Overview of the team and role

The TASC Program is a discreet program within Comcare’s Regulatory Operations Group, dedicated to the rollout of the nbn™network.

The primary focus of the program is risks relating to the removal and handling of Asbestos Containing Material; however, other risks associated with the rollout are considered and within the scope of the program.

The aim of the program is to ensure the highest levels of work health and safety are applied to the rollout[1] of the nbn™ network through a risk-based, cooperative and proactive approach.

TASC Inspectors will undertake Work Health Safety site inspections and audits. This includes verifyingcompliance with Commonwealth WHS legislation and Codes of Practice, as part of the nbn™ network rollout.The Inspector will work collaboratively with a wide range of stakeholders including employers, complainants, HSRs, employer associations, unions, federal and state government agencies.

The role delivers and assists to drive the provision of timely, high quality services in a nationally consistent, regional service delivery environment. The role requires working as a member of a team, with a significant degree of autonomy.

All team members are required to comply with relevant legislation, policies and procedures, including the APS Values and APS Code of Conduct.

TASC Inspectors need the ability to undertake intra and interstate travel as required.

Qualifications/Experience - Desirable

Diploma of Government (Workplace Inspection), Certificate IV in Government Investigation), Certificate IV in WHS, WHS Lead Auditor, or similar qualifications is desirable.

Previous experience in a regulatory role or WHS in one or more of the following industry sectors: government, construction, rail, manufacturing, transport, storage and warehousing, or public administration is desirable.

Job specific capabilities

  1. Proven ability to lead and undertake workplace inspections, applying contemporary investigation techniques to identify potential breaches of WHS legislation.
  2. Ability to lead and undertake audits against recognised criteria and identify non-conformances.
  3. Proven ability to work collaboratively with all stakeholders at a senior level and to lead, drive and undertake prevention and awareness raising activities

Primary responsibilities

  1. Manage, coordinate and undertake a programs, projects and initiatives to achieve organisational goals. Establish clear plans and timeframes for the activity and implement and review performance objectively.
  2. Develop and maintain complex internal and external relationships with stakeholders. Provide appropriate advice and manage the resolution of issues or complaints.
  3. Make decisions using good judgement, expertise and knowledge under limited guidance.
  4. Model and promote a healthy and safe working environment, ethical behaviour and practices consistent with the APS Values and Code of Conduct.
  5. Mentor, coach, support, and provide regular feedback to teams/individuals to achieve goals and contribute toward team outcomes.
  6. Identify learning opportunities for self and others and promote a culture of continuous improvement.
  7. Represent Comcare at internal and external meetings and forums.
  8. Lead and undertake workplace inspections and identify breaches of Commonwealth WHS legislation.
  9. Lead and undertake preventative inspectorate activities including inspections, stakeholder engagement and presentations/forums.
  10. Lead and undertake workplace WHS audits against recognised criteria.
  11. Monitor and verify action plans agreed to with stakeholders.
  12. Manage complex WHS matters using persuasion and sensitivity.
  13. Communicate effectively (including public speaking) and maintain working relationships, both across the organisation and with employers, private sector and federal and state government agencies, specific to WHS.
  14. Develop and deliver presentations and provide advice to increase WHS awareness and competencies in the jurisdiction.
  15. Prepare high-level written work, including reports, case records, correspondence, briefings and submissions.
  16. Research, interpret and provide technical advice and support on legislative, policy or procedural issues.

  2. Promote workplace safety, equity and diversity and environment practices in the workplace.
  3. Demonstrate and model safe attitudes, values and behaviours in order to uphold your health and safety duties.

The Selection Process

Comcare uses a competitive merit process. This process will likely take approximately six weeks for shortlisting, interviewing, reference checking and offers to be made.
