHASE

PERSONNEL INSPECTION INFORMATION

1. Inspection Formation. All cadets performing in the armed, unarmed and color guard categories shall be inspected at a unit inspection consisting of 4 squads. Cadets of each unit will form in one platoon/flight with a platoon/flight commander. The platoon/flight commander will also be inspected. The platoon/flight commander will position himself/herself 6 paces and centered in front of the platoon/flight after opening ranks for reporting purposes and remain there during the inspection.

2. Inspection Area. The inspection area will be the commons area next to the cafeteria. .

3. Judges. Three (4) judges will be inspecting each school. Each judge will inspect the same squad of each participating school.

4. Inspection Uniforms. Units are expected to wear the authorized issue service uniform only. In the case of Navy units, JUMS issued items only will be worn for all phases of competition. Aftermarket equipment, clothing, ribbons and headgear are not authorized. Uniform composition shall adhere strictly to service guidelines. All cadets are expected to wear and be knowledgeable of uniform items to include ribbons, authorized badges and service stars.

5. Personnel Inspection. The Senior Instructor will turn in the completed Tab (B) at the In-Brief prior to the start of the competition. Procedures for preparing the platoon for Personnel Inspection will be in accordance with the appropriate Service Manual. When reporting in, the Platoon/Flight Commander will say, “______JROTC Unit reporting for Personnel Inspection, Sir.” Judging will commence at that time. Information for the judges on grading criteria during the Personnel Inspection is provided in Tabs (A, C, D, & E) of this enclosure.

6. Scoring. Each member of each squad and the Platoon/Flight Commander will be inspected using the score sheets in Tab (E) to this instruction.

Information for the Judges

**JUDGES WILL NOT PHYSICALLY TOUCH ANY CADET AT ANY TIME**

It is extremely important that each cadet be graded using the same criteria. The first team judged must be graded by the same standards as the last team judged.

Each cadet is assigned a grade from 1 to 10, which is the judge’s impression of how that cadet rates on that scale. A specific standard should not be assigned to any specific area such as hair, clean hat cover, shined shoes, etc. since the degree of each infraction must also be considered. Uniform composition, as clarified in this Tab, should be strictly adhered to, and points deducted for each unauthorized/improper uniform items.

Each judge should inspect only one squad of each platoon and assign a grade to each cadet in that squad. Not more than 90 seconds should be required for any cadet. The results will be gathered by the senior judge and computed by the scoring table.

The platoon/flight grade is computed as follows:

TOTAL POINTS AWARDED ¸ THE NUMBER OF CADETS INSPECTED = SCORE

Listed below are some guidelines which should be considered in grading each cadet:

1. Hat: Clean and correct fit.

a. Hair: Must be in full compliance with specific service uniform regulations.

b. Earrings: Only female cadets may wear earrings. They must be small gold or silver ball earrings one ear ring per ear.

2. Shirt: Proper fit, clean and pressed.

a. Devices and Awards: Shall be worn. They will be clean and properly placed; ribbons must be worn.

b. A nametag is required. It should match the cadet’s name if asked.

3. Trouser/Slacks: Clean and pressed, Proper fit and length by military standards. (No sagging)

a. Belt: The standard, plain brass buckle is authorized; belt should be clean; cut end of belt not frayed. Method of wear should be uniform throughout the platoon. Navy units will be judged to Cadet Field Manual standards, (orange manual).

4. Shoes: Regulation JROTC issue style for male and female, cleaned and free of marks. It is understood that leather shoes require significantly more care and effort to achieve the same level of appearance as patent leather or corfam type shoes.

a. Socks: Male - Black. Female –stockings that are flesh colored, seamless, and made of nylon type material. As an option with slacks, all females in the unit may wear black socks at the discretion of the unit’s Senior Instructor. Whatever the decision, all must be the same.

5. Overall Appearance: Neat, clean, smart appearance with proper uniform composition and arrangement of devices.

6. Questions and Answers: Questions located in Tab (C) of this enclosure may be asked of cadets. No other questions will be asked. Cadets that are able to respond to the questions in a clear, confident and proper manner will earn higher scores.

QUESTIONS AND ANSWERS

1. Questions and answers are a part of the personnel inspection process. There is no requirement to ask questions of cadets, but it may be done at the discretion of judges as a means of determining cadet poise and confidence. The ability of cadets to respond may be taken into account when determining the inspection grade. No more than 60 seconds shall be spent inspecting any one cadet.

2. There are limits to the knowledge of cadets and, in keeping with the spirit of the JROTC Program; it is not the intent to unnecessarily embarrass them. Accordingly, judges may ask a specific list of questions. The list is limited in scope and does include some standard items such as the General Orders of a Sentry. Judges will confine their questions within the limits provided.

3. Cadets are to begin each response with "Sir" or "Ma'am" as appropriate. Sir or Ma'am is not to be repeated again at the end of the response. For instance, if asked, "Who is the Secretary of State?" the cadet should respond, "Sir (or Ma'am), the Secretary of the State is (current)." A cadet who does not know the answer to a question should respond "Sir (or Ma'am), I do not know the answer to that question.”

4. Cadets are expected to know the following:

a. Chain of Command. Cadets should know the National chain of command by both title and by name. If asked for the chain of command, cadets should respond with titles only, unless otherwise specified by the judge. Cadets may be asked "Who is (title)?" or "Who is (name)?"

b. Day and Date. "Sir (Ma’am), today is Saturday, 23 January 2010."
