PART 1 - GENERAL

1.01 INVITATION TO BID

A.   Sealed lump sum bids are hereby solicited from Qualified Contractors to execute the Work prescribed by the Plans and Specifications titled Erlanger Health System Chattanooga TN Job # 4394 & 4645 Third Floor ICU and Fourth Floor ORS Baroness Campus.

1.02 THE OWNER

A.   The Owner is Chattanooga - Hamilton County Hospital Authority – DBA Erlanger Health Systems, 975 East Third Street, Chattanooga, Tennessee 37403.

1.03 THE ARCHITECT/Engineer

A.   The Architect/Engineer is Gresham Smith and Partners, Nashville TN. All project associated questions or clarification requests should be directed to the Nashville Office of the Arch/Eng. All questions or clarification requests received up to 4 business days before the bid will be addressed and answers will be returned to all documented Pre-Qualified General Contractors 2 days prior to bid.

1.04 GENERAL CONTRACTOR BIDDERS

A.   This project is open to all Pre-Qualified General Contractors licensed in the State of Tennessee for the extent of the work being proposed. Submission of a bid proposal at bid time will only be accepted by the Owner. Pre-submission of AIA A-305 Contractor Qualification Statement is required to be submitted by 3.00 pm EST June 20th identifying previous experience and performance of work similar in scope in an Active and Sterile/Semi-Sterile Hospital Environment which is sufficiently complete for the Owner and AE to pre-qualify the bidding General Contractors. General Contractors will be notified of acceptance as a Pre-Qualified bidder by 3.00 pm EST June 22th.

B.   Plans and specifications will be available for review on June 2nd at the office of the owner and at the following locations:

C.   Contractors may acquire complete sets of the Bid Documents from American-Campbell blue printing located at 2502 East 12th Street Chattanooga TN upon submission of a $250 refundable plan deposit check made out to the owner, this deposit is refundable upon return of the bid documents in good order to the American Campbell Blue Print Co. within 30 days of the bid opening.

1.05 BIDS

A.   Formal Bids will be received from Pre-Qualified General Contractors by the owner, at the Erlanger Planning and Construction Building Conference Room located at the corner of Central Avenue 1047 Blackford Street, Chattanooga, TN until 2:00 pm EST on Tuesday, June 28th, 2016 for Base Bid 4th Floor and June 30th Bid Combination 3rd and 4th Floors Combined. The bids will be opened and read out loud in the presence of the bidders. Bid Bond equal to 5% of the bid amounts is required. No Bid may be withdrawn for a period of 90 days from above stated bid date. The Owner reserves the right to reject any or all bids and to waive all informalities therewith. The Contract Form to be utilized will be "AIA Document - A101-Standard Form of Agreement between Owner and Contractor for a Stipulated Sum", 2007 Edition.

1.06 PRE-BID CONFERENCE

A.   A Mandatory Pre-Bid Conference will be conducted for all bidding Contractors beginning at 1:00 pm local time on Thursday June 16th, 2016 in the EHS Planning and Construction Conference Room located at 1047 Blackford Street Chattanooga TN.
