B.  DESCRIPTION OF IT LABOR CATEGORIES

Project Manager

Experience: 5 years related experience in the areas of development, implementation or marketing with at least 2 years of project mgmt exp.

Functional Responsibilities: Plans, directs, and coordinates activities of designated project, preferably in deploying/managing geospatial systems to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters.

Education: BS degree in business, computer science, engineering or related discipline, MS preferred.

Geospatial Analyst III

Experience: Minimum of 5 years experience

Functional Responsibilities: Compiles geographic data from legacy information systems, satellite imagery, and aerial photographs and CAD/GIS files. Conducts analysis and integration of spatial data and determines best method to display data in GIS design. Develops and captures metadata definitions for enterprise geospatial search engine. Possesses working knowledge of ESRI ArcGIS Desktop in enterprise environment,using ArcSDE with Oracle Spatial, as well as CADD (AutoCAD, MicroStation GeoGraphics) and SDSFIE experience.

Education: BS degree required in Geography, Cartography, GIS, Computer Science, Information Systems, Mathematics or Engineering or related field

Geospatial Analyst II

Experience: Minimum of 3 years experience

Functional Responsibilities: Supports design and implementation of GIS projects that involve multiple data sources, including vector and raster data in multiple CADD and GIS formats. Possesses working knowledge of SDSFIE, and ESRI, Bentley or Autodesk geospatial software and has experience with enterprise spatial databases, esp. Oracle and Oracle Spatial.

Education: Bachelor degree in Geography, Cartography, Planning, Geographic Information Systems, Remote Sensing, Computer Science, Information Systems, Mathematics, Engineering, or related field; OR an Associate’s degree in a related field with two (2) years minimum GIS experience

Database Manager

Experience: Minimum five (5) years equivalent work experience plus a minimum of three (3) years of in-depth experience in the design, administration, and support of enterprise-class database systems (Oracle)

Functional Responsibilities: Under general supervision, formulates/defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer.

Education: Bachelor Degree in Computer Science, Computer Science Engineering, Information Systems, Software Engineering or related field

Systems Administrator

Experience: Minimum two (2) years equivalent work experience; understanding of Oracle 10g and 11g, Oracle Application Server 10g, and Oracle Universal Content Manager 10g; management of Microsoft Windows 2003 and 2008 server environments and two (2) years experience using VMWare, McAfee ePO, HIPS, and CommVault backup software

Functional Responsibilities: Physically located onsite and manages hardware, SANs, an OS platforms for an Oracle database and Oracle Application Server to support client Engineering and Mapping. Applies OS patches and upgrades and upgrades administrative tools and utilities, as required. Configure/add new services, as necessary; upgrade/configure system software that supports GIS infrastructure applications or Asset Management applications; maintain Virtual (VMWare) development and contingency environment; performs regular vulnerability scans and update system in the DoD Vulnerability Management System (VMS) to ensure DoD compliance; configure CPU, member and disk partitions as required; configure and maintain internal networks; maintain data center equipment; configure and maintain system backups. SA administers Oracle Universal Content Manager (UCM), including: software installations, upgrades, security; hot fix patching; and configuration tasks, including security model and metadata definitions.SA provides guidance and best practices for capturing and loading content into Oracle UCM; infrastructure trouble-shooting; disaster recovery; and backups.

Education: Bachelor Degree in Computer Science, Computer Science Engineering, Information Systems, Software Engineering, or related field

Software Developer III

Experience: Minimum of 6 years of experience in the full range development life-cycle and technologies current with GeoSpatial industry and proficiency in multiple programming languages and databases.

Functional Responsibilities: Develops, customizes, troubleshoots software applications, develops desktop and web based applications and recommends technologies to meet client requirements. Defines, documents and implements development processes, procedures and best practices. Mentors junior level development staff. Possesses expertise with .Net development framework, Oracle or MicroSoft Server database, J2EE. Web based development using ASP.NET, PHP or JSP. Knowledgeable of ESRI products, CAD and GIS.
