SCOPE NOTE Documents and handwritten interview notes collected by
author Douglas Valentine for his book "The Phoenix
Program." The Phoenix Program,created by the CIA in
Saigon in 1967 aimed at neutralizing the civilian
infrastructure that supported the Viet Cong insurgency
in South Vietnam through assassination, kidnapping and
systematic torture.
