BUS CHARTER SERVICE

For Skagit Tour Customers

SPECIFICATIONS:

This contract will be for on-call bus charter service for the Seattle City Light Skagit Tours. This service will be on availability of coaches only.

The 2004 tour season began May 15, 2004 and ends September 26, 2004. Tours operate Saturdays and Sundays only in June and September, with special tours reserved on weekdays in June and September. Tours operate five (5) days a week in July and August: Thursday, Friday, Saturday, Sunday, Monday. Possible tours on Tuesday and Wednesday. Full capacity of tours is 80 passengers. One (1) to two (2) tours daily, bus(s) depart Newhalem at 9:45AM and 12:45PM each tour day. Bus departs Diablo Boat Landing at 11:50AM and 2:50PM. Bus parking is available in Newhalem.

There is also the possibility of Seattle to Newhalem charters, departing at 8:00AM from locations to be determined within the Seattle City Limits.

Directions to Newhalem: Travel Interstate 5 southbound to Mount Vernon and take Exit 230, State Route 20, the North Cascades Highway. Turn left and travel east on Highway 20, approximately 70 miles to the town of Newhalem, which is approximately 13 miles east of Marblemount.

Buses will be required to navigate a steep, narrow road and one way lane across Diablo Dam. The grade is approx. 10.2% at its steepest part. A bus turnaround is available.

SPECIAL REQUIREMENTS:

Drivers: Certified by the Washington Department of Transportation (DOT). Must possess Commercial Driver’s License endorsed for both air brakes and passengers. Must have passed both State background check and random drug test. Vendor responsible for any charges associated with the background check or drug test.

Vendor: Must documents a “satisfactory” rating on the Washington Utilities and Trades Commission’s “Carrier Profile”; participates in DOT yearly vehicle inspection and must

provide evidence of insurance per Insurance Instructions, Attachment #3.

Invoicing: To be provided monthly, in arrears, and must include dates of service, number and size of busses used per day.

Terms of Trip Cancellation: One (1) business day or 24 hours prior to tour departure time.

American Disability Act: Vendor must be compliant with ADA requirements. Minimum one (1) bus per tour must be ADA compliant.

PRICING:

1. Newhalem to Dam, bus returns to vendor’s base in Lynnwood $555.00
2. Seattle to Newhalem, bus and driver return to base $600.00
3. Newhalem to Dam, 2 trips per day, driver spend night at Newhalem $321.37/trip
4. Newhalem to Dam, 1 trip per day, driver spends night at Newhalem $357.00
5. If vendor should have to drive around because of an extended road blockage caused by a rock slide during the summer, the charge would be $2.93 per mile for the additional miles driven in order to return the passengers to Newhalem.

PAYMENT TERMS: Net 30
