JOB DESCRIPTION

Responsible To

Sheffield Adult Safeguarding Partnership Executive Board.

Responsible For

Chairing Sheffield Adult Safeguarding Partnership Board and Operational Executive meetings, and for leadership of activity as set out in the Prospectus of Governance for the Board, and in the partnership’s annual report and development action plan.

Key Areas of Activity

  • Chairing three Executive Board and four Operational Executive Board meetings per year. This will include setting of agenda’s, approval of minutes and associated business.
  • Chairing meetings of subgroup chairs.
  • Meeting with Executive Director of Adults’ Services four times each year and Chief Executives or their nominated Deputies of other partner organisations as necessary
  • Upholding and developing the Partnership Board’s constitution and membership
  • Formal and informal dialogue as required to follow partnership board decisions, develop safeguarding activity and respond to complaints or concerns relating to the conduct of safeguarding work in Sheffield.
  • Organising annual public ‘open meetings’ to audit progress, performance and perception of the Board’s work
  • Responding to public relations issues or interagency problems, including making public or media statements on any matter relevant to the objectives and functions of the Board.
  • Making presentations to the public or professionals.
  • Linking nationally and regionally to ensure that the partnerships activities are aligned with national policy expectations and other developing practice.
  • Prepare a foreword to each annual report.
  • Take a lead in the management of Serious Case Reviews and maintain strong links with HM Coroner.
  • Engage in active consultation and dialogue with services users, carers and other people in adult safeguarding risk groups, with a view to these groups informing the work of the Board and the review and evaluation of its work programme.
  • Oversee the development of the Executive and Operational Executive Boards and constituent sub groups.
  • Liaison with the Adult Safeguarding Service Manager, the Sheffield Adult Protection Office and others to ensure the timely management of Partnership Board business and that this is conducted within agreed budgets.
  • Meet with and assist the induction of new members of the Executive and Operational Executive Boards.
  • Through the Operational Executive ensure that partner organisations are held accountable for the effective deployment of resources in relation to safeguarding activity.
  • Oversee the performance management of the Board’s Action Plan and ensure that the Plan maintains a clear focus on outcomes.
  • Ensure that the Board, its Operational Executive and its implementation groups comply with corporate governance arrangements and standards.
  • Any other duties as may be jointly agreed from time to time as necessary and appropriate to the role.

Terms and Conditions

Objectives

As described in the Annual Report and SASP Development Plan and agreed by the Executive and Operational Executive Boards. Progress to be monitored during quarterly meetings with the Operational Executive Board and held so as to coincide with the timing of Board Meetings.

Period of Appointment

Three years from the date of appointment. To be reviewed annually, in line with the terms of the written contract for the Chair.

Appointment By

A panel of Sheffield Adult Safeguarding Partnership Board members. To be chaired by a designated representative.

Expenses

In line with relevant Sheffield City Council terms and conditions.

Remuneration

Daily rate, to be negotiated with the postholder.

Support

Diary, clerical and other administrative support will be provided by the Sheffield Adult Protection Office.

Insurance

As a self employed person the Chair must take out professional indemnity insurance covering any liabilities arising for him or herself, the Partnership, or any of its member organisations.
