Overview
The Community Asthma Prevention Program at the Children’s Hospital of Philadelphia and the U.S. Department of Housing and Urban Development’s Office of Lead Hazard Control and Healthy Homes, in collaboration with federal, state, and local partners, are organizing a summit in Philadelphia to promote the value of home-based interventions for children with poorly controlled asthma and reimbursement mechanisms for in-home asthma services by health care insurers for children in low-income households. Participants will include housing and health representatives from government, private, and nonprofit sectors. / Desired Outcomes
Improve participants’ knowledge of the evidence base and business case that demonstrate the efficacy of in-home asthma interventions and to facilitate an understanding of:
·  How to leverage these as tools in a conversation with insurers to expand coverage.
·  Cost-savings that insurers can realize.
·  In-home asthma services that are covered by insurers in other states.
Improve participants’ understanding of the mechanisms to change health care coverage and to facilitate awareness of:
·  The options available within the Medicaid framework and which options are the best fit for Pennsylvania.
·  Who needs to be engaged, how to get started, and what activities need to be accomplished in the process.
Provide examples of housing and health collaborations that improve asthma outcomes and that educate participants on:
·  Existing community policies and programs that can be leveraged.
·  Prospective local and state-wide partners for structural remediation.
Obtain commitment from stakeholders to form a working group that is ready to:
·  Take steps to promote coverage from state Medicaid and commercial insurers for in-home services.
·  Build partnerships between health and housing entities that aim to remediate mold and other triggers in the homes of children whose asthma causes them to be high health care utilizers.
